Proposals must be prepared in accordance with these submission instructions, providing all required information in the format specified. Failure of a proposal to comply with these general submission instructions and the specific submission instructions contained in this task order may be cause for rejection.
THE FOLLOWING QUESTIONS WERE RECEIVED IN RESPONSE TO THE SOLICITATION:
1) Section 01800, Part 1.16.5.3 calls for two cables (12-str SMOF and 25-pr copper) and Part 1.16.5.6 calls for one cable (24-str MMOF 62.5u) to be provided at the new RDAP building, but no information can be found as to where these cables are to be extended. Please confirm these 3 cables are required and identify a termination point for these three cables?
RESPONSE: Confirmed. Provide one phone being installed in each boat bay (near the entry/exit door), one installed in the break room (if that still exists as part of this project).
2) There are two sets of Architectural building envelope requirements (exterior walls, roof systems, building insulation, air/water barriers, etc.) in specification section 1800 1.7 - Architectural. There is building envelope criteria listed under 1.7.1 Exterior Building Envelope and also under 1.7.4.1.1 Pre-engineered Metal Building. Confirm the purpose of RFP specification section 01800 1.7.1 is to provide the performance criteria for a conventionally constructed building and it does not apply to a
Pre-engineered Metal Building as specified in 01800, 1.7.4.1.
RESPONSE: The two sets criteria simply allow the contractor the option of constructing conventionally or using a Pre-engineered Metal Building.
3) RFP specification section 1800 1.7 Architectural outlines Exterior Walls which conflicts with the direction given in RFP specification section 1.7.4.1 Pre-engineered Metal Building. Specifically,
1.7.1.1 Exterior Walls states "Exterior walls shall consist of insulated metal panels or a combination of
CMU, concrete...." but 1.7.4.1.7 Building Wall System states "Building Wall System: The metal portion of the wall system shall be from base to building eave seams shall be staggered as necessary...... The panel material shall be galvanized, per ASTM specification A653, and painted on exterior with a full strength 70% fluoropolymer (Kynar 500 or Hylar 5000) finish with a dry film thickness of 0.9 mil minimum (color as recommended by Architect from manufacturer's standard color range and approved by the Government). Interior surfaces shall be coated with a polyester color coat.
In lieu of the above, insulated exterior wall panels are also acceptable...." Please confirm specification section 01800, 1.7.4.1.7 shall be followed if a pre-engineered metal building is provided?
RESPONSE: Confirmed.
4) RFP specification section 1800 1.7 Architectural outlines Roof Systems which conflicts with the direction given in RFP specification section 1.7.4.1 Pre-engineered Metal Building. Specifically,
1.7.1.2 Roof states "Roofing design shall follow the recommendations of the National Roofing
Contractors Association (NRCA) as contained in NRCA Publication, NRCA Roofing and
Waterproofing Manual. In addition, all roofing assemblies and rooftop structures must meet the requirements of the International Building Code (IBC)...... 1.7.1.2.1 All roofing shall be sloped roofing with a pitch to manufacturer’s minimum recommendation, and be metal standing seam panels, galvanized per ASTM A653 and be painted with a fluoropolymer coating with a manufacturer’s warranty against blistering, peeling, cracking, chipping or experience material rust through for a period of 20 years. Colors shall be as selected from manufacturer’s standard colors...... 1.7.1.2.2 Sheet
Metal Flashing and Trim...... 1.7.1.2.3 Gutters, Conductor Heads, Scuppers and Downspouts...." but section 1.7.4.1.6 Roof System states "Roof System: The roof system shall be standing seam roof system consisting of steel standing seam panels with G-90 hot-dipped galvanized treatment aluminum standing seam panels. Exterior exposed panel surfaces shall be finished with a full strength 70% fluoropolymer (Kynar 500 or Hylar 5000) finish, with a dry film thickness of 0.9 mil minimum (color as recommended by Architect from manufacturer's standard color range and approved by the
Government). Interior surfaces shall be coated with a polyester color coat...." Please confirm specification section 01800 1.7.4.1.6 is to be used for the roof system as well as all other aspects for a pre-engineered metal building?
5) RFP specification section 1800 1.7 Architectural outlines Insulation and Moisture/Air Barriers which conflicts with the direction given in RFP specification section 1.7.4.1 Pre-engineered Metal Building.
Specifically, 1.7.1.3.1 Building Insulation states "Conventional Construction: Provide fiberglass blanket insulation...... 1.7.1.3.2 Moisture/Air Barriers An air/moisture barrier is required of all new construction and should be employed wherever possible...... 1.7.1.3.3 Air Barriers Design and construct the building envelope with a continuous air barrier to control air leakage into, or out of, the conditioned space...... 1.7.1.3.4 Air Barrier Inspection and Testing Building air barrier system shall be tested in accordance with the requirements of ASHRAE 189.1...... 1.7.1.3.5 Joint Sealants Provide appropriate joint sealants for each particular interior and exterior application......" but sections
1.7.4.1.9 Building Resistance to Air and Water Infiltration states "Air Infiltration for Roof Panels:
Permanent resistance to air leakage shall not be more that 0.09 cfm/sqft of roof area when tested according to ASTM E 1680 at a static air pressure difference of 4-lbf/sqft...... Air Infiltration for Wall
Panels: Permanent resistance to air leakage shall not be more that 0.09 cfm/sqft of wall area when tested according to ASTM E 283 at static air pressure difference of 4-lbf/sqft...... Water Penetration for
Roof Panels: Roof panel assemblies shall have no water penetration when tested according to ASTM E
1646...... Wall panel assemblies shall have no water penetration when tested according to ASTM E
331 ...... and 1.7.4.1.10 Building Insulation Provide fiberglass blanket insulation with a 0.75 lb/cu. ft.
density, with flame spread rating of 25 or less when tested according to ASTM E 84. Vapor retarder facing shall be reinforced vinyl scrim. R-values for building insulation (unless required to be greater by the applicable codes or LEED/ASHRAE energy conservation), including roof and wall insulation shall be: (a) Roof = R-30 (b) Walls = R-13". Please confirm specification section 01800 1.7.4.1.9 and
1.7.4.1.10 is to be used for the roof system as well as all other aspects for a pre-engineered metal building?
6) Please confirm there is no special interior liner panel required around the perimeter of the exterior walls of the pre-engineered metal building except for the Blast Room Liner?
RESPONSE: There is no other wall panel required above the height of the blast liner. However, the blast liner has to be mounted to a rigid durable substrate.
7) Please confirm the overhead door required for the mechanical support space. This appears to be an insulated overhead coiling door instead of the fabric door described in RFP section 01800-1.7.3.1
Exterior Doors. Please clarify what door is to be provided and provide the performance requirements for the coiling door.
RESPONSE: Mechanical room requires only a typical overhead coiling door.
8) Please confirm the design intent for the “Concrete or CMU water table” as shown on sheet A-301 is required since there is no reference to this building element in the RFP specification. If water table wall is required how high does the wall need to be above FFE?
RESPONSE: Intent of cmu water table is to provide a more impact resistance substrate at base.
Minimum of Four (4) – six (6) ft. high is acceptable.
9) Can the Government provide the record drawings of the existing buildings 32, 32A, and 90?
RESPONSE: See Amendments.
10) Can the Government confirm AutoCAD 2020 is acceptable in lieu of AutoCAD 2017 per RFP 01802?
RESPONSE: AutoCAD 2020 is not acceptable.
11) Can the Government provide the basis of design manufacturer and performance criteria for the blast room liner identified in RFP specification section 01800, 1.17?
RESPONSE: Refer to RFP Specification Section 01800, Paragraph 1.7.4.1.7
12) Specification section 01110 1.1.1 states “Within the base bid, the open structural slab shall be used for the same three work phases in an open environment.” Other RFP sections state only hot work
(welding) will occur in the Base Bid price and in Bid Option 1, and blasting and painting infrastructure is to only be provided in Bid Option 2 for Boat Work Bay 1 only. Please confirm the blasting and painting infrastructure scope of work in Bay Work Bay 2 for Base Bid, Bid Option 1 and Bid Option 2 pricing?
RESPONSE: See Amendment.
13) Can the Government confirm the maintenance activities to be performed at each location within the boat work bay and the transfer slab? The maintenance activities will dictate the size of the collection, storage, and treatment systems for stormwater and any process waters generated as part of the maintenance activities.
RESPONSE: No work will occur on the transfer slab.
14) Specification section 01110 1.1.1, 6th paragraph states “The Contractor shall ensure the facility is capable of meeting the second “hot work” phase.” Please confirm this means the design and construction for Boat Work Bay 1 and Boat Work Bay 2 is only to include scope provisions for the hot work (welding) phase in the Base Bid and Option 1. Also confirm only Bid Option 2 is to provide the infrastructure for blasting and painting scope provisions and its for only Bay Work Bay1?
RESPONSE: See Amendment.
15) Specification section 01110 1.1.1, 10th paragraph states the “Design of the building and supporting utilities should enable the CG Yard to conduct simultaneous depot activities in both bays at the same time.” (Blasting and Painting). The RFP only calls for grit blasting and painting provisions to be provided for Bay Work Bay 1 only in Option Item 2. Please confirm we are only to provide grit blasting and paint infrastructure and support utilities for Bay Work Bay 1 in Option Item 2.
16) Please confirm that we should assume that no blasting or painting operations should be included in the
Base Price or in bid Option 1 per 1800 1.10, 1.11. 1.12?
17) Please confirm no R-value is required for the industrial fabric door.
RESPONSE: R values for Vertical Lift Fabric door are per manufacturer’s recommendations.
18) Related to the width of the boat bay shown in the RFP drawings, please clarify the standard that sets the 7’-0” clearance on either side of the FRC on A-101, and confirm if the “Unobstructed Emergency
Egress Aisle” cannot encroach on this 7’-0” dimension.
RESPONSE: The building is site constrained. The 7’-0” clearance was based on the fact that an additional bay may be constructed. The egress aisle shall maintain a minimum with of 3’-0” to the max extent practicable.
19) RFP specification section 01800, 1.4.7.1 states "The Contractor shall coordinate with the COR in order to perform a new flow test and use the new flow information as the basis of design." Please provide the base water supply test (flow test) and civil site map showing test points (fire hydrants), static pressure (psi), residual pressure (psi), and flow rate (gpm) in order to provide a bid price. CG Yard should perform these tests regularly and should have this information. If flow test data is not available, please either provide an opportunity for the Contractor to conduct a flow test prior to the proposal due date or confirm adequate water pressure is available.
20) Please confirm the coiling door opening at the Mechanical Room shown on sheet A-101 is to be 10'-0" wide x 8'-0" wide so that it may be properly coordinated with the eave height elevation shown on sheet
A-301.
RESPONSE: 10’- 0” x 8’-0” is a minimum assumption. Ultimately the DOR will have to size the door based on the maximum size of the equipment going into the space.
21) Sheet A-101 provides a dimension of 816'-2" for the wall to the right of the industrial door as shown on the Boat Bay Floor Plan. Can the Government reissue a corrected sheet A-101 with confirmed dimension?
RESPONSE: See Amendments. Drawing A-101 has been amended.
22) Sheet A-301 provides dimension of 960'-0" for Mechanical Room eave height, 2109'-0" for the exterior stair platform elevation, and 551'-2" for the top of transfer cart elevation as shown in section
2. Can the Government reissue a corrected sheet A-301 with confirmed dimensions?
RESPONSE: See Amendments. Drawing A-301 has been amended.
23) As shown on sheet C100 and observed during the site visit there is an extensive amount of existing utilities such as sanitary, water, electric, telecom, stormwater, and compressed air which will need to remain operational and be temporarily and/or permanently relocated. Please identify and confirm the utilities running parallel to the west wharf that will require partial demolition and/or relocation to remain in operation during the demo and construction of the new finger piers, wharf and travel way?
RESPONSE: The Contractor shall ensure all utilities along the West Wharf impacted by construction remain operation.
24) As shown on sheet C100 and observed during the site visit there are several ship-to-shore connections including water, sanitary, electric and telecom utilities within the limits of work. Can the Government confirm if these ship-to-shore connections are permanently demolished/abandoned for the construction of the finger piers, new wharf, and travel way or are they required to remain in operation and be reconstructed at other locations with inside and/or outside the limits of work?
RESPONSE: The Contractor is not required to reconstitute any ship-to-shore connection removed for the construction of the finger pier. The Contractor shall ensure for continuation of service of the all other ship-to-shore utilities along the West Wharf.
25) Specification section 01110 1.1.1, 10th paragraph states the “Design of the building and supporting utilities should enable the CG Yard to conduct simultaneous depot activities in both bays at the same time.” (Blasting and Painting). The RFP only calls for grit blasting and painting provisions to be provided for Bay 1 only in Option Item 2. Please confirm we are only to provide grit blasting and paint provisions and support utilities for Bay 1 in Option Item 2.
26) RFP specification section 01800, 1.7.3.1 Exterior Doors describes the Industrial Door as a two-bay system that is designed so “any one door section can be opened and closed independently of the other sections and any combination of sections or all of the sections can be opened and closed.” Please clarify if this is asking for two separate 16’ sections of the total 32’ wide opening as shown on sheet
A-101 for Bay 1?
RESPONSE: This is not asking for two separate sections of door. It simply to allow the contractor options with door configuration.
27) No personnel doors are shown on the RFP drawings for the Mechanical Room. Please confirm access is to be from exterior only, or if direct access to Bay 1 is required.
RESPONSE: Confirmed, access to mech. room will be from exterior only. See amended drawing A-101.
28) Can the Government confirm no exterior access to the Mechanical Room is required other than the
Coiling Door shown on sheet A-101?
RESPONSE: Confirmed, access to mech. room will be from exterior only. See amended drawing A-101.
29) RFP specification section 01800, 1.7.4.16 states to provide roof safety anchor clips to allow access to all areas of the roof. Please confirm roof safety anchor clips is in reference to fall protection? If so, we have only found this reference under the specifications for Pre-engineered Metal Building. Please confirm fall protection is required for Pre-Engineered Metal Building and conventional constructed roofs.
RESPONSE: Roof safety anchor clips are to be provide in the event maintenance personnel need to access the roof and tie-in to service equipment. Life line cables are not required.
30) RFP specification section 01800, 1.1.1.2.11 states "Roof access to the mechanical building is required and shall be provided from internal stairways or ladders. External roof access to the mechanical building shall be prohibited." However this contradicts sheet A-701 which indicates exterior roof access to the mechanical building low bay roof. Please confirm interior roof access as well as fall protection for the mechanical building roof only needs to be provided if roof mounted equipment is provided?
RESPONSE: Confirmed, interior roof access as well as fall protection for the mechanical building roof only needs to be provided if roof mounted equipment is provided.
31) Per RFP specification section 1.11.6 "the underground gas distribution system is owned by Baltimore
Gas & Electric (BGE). The exact tie-in location and delivery pressure required shall be coordinated with BGE during the design phase. For bidding purposes, assume the tie in location at the intersection of Ross Ave and Hamlet Ave near the waterfront. Bidders shall provide an allowance for material and labor to bring gas to the project site." We have reached out the BGE contact provided in specification
01800, 1.11.6 who has informed us a service application was filed however it has been closed. A new service application will need to be filed and BGE would not speculate on costs until a new service application was filed. We also contacted the BGE number provided in specification 01110, 1.11 with the only response being to complete a service application which takes about 6-12 weeks process. A
BGE representative/designer is then assigned and will make a site visit to determine pricing. Based on our previous experience in coordinating design and construction work with BGE they do not typically provide any cost estimates of work or provide schedule for work until they have a signed purchase order with the Contractor and property Owner and have payment in full is made. Since input from
BGE will not be able to be obtained prior to the proposal due date please provide an allowance for gas service work in the Price Proposal Form since we cannot obtain and cost information prior to bid?
RESPONSE: See Amendment. Contractor shall carry 90K in their bid proposal. Estimate is based on 600 feet of HDPE pipe, fittings, press regulator valves, trenching, and pavement patch.
32) RFP specification section 01800, 1.11.6 states "For bidding purposes, assume tie in location at the intersection of Ross Ave and Hamlet Ave near the waterfront." The only reference to Hamlet Ave is found on sheet G002 and is to the West of the project site. Sheet C102 appears to show the approximate location of the Natural Gas Connection at Adams Street which runs parallel to the west wharf just south of Building 47. Can the Government please clarify where Hamlet Ave is located along with the Natural Gas Connection location as referenced in the RFP or confirm tie in location is accurate per sheet C102?
RESPONSE: Ross Ave runs north / south and intersects Hamlet Ave. Approximate location is south of existing Building 78. Tie in location was initially discussed with BGE during the RFP phase. Sheet C102 is accurate and provides more precise location for bidding purposes. After load calculation is determined (CFH), contractor shall work with BGE designers to determine final tie-in location.
33) Attachment C provided with the RFP documents shows the general arrangement of the ship cradle however the width of the ship cradle is not provided, only wheel/axle spacings. Can the Government provide the width of the ship cradle to assist with coordinating clearances of the building general arrangement on sheet A-101 and A-301?
RESPONSE: The cart has not been fabricated. For bidding purposes, assume the width of the ship cradle is equal to the width of the FRC.
34) Specification section 01500, 1.4.1 states electricity for use during construction, provide watt-hour meter so the Government can monitor consumption. Typically the Yard FE provides the meter if required. Please confirm if the Government or Contractor provides the meter and if the Contactor or the Government will be paying for the electrical consumption during construction? If by Contractor please provide the consumption rates.
RESPONSE: There is no Specification Section 01500, Paragraph 1.4.1. Specification Section
01500, Paragraph 1.3.5 is accurate.
35) Can the Government confirm utilities such as water, sewer, gas, electric are metered individually at each building or if utilities are metered at a utility owned master meter located at the CG Yard utility service connection point? If metered at a utility owned master meter are building meter by CG Yard through a Building Management System?
RESPONSE: Utility meters are not required.
36) Please confirm there is no 3rd party utilities and/or services such as water, sewer, gas, electric, telecom, cable that needs to be turned-off, disconnected, and/or relocated by the service provider at
Building 47 and Building 148 prior to demolition? As the property Owner will the CG Yard be responsible for contacting the utility provider and getting services turned-off, disconnected, and/or relocated?
RESPONSE: Refer to Attachment G Construction Records for As-Built records for buildings 47 and 149. Refer to Specification, 01110, Paragraph 1.11 for responsibilities of utility services.
37) The RFP documents to specify minimum size for the Mechanical Room the Government requires. Can the Government provide the size (length x width) of the Mechanical Room that is desired?
RESPONSE: The exact size (length x width) shall be determined by Designer of Record in order to meet necessary maintenance clearances.
38) How is the fence ‘attached’ to Building 47 to be addressed? Please provide the limits of demolition and reconstruction of fence upon demolition of Building 47? Confirm a gate will not be required.
RESPONSE: A gate will not be required. The fenced area is not to be included in the demolition.
39) In review of the AutoCAD files provided with the RFP documents we have noted there appears to be a defined buffer zone identified at either side of the rail transfer slab adjacent to Brown Ave and
Building 32A. As shown in the AutoCAD file the buffer zone overlaps the corner of Building 32A.
This buffer zone is not depicted / shown on the PDF version of the RFP drawings. Can the
Government clarify the purpose of this buffer zone and if it is required to be maintained? If the buffer zone needs to be included in the overall layout will it need to be marked on the pavement to prevent parking of vehicles and staging of materials and equipment?
RESPONSE: This buffer zone is not required. The AutoCAD layer ‘N-BUFFER’ is extemporaneous idea that was explored, but is not required, nor shown or included within the
RFP.
40) There is an existing steam line that appears to stop west of Building 47 at what appears to be an expansion loop. Is this steam line abandoned or does it continue? If it does continue please provide additional information depicting the end of the line / termination point.
RESPONSE: See Amendments. The Amendment provides the USCG Yard Steam plan for more information on the steam lines. The steam system extends past Bldg. 47 down the street and completes the loop back to the boiler plant. The condensate return line for the steam stops somewhere in the east side of Bldg. 47 and Pier 1. Therefore, only the steam line exists. For biddings purposes, the steam line is a 4" Schedule 80 Steel and the Condensate Line is 3"
Schedule 80 Steel.
41) RFP drawing C101, Note 5 states pedestrian and vehicular access to buildings 32A and 90 shall be maintained throughout construction. Interruptions to access shall be coordinated with the contracting officer's representative. Can the Government confirm the duration that access may be interrupted to buildings 32A and 90? How does the Government foresee how access to Building 32A to be maintained with the construction of the rail platform immediately adjacent to the overhead door at
Building 32A?
RESPONSE: As stated in RFP 01100, Paragraph 1.1.1, the project site is located in the close proximity to Building 32 and to Building 90. The existing grit-blasting and painting activities in those buildings will remain active throughout the project.
RFP 01110, 1.6.3 includes a work restriction that the ‘Contractor shall not impede access to the large overhead doors of Building 90.’ The proximity of work is anticipated to impede acc
Yard’s only large painting facility that will be in the contractor’s work area. Refer to
RFP drawings.
42) The RFP documents do not indicate if underground utilities under the new foot print for the FRC building, rail transfer slab, or travel way pavement need to be relocated outside the limits of these new site features. Can the Government please confirm if underground utilities that pass through the limits of work need to be relocated outside the FRC building, rail transfer slab, and/or travel way pavement?
RESPONSE: Yes. See Amendment.
43) We have only found an ISCS provided for the Boat Bays. Can the Government provided ISCS for the
Mechanical Room?
RESPONSE: Mechanical room construction is an extension of pre-engineered boat bay.
Finishes are similar.
44) Per RFP specification section 01800, 1.4.7.1, the 50 psi static pressure for the water supply provides insufficient information with regard to water flow rate for the Contractor to determine if the building water supply can meet the sprinkler system demands. For example, 50 psi static pressure can yield a water supply of 45 psi flowing 1800 gpm or it could be 20 psi flowing 900 gpm. For bid purposes, can the Government either provide flow data available from the CG Yard or provide an cost allowance for a fire pump and a rated room if the water supply is determined to be insufficient after the post award flow test verification?
45) The dual exhaust plenum design prescribed by RFP section 01800-1.12.3.3 for Mechanical Equipment
- Option 2 will expose system components including dampers and controls to harsh environments that exceed component design conditions and will lead to premature wear. The system as described and shown in the RFP will work in the short term however with prolonged use the systems function and effectiveness as a duel function blast and paint exhaust system will degrade becoming and maintenance concern for the U.S. Coast Guard and may jeopardize warranty of system components. In order to extend the life of the new exhaust system, we propose the U.S. Coast Guard use a single plenum exhaust system capable of both grit blasting and painting based on filter arrangement. U.S.
Coast Guard personnel will be required to change over filter arrangement between processes which is considered general industry standard and will prolong the performance life of the system. Please confirm that the design shall be a single plenum exhaust system?
RESPONSE: Negative. The dual exhaust plenum is still required. In regards to the concerns outlined, Section 01800 1.12, part 1.12.3.3. Under Paint Exhaust Path, #4 states. “Permanent metal or PVC coated polyester curtain panel enclosure shall be hinged or on tracks with steel ball bearing and capable of being closed and sealed by one individual with permanent ¼ turn fasteners. Include all hardware as required.”
The design needs to address covers to address the real life environment of both grit blasting and painting so that paths are not contaminated which would reduce equipment life.
Therefore, the single plenum design (without internal separation for dual plenum) is not acceptable.
46) As a follow-up to Amendment 0005, response to Question 43, the schedule analysis should not account for MDE’s concurrent review of the JPA with the review and approval of SWM/ESC Permit, NPDES Permit, Critical Area Permit, Water Appropriation and Use Permit. Though these permit procurement durations are typically shorter than the JPA review and approval duration, from our previous experience with MDE and managing the JPA approval process, MDE will not approve or sign-off on any other permits until the JPA is approved. Therefore, not allowing any landside or waterside work to commence until the JPA is approved. Similar to the current Curtis Bay Shiplift
Expansion project, MDE required the JPA to be approved and coordinated with Critical Area and
MDE Wetlands and Waterways prior to issuing permit approval and allowing the start of any waterside and landside work. We have evaluated the projected JPA permitting duration against similar projects in the area. The requested revised schedule of 1,054 calendar days (34 months) is reasonable:
3 months to 35% design/permit submission plus 15 months JPA procurement/approval plus 16 months construction/closeout. Our local knowledge that JPA review times have recently exceeded stated approval windows, and that this project is considered highly impactful because two new large piers are being constructed where existing piers do not currently exist. Can USCG re-evaluate the performance period increase to take into consideration that MDE, as the AHJ, will not approve any other permits without the approval of the JPA first, thus no landside or waterside work can commence until JPA approval?
RESPONSE: See Amendment. Project duration to be extended 1,054 calendar days.
47) Per Amendment 0005, Section 01110, Paragraph 1.1.1 addition states "The bay design shall incorporate a floor sump pit for collection of hydroblast waters that allows the CG Yard to utilize a
150 GPM double diagraph pump and hoses to pump the hydroblast waters to mobile collection tank
(assumed dimensions of 9’x-9’x 42’). The floor pit shall have a removal metal cover, such that it remain fastened closed metal to prevent grit blasting material from accumulating until hydroblast operations commence."
a. Can the USCG confirm if the sump pit is to be provided in the Base Bid and provide the sump pit location and size requirements, either in gallons or dimensions?
RESPONSE: Base Bid.
b. Can USCG please confirm the pump equipment and hoses are part of the mobile collection system and does not need to be provided by the Contractor?
RESPONSE: Correct.
c. Can USCG please confirm that the mobile collection tank will sit on the rail transfer platform and pumping operations will be from the industrial door side of the boat work bay?
REPONSE: Correct.
d. Can USCG confirm that the hydroblast operations will occur with the industrial door in the open position or will special through wall connection need to be provided to connect to the mobile collection tank / pump?
RESPONSE: Open door. A through wall connection is not required.
48) For further clarification to Amendment 0005 / Question 30 response, can the USCG confirm that building insulation is to be designed and installed per ASHRAE 189.1 requirements which supersedes the roof and wall insulation as stated in Section 01800 1.7.4.1.10?
RESPONSE: Install per ASHRAE.
49) For further clarification to Amendment 0005 / Question 39 response, can the USCG please verify the rented air compressors are gas powered and do not require any building connection other than to the compressed air system?
RESPONSE: Correct.
50) For further clarification to Amendment 0005 / Question 45 response, it states “The Yard will be responsible for any pumping/treatment/disposal of process water contained by the project’s required collection/containment. Bay floors shall be designed to allow for containment of process waters. Bay floor drains or discharge piping shall not be permitted. Bay floor trenches, if utilized, shall be imperious and sealed so that there are no leaks.”
a. Can USCG please clarify and provide the intent of designing the bay floors for containment of processed water and does this include sloping the bay floors to the sump pit or providing some type of channels including at overhead doors and man doors to contain and direct process water to the sump pit?
RESPONSE: Intent is to contain process water by bay floor slope to sump pit or trench.
b. Section 01800, 1.8.6.5 states "Floors shall incorporate slopes, within industry minimum standards, to floor drains, sumps, or other water control structures and shall be shown on architectural conceptual floor plans," however the RFP architectural plans depict the bay floors (1 & 2) to be flat and in line with the platform outside of the bays. Can USCG confirm that the work bay floors (1 & 2) are to be flat or sloped to the sump pit? The area is too large to slope to one sump pit and to drain over the transfer rails. Should several sump pits and/or trench pits be installed, and if so, please provide locations and sizes in gallons or dimensions?
RESPONSE: Bay floors shall be sloped to sump pit or channel. Several sump pits and/or trench drains would be acceptable.
51) Per Amendment 0005, response to Question 34 states that Section 01800, 1.8.4.4 Cast-in-Place
Concrete is for project cast-in-place slabs including the travel way, transfer slab, and Boat Work Bay slabs with the exception of the mechanical room. Response to Question 57 states "Epoxy-coasted reinforcement is only required for the waterfront." Responses to Question 34 and Question 35 clarifies that epoxy coated reinforcing not required for the mechanical room slab and foundations below the slab on grade, however epoxy coated reinforcing for the other remaining cast-in-place work seems to contradict between Question 34 and Question 57 responses. Can the Government please confirm that epoxy coated reinforcing and marine mix concrete is required for the boat work bay slab-on-grade, the rail transfer slab-on-grade, the travel-way slab-on-grade, the cast-in-place pier, and the cast-in-place bulkhead structures?
RESPONSE: The only location that the RFP requires epoxy coated reinforcing bar and marine mix concrete is the waterfront.
52) Per Amendment 0005 / Question 9 response confirms that Work Bay 2 will not have any painting or blasting operations. Can the USCG confirm this also removes the requirement for classified lighting and outlet devices in Bay 2 as long as there is no direct access to Bay 1?
REPONSE: This does not remove the lighting and outlet device classification.
53) Per Amendment 0005 / Question 56 response states "Roof safety anchor clips are to be provided in the event maintenance personnel need to access the roof to service equipment. Life line cables are not required." This response is arbitrary and does not provide specific requirements of the anchor clips.
Can the Government please specify the quantity, location, and the load capacity rating for the roof safety anchor clips.
RESPONSE: Roof safety anchor clips are to be provide in the event maintenance personnel need to access the roof and tie-in to service equipment. Life line cables are not required.
