QUESTIONS AND RESPONSES

Question 1: Page xii lists ***DSN 450 Mark II, Dual Axis Doppler Sonar Speed Log assigned to Work Item

31 which is the rudder removal and inspection item. Work item 49 tasks the contractor to remove the

DSN 450 system and replace it with the DS‐60 system.

Please clarify if the DSN 450 should be included on the Government‐Furnished Property list.

Response 1: DSN 450 will not be GFE this is the transducer being replaced by work item 49 and should not have been listed under work item 31 in the Consolidated List of Government Furnished Property, this was a misprint.

Question 2: WI ‐026, CPP Oil Distribution Box Inspect and Service: Paragraph 1.1 tasks the contractor to

“inspect and service the CPP OD Box. After reading the work item, there is no reference to completing the work on both the port and starboard OD boxes. The pricing sheet (Section B) lists the item pricing as

“1 Job”.

Is the contractor to complete the inspection and service on one or both OD boxes? Will the work item be changed to reflect both if it is required? Or will the pricing sheet be changed to reflect both systems?

Response 2: Yes this is for both OD boxes. No the spec will not be changed. Unless the statement

“Contractor to disassemble and inspect a designated CPP OD Box” is in the para 1.1 Intent, this will always mean both sides.

Question 3: Date of Issue of this Solicitation was 05/04/2018 with an Offer Due Date of 06/04/2018 5:00

PM EST. As of this date, 05/21/2018, we have yet to receive the references requested on 05/07/2018.

Question3a: Will the Government issue a Bid Due Date extension of ten (10) days to 06/14/2018

5:00 PM EST to allow contractors sufficient time to review references?

Response 3a. The government hereby extends the bid due date FROM: 4 June 2018, 5:00pm

EST, TO: 14 June 2018, 5:00pm EST.

Question3b: And will the Government issue a Question Deadline extension of ten (10) days to

05/31/2018 11:00 AM EST to allow for additional questions following reference review?

Response 3b: The government hereby extends the Question deadline FROM: 21 May 2018 at

11:00am EST, TO: 1 June 2018 at 11:00am EST.

Question 4: D‐012, Propulsion Intermediate Shaft(s); Remove, Inspect and Reinstall: Paragraph 1.1 tasks the contractor to “remove, inspect and re‐install a designated intermediate shaft”. The item is a

“Definite” item listed on the pricing sheet (Section B) as a UNIT “JOB”, QUANTITY “1”. Is it the intention of the government to complete Work Item 12 on both intermediate shafts? If so, please change the work item or the pricing sheet.

Response 4: This is intended to be both shafts, qty on pricing sheet should be 2 each.

Question 5: D-024, Controllable Pitch Propeller CPP System, Inspect and Service; Paragraph 3.2.6.5 says, “The Contractor shall renew [qty of hoses assemblies here]”. Please identify the number, sizes, lengths and characteristics of the hoses the contractor is to renew.

Response 5: This will be handled with a CFR, as of right now no hoses are planned to be renewed.

Question 6: D-044, Bilges (Machinery Space), Preserve “Partial”; Paragraph 3.2.says, “The Contractor shall prepare and coat up to 400 sqft of bilge surfaces located in Auxiliary Machinery Space II and the Engine Room”. Please clarify if this is a total of 400 sqft between the two spaces or 400 sqft in each of the two spaces.

Response 6: This is the total between the two spaces.

Question 7: Facility costs to navigate vessel between its home pier and the Contractor's offered place of performance (round trip) is $88.75 per nautical mile. If our place of performance is for example 1000 nautical miles one way. Would that be 1000 x $88.75 OR 1000 x 2 x $88.75?

Response 7: It would be total nautical miles round trip, for example 1000 x 2 x $88.75.

Question 8: Required Insurances:

Do we need to provide proof of insurance with our bid? No.

Or do we just need to provide proof of insurance after the award? Yes.

If it's required for the bid, can we provide proof of insurance of our subcontractor for the bid? N/A

Question 9: Is there a bid bond or performance bond requirement for this job?

Response 9: No.
