01 Boat Bay_Rev_8FEB22.pdf

THE FOLLOWING QUESTIONS WERE RECEIVED IN RESPONSE TO THE SOLICITATION:

1) Please confirm all structures including the Pre-Engineered Metal Building for the Boat Maintenance

Bay(s) are to be designed to IBC 2021 per Section 01800, 1.8.5.

RESPONSE: Confirmed.

2) RFP section 01800, 1.12.1.5 require systems to be selected based on a 40 year Life Cycle Cost

Analysis; however, RFP section 01800-1.12 and the mechanical RFP drawings are prescriptive on the systems to be used. Please verify the contractor has flexibility to deviate from the RFP prescribed systems as long as they meet required codes and standards.

RESPONSE: Section 01800, Section 1.12.1.5 is intended for mechanical items such as the heat source, etc. For example, the make-up air system is currently shown as indirect gas fired equipment. This if for bidding purposes. If the designer finds that electric heating coils are better for a 40 year Life cycle, it is acceptable per 01800 1.12.1.5.

The mechanical equipment / drawings are not prescriptive and the contractor has flexibility in the design. Sheet MP-101, General Note 4 reads “Mechanical and Plumbing plans are conceptual and used for descriptive purposes only. Dimensions are not intended to limit the contractor to one manufacturer. If substitution is made, it shall be the contractor’s responsibility to ensure that the substituted equipment meets or exceeds the performance data and quality of the scheduled equipment.”

Additionally, Sheet MP-101, General Note 2. “The project requires a performance based solution and not based on proprietary equipment from a single manufacturer.”

3) RFP drawing A-101 indicates the locations of utility stub-ups and water stub-ups and requires a protected vault. Compressed air utility mound detail, on RFP drawing MP-101 does not appear to be in a protected vault. Please confirm what utilities are required in the protected vault and provide protected vault conceptual detail.

RESPONSE: Utility mound is the intention. Vaults are not required. See Amendment.

4) RFP section 01800, 1.11.1.1 indicates compressed air and domestic water are to be installed in a surface mound; however, RFP drawing A-101 indicates utilities are to be in a vault. Please clarify utility mound intention?

RESPONSE: Utility mound is the intention. Vaults are not required.

5) Please confirm no domestic hot water is required at the new FRC RDAP building.

RESPONSE: Confirmed. Domestic hot water is not required.

6) RFP section 01110, 1.1.1 of the RFP states “The first phase is ‘grit-blasting’ that utilizes CG Yard provided compressed air blasting equipment and hoses. The CG Yard plans to eventually change over to hydroblasting.” Additionally, RFP section 01800, 1.4.7.2 lists the domestic water requirements for future hydro-blasting processes. No additional information regarding future hydro-blasting processes and infrastructure are identified in the RFP including process water collection, storage, treatment, or disposal. Please clarify if infrastructure for future hydro-blasting is required for the Base Bid or either of the Bid Options, and if so, please provide what infrastructure and drainage treatment is required?

RESPONSE: Base Bid. See Amendments.

7) RFP section 01800, 1.12.1.4 indicates Boat Work Bay 1 will only be used for hot work (welding) in the

Base Bid and blasting and painting is not allowed. Please confirm this is true and that floor drains are not required in the Base Bid for Boat Work Bay 1. Also please confirm that floor drains are required for open Boat Bay 2 in the Base Bid price?

RESPONSE: Floor drains are only required in the Mechanical room per RFP Section 01800, Paragraph 1.11.2.4. See Amendments for sump pit.

8) RFP section 01800, 1.12.1.4 does not prohibit the use of abrasive grit blasting or boat painting in Bid

Option 1 for either Boat Work Bay 1 or Boat Work Bay 2; however, Bid Option 1 does not provide the infrastructure to perform any of these processes for Boat Work Bay 1 or Boat Work Bay 2. Confirm blasting and painting operations will not be performed for the Base Bid and Option Item 1 for Boat

Work Bay 1 or Boat Work Bay 2? Also please confirm floor drains are not required in Boat Work Bay

1 or Boat Work Bay 2 if Bid Option 1 is awarded

RESPONSE: Base Bid and Option-1 prohibit abrasive grit blasting or boat painting. Bid Option-

2 allows Boat Bay #1 to be upgraded to be used for abrasive grit blasting or boat painting. See

Sheet MP-101, General note 2 for clarification. Floor drains are not required in Boat Work

Bays.

9) Specification section 01110 1.1 states that both Bay 1 and Bay 2 should be able to conduct blasting, welding and painting operations concurrently at the same time. However, Bid Option 2 only requires design/scope provisions for blasting and painting for Boat Work Bay 1. Please confirm blasting and painting provisions should only be provided in Boat Work Bay 1 and not Boat Work Bay 2, and it is only to be provided in Option Item 2?

10) Bid Option 2 provides the infrastructure to perform abrasive grit blasting and painting in Boat Work

Bay 1. Please confirm if any floor drains are required in Boat Work Bay 1 for Bid Option 2?

RESPONSE: Floor drains are not required.

11) The RFP mentions future intentions for hydroblasting in the work bays however nothing is provided or shown for the infrastructure for hydroblasting such as floor drains, upsized water service, heavy metal collection / separation system, hydroblast process water storage tanks, etc. Please confirm nothing is to be provided for hydroblasting. If it is required, please provide conceptual design requirements for all the scope items listed above so that we can price.

RESPONSE: No additional scope is required to accommodate the future hydroblasting.

12) Please clarify the compressed air requirements for the new FRC RDAP building processes. Section

01800-1.11.7.1.1 of the RFP states “The building compressed air system shall be sized to accommodate the number of connections as required, with a maximum total pressure drop of 5 psi.” Additionally, construction note 1 on RFP drawing MP-102 indicates minimum air receiver size of 400 gallons. Please provide the total number of connections required for base bid and bid option 1, SCFM for each connection, and operating pressure to properly size the compressed air distribution and confirm air receiver tank size.

RESPONSE: See amendment.

13) RFP specification 1800 1.1.1.5 states ADA requirements are exempt but section 1.4.6.1 requires ADA for entrances, parking and sidewalks. Please clarify ADA requirements.

RESPONSE: Specification 01800, Paragraph 1.1.1.5 refers to the American’s with Disability Act

(ADA) accommodations for interior spaces, which are exempt. The mechanical room, for example, does not require ADA accommodations. Specification 01800, Paragraph 1.4.6.1 pertains to ADA for entrances, parking and sidewalks.

14) For bidding purposes, please confirm that our design / price shall be based upon the soil boring data found in the RFP Attachment B Geotech Report.

RESPONSE: Correct.

15) Please confirm the Blast Room Liner is to be provided in Option 2 along with all other provisions / infrastructure to support painting and blasting operations that is also included in Option 2 for Bay 1?

RESPONSE: Blast Room Liner is required with the Base Bid.

16) As defined on sheet A-301 the Blast Resistant Rubber Lining is to be continuous around interior perimeter to a height of 35'-9" above the FFE. Please confirm the Blast Room Liner is only required on exposed vertical interior wall surfaces of the Boat Bay and not on the underside of roof/ceiling and exposed structural elements such as columns, beams, girts, purlins, etc. Also confirm the blast room liner is only required for blasting operations therefore should the blast room liner only be provided in

Option 2 for Bay 1 only?

RESPONSE: Correct, only on the vertical interior wall surfaces. Blast liner in Bay 1 is required as part of the Base Bid.

17) RFP specification section 1.7.3.7.1 Signage has no text. Confirm no signage is required.

RESPONSE: Signage is not required. See Amendment.

18) Due to the size of vessels being moved into and out of the boat bays, the overhead fabric doors will be open for extended periods of time. Please confirm bays are not required to meet design temperatures while overhead doors are open. Please also clarify if heating equipment shall be interlocked with overhead door.

RESPONSE: Bays are not required to meet design temperatures while overhead doors are open.

No interlock is required with the overhead door(s).

19) RFP section 01800-1.12.2.4.1 and 1.12.2.4.2 require explosion proof exhaust fans with SCR control.

The two options are not compatible. Please confirm SCR control is not required and fan airflows can be balanced using belt adjustments.

RESPONSE: SCR control is not required. See Amendment.

20) The RFP does not mention emergency eyewashes or showers? Please confirm emergency eyewashes/showers are not required. If emergency eyewashes/showers are required, please provide tepid water requirements.

RESPONSE: Confirmed. Emergency eyewash stations or showers are not required.

21) RFP section 01800-1.11.2.5 states compressed air “relief valve release point should be set to 50% more than the working pressure” RFP section 01800-1.11.7.1.2 requires “The working pressure of the system shall be 200 PSIG. Provide safety relief valve and set to 150 PSIG.” Please clarify which criteria should be used to set the compressed air safety relief valve.

RESPONSE: The requested files are included within Attachment-A, Waterfront Inspection

Report.

26) Please confirm the Blast Room Liner is only to be provided for Bay Work Bay 1 in Option Item 2 since basting is only to be performed in Bay 1.

RESPONSE: The Blast Room Liner is required for Work Bay 1 within the Base Bid.

27) Please confirm uninterrupted access to Adams Street (running parallel to wharf / perpendicular to the travel lift path) during construction does not need to be maintained?

RESPONSE: Adams Street is a primary travel route. Interruptions shall be handled in accordance with Specification 01500, Paragraph 1.9 Interruption of Vehicular Traffic.

28) Please confirm uninterrupted access to access to Building 32, 32A, and 90 during construction does not need to be maintained?

RESPONSE: Access to Buildings 32, 32A, and 90 shall be maintained in accordance with

Specification 01110, Paragraph 1.1 and paragraph 1.6.3.

29) Base vs Option 2 Scope Conflict. The Price Proposal Form and Section 1800 1.1 states Option 2 is “to construct Bay 1 FRC maintenance facility heating system, through make up air units, add dehumidification, and add industrial dust collection.” Specification section 1800 1.12.1.1 Base Bid states “For heating, provide hot water unit heaters to maintain HVAC design condition interiors” and

1800 1.12.1.2 OPTION 2 states “for Bay 1 only, provide mechanical equipment to allow Abrasive Grit

Blasting and Painting Operations for FRC RDAP”. The Price Proposal Form and 1800 1.1 conflict with 1800 1.12..1, 1.10.1 and 1.11.1 with regards to where Bay 1 heating scope/cost is to be provided – in the Base Bid Price or in bid Option Item 2? Please clarify.

RESPONSE: See MP-101, HVAC Design Conditions (Descriptions) and MP-104 One Line

Diagrams for details. There are two types of heating systems.

BASE BID – Basic Heat (HW Unit Heaters) and General Exhaust for Bay #1. This is to prevent freezing conditions inside Bay #1 during winter periods.

Option 1 - Basic Heat (HW Unit Heaters) and General Exhaust for Bay #2. This is to prevent freezing conditions inside Bay #2 during winter periods.

Option 2 – BASE BID + Dehumidification, dual exhaust plenum, Make Up Air Heat. This allows painting and grit blasting to occur in Bay #1 ONLY. If Option 2 is to be awarded, the user will have heat during general maintenance activities via hot water heaters AND be able to paint and grit blast via the 100% vertical make up heaters.

30) Please clarify the intent for R-30 roof insulation and R-13 wall insulation requirements noted in section

1.7.4.1.10 Building Insulation. These values do not meet the requirements set in Section 1.7.1.3.1

Building Insulation that instructs the D/B team to determine the requirements based on ASHRAE

189.1. Is 1.7.1.3.1 just for a conventional building and not for a pre-engineered building?

31) Please confirm all cost to enclose Boat Work Bay 2 including foundation work is to be included in Bid

Option 1?

32) Construction of the new piers is expected to require a major project review for the Joint Permit

Application (JPA). JPA review/approval timeline for this project will take approximately 15 to 18 months. Is the Government aware of permitting allowances for the Yard that will allow the JPA review/approval process to be reduced? Please provide along with an expected expedited procurement period.

RESPONSE: No, the government is not aware of any special permitting allowances held by the

Yard. The contractor must follow Section 1800 - 1.18 as it relates to permitting and is encouraged to develop permit applications early in the design build process. The government concurs that obtaining certain permits could be a lengthy process.

33) Can the Government confirm limits of work at the west wharf may extend from station 0+00 to station

3+00?

RESPONSE: Confirmed. While the travel lift finger piers site shall is restricted, utility connection work (et al) may extend outside of the Stations 0+00 and Station 3+00.

34) Please confirm RFP specification section 01800, 1.8.4.4 Cast-in-Place Concrete is for project cast-in-place slabs including the travel way, transfer slab, and Boat Work Bay slabs with the exception of the mechanical room. We assume the mechanical room slab can be non-marine mix concrete with uncoated reinforcing.

35) Please confirm RFP specification section 01800, 1.8.4.4 Cast-in-Place Concrete that landside of the bulkhead foundations below the cast-in-place slabs do not require marine mix and epoxy coated reinforcing.

36) After award, if the contractor's site investigations and site borings find soil conditions different than the

RFP site borings, please confirm any required scope changes will be handled as a differing site condition.

RESPONSE: As stated within Specification 01800-1.5.2, ‘The Design-Builder shall bear all costs of the actual foundation provided, except under circumstances where adjustments in contract award price may be made under the provisions of Contract Clause FAR 52.236-2, "Differing Site

Conditions".

37) We do not see a need for enclosed Boat Work Bay floor drains except for the possibility for seawater coming off boat hulls when moved into the enclosed bays as indicated in RFP specification section

01800, 1.8.4.6. Please confirm if floor drains are required for enclosed boat work bays for any of the pricing - base or options? Please confirm if the open Bay 2 in the base price requires floor drains?

RESPONSE: Floor drains are not required in the boat bays. However, floor drains are required in the Mechanical room per RFP 1800 Section 1.11.2.4.

38) Confirm that floor drains are not required for Option 2, Blasting and Painting operations in Bay 1?

39) Please clarify the compressed air requirements for the new FRC RDAP building processes.

Per sheet MP-101, “Compressed Air Utility Mound” piping shall be provided to support operations on 3 levels (Lower Deck, Middle Deck, and Upper Deck).

The CG Yard has shop supplied manifolds and cabling that will be connected to each level.

Estimate 10 operators working simultaneously at one time. The Coast Guard connects manifolds to each level. Hoses are connected the manifolds that are connected to blast pots. The RDAP

Building will require five (5) blast pots (8/6 ton). Each blast pot will need to maintain 700 CFM.

Blast Pots are provided by the Coast Guard. The operating pressure needs to be at least 130

PSIG.

The Coast Guard plans to rent supplemental Air Compressors to meet the air demands of the

FRC RDAP Building. The Compressed Air One Line Diagram Final design shall incorporate a suitable connection point for this to occur at the FRC RDAP building. For bidding purposes and determining the connection point size, assume the Coast Guard will rent (2) 1600 CFM Air compressors with built in moisture separators along with external moisture separators due to the amount condensation that builds up in the air lines.

Summary

For bidding purposes, SCFM per blast pot – 700 SCFM (Grit Blasting)

5 Blast pots required for the project. Therefore, total capacity needed = 5 * 700 = 3,500 SCFM

Operating pressure (for proper operation) – 130 PSI

Coordinate exact design requirements with end user prior to final design.

40) Please confirm that finger pier accessories such as safety ladder, rails, life ring, nav light, fenders, pile dolphins, mooring bits/bollards/cleats are all to be furnished and installed by the Contractor.

41) The RFP specification mentions the Government's preference in several locations. Please confirm that when "preference" is used it is not a Government prescriptive direction and it allows the DOR to design at its own discretion.

RESPONSE: Preference or preferences appears three times within the RFP.

In Specification 01800, Paragraph 1.8.4.6; ‘DOR shall utilize the most corrosion‐ resistant metal materials for building components and assemblies and shall include, but not be limited to (in descending order of preference), anodized aluminum, stainless steel, and hot‐dipped galvanized steel.’ The DOR is provided with design discretion.

In Appendix D-Basis of Design Narrative, ‘e. Documentation of customer’s preference for the HVAC control system’. The requirement is to document the customer preference.’

In Specification 01800, Paragraph 1.18.7, ‘The Coast Guard’s order of mitigation preferences are to first offer features that are already part of the project, followed by payment into available mitigation funds, followed lastly by additional project mitigating features acceptable to regulatory agency.’ The DOR is provided with design discretion.

42) Please confirm that this project / bid should not include any scope / pricing for the future intentions to perform hydroblasting. If we are to include, please provide a detailed scope including what infrastructure we are to include for future hydroblast capabilities such as water supply, drainage and treatment requirements, separation and storage tanks, etc.

RESPONSE: Confirmed. No bid option or pricing is required to accommodate the future hydroblasting. See Amendments for Work Bay sump pit.

43) Construction of the new piers is expected to require a major project review for the Joint Permit

Application (JPA). JPA review/approval timeline for this project could take approximately 18 months to design, review, and procure. The current RFP performance period of 598 calendar days is not sufficient to incorporate the JPA procurement. Based upon our initial schedule analysis we are recommending an additional 15 months be added to the performance period making the total performance period 1,054 calendar days. Please consider revising the Contract Performance Period to

1,054 calendar days to allow proper time for the project.

RESPONSE: See Amendments. We concur that in-water work cannot commence until a Joint

Permit is issued by USACE/Maryland DEP. The government has reevaluated the contract performance period. A change the performance period from 598 calendar days to 705 calendar days is validated.

The Contractor should prioritize the completion of permit application preparation and submittal for in-water work in their project schedule. Additionally, the contractor should evaluate the project’s sequencing as in-water work may have to occur later in their project schedule depending on how long the permitting process takes.

44) Please confirm the ‘Unobstructed Emergency Egress Aisle’ is the code defined egress path, and any area between structural elements would be in addition to the space defined on sheet A-101? Based on our understanding of the RFP and the code requirements, we anticipate the Boat Work Bay needing to be roughly 3 feet wider than shown in the RFP drawings unless the 7'-0" clear working space on either side of the FRC vessel can be reduced. Can we reduce the 7 foot clear working space to maintain the

RFP building width or should be increase the width of the building? This number would apply to

Option Item 1 for Boat Bay 2 as well.

RESPONSE: RFP drawings are conceptual not construction. Proposed design solution should maintain code required egress minimums and 7’-0” work space. If contractor has determined that building needs to be wider, then that is the solution that needs to be presented and priced.

45) Due to the extensive process drainage / cleaning of heavy metals and required separation from the storm water system resulting from blasting process, please confirm that no blasting operations will occur outside of Bay 1? Please provide if any required floor drains are required specifically for capturing and cleaning of heavy metals from the blasting operations including stormwater treatment, and stormwater / process water separation, and process water storage for pumping by CG Yard operations.

RESPONSE: Any process water generated will be captured inside the building. The project does not include any process water treatment, and process water will not be discharged to either the

Yard’s sanitary sewer or the stormwater system.

The Yard will be responsible for any pumping/treatment/disposal of process water contained by the project’s required collection/containment. Bay floors shall be designed to allow for containment of process waters. Bay floor drains or discharge piping shall not be permitted. Bay floor trenches, if utilized, shall be imperious and sealed so that there are no leaks.

The storm water will not flow across surfaces under the roof’s cover and therefore will not contact any process water. Storm water shall be treated in a typical manner in that any required temporary or permanent stormwater best management practices will meet all federal and state stormwater control requirements.

46) Specification section 01800, 1.11.2.4 Floor Drains for the Boat Work Bay states for information see

01110, 1.1.1 Overview. This section does not specify where floor drains are required in the Boat Work

Bay. Please confirm floor drains are not required in the Boat Work Bay 1 and 2 areas due to the extent of any runoff generated from cleaning heavy metals from the blasting operations that will require stormwater treatment, and stormwater / process water separation, and process water storage for pumping by CG Yard operations.

RESPONSE: Floor drains are not required. See Amendments for Work Bay sump pit.

47) Can the Government confirm that all CG Yard materials including fixtures, furniture, and equipment will be removed from Building 47 and Building 148 prior to the start of Construction?

RESPONSE: Buildings 47 and 148 shall include all permanently mounted fixtures and equipment

(i.e., lighting). The buildings shall be removed of all loose furniture (i.e. floor shelves).

48) Sheet G002 indicates an area for Contractor Trailer and Laydown Area in Lot 19 along the west wharf.

The area indicated appears to extend beyond the limits and Station 3+00 indicated on sheet C101. Can the Government please clarify the limits of the Contractor Trailer and Laydown Area to the west of

Station 3+00?

RESPONSE: Refer to Specification 01110, Paragraph 1.5.1 that describes the Contractor’s

Trailer and Laydown Areas.

49) Does the Contractor need to maintain access / availability of utilities to the ship-to-shore ties along the west wharf with in the Contractor Trailer and Laydown Area? Is the Contractor permitted to connect to the ship-to-shore utilities for temporary construction use?

RESPONSE: Refer to Specification 01110, Paragraph 1.5.1.2 for maintenance of access to ship-to-shore ties. Yes, the Contractor permitted to connect to the ship-to-shore utilities for temporary construction use.

50) Can the Government please confirm if there are any special design loads hanging from the building structure to perform work on the FRC vessels and if so please provide loads and location information?

RESPONSE: There are no special design loads hanging from the building structure to perform work on the FRC beyond what has been provided within the RFP.

51) Can the Government please confirm if there are any special design loads that need to be accounted for on either the building structure or concrete slab to support the equipment for welding, blasting, and painting operations and if so please provide loads and location information?

RESPONSE: There are no special design loads that need to be accounted for on either the building structure or concrete slab to support the equipment for welding, blasting, and painting operations beyond what has been provided within the RFP.

52) The ISCS contains the only reference to provide epoxy coated concrete in the Boat Work Bay. Please advise if the reference to epoxy coated is for a paint on epoxy coating finish or troweled on mortar or resinous epoxy coated finish? Please provide a basis of design or specification criteria as there is a vast range in level/types of epoxy flooring finishes.

RESPONSE: For this application, an epoxy paint is acceptable.

53) Please confirm epoxy coated concrete is only meant to be installed in Boat Work Bay 1 for Base Bid and Boat Work Bay 2 for Option Item 1?

54) Specification section 01500 paragraph 1.3.2 states to furnish and install one separate Office trailer.

Paragraph 1.3.1 states to provide a trailer for exclusive use of the Government. So who is the trailer in

1.3.2 for? If it is for the Contractor, why would the Government provide specifications for the

Contractor trailer since we should be able to provide what we need for the project?

RESPONSE: Specification 01500, Paragraph 1.3 is for the Government COR/CI trailer.

55) Based on our experience, RFP Specification 01800 Sections 1.8.9.12.4.1 and 2 provide overly prescriptive requirements for corrosion mitigation of round steel pipe piles, combining epoxy coating, HDPE pile wrap, and galvanic protection. In lieu of the specified corrosion protection measures, will the Coast Guard accept alternate protection measures that provide the required design service life, such as, providing marine grade epoxy shop coating from top of pile to 5-ft below mudline and a sacrificial pile wall thickness as required for steel pipe piles?

RESPONSE: Yes.

56) RFP section 1.7.4.1.6 states "provide roof safety anchor clips to allow access to all areas of the roof."

We can not locate any other references in the RFP to roof fall protection requirements. Please clarify that safety anchor clips is in reference to roof fall protection davits and that no other provisions are required such as life line cable? Please also provide where safety anchor clips are to be located on the roof as well as spacing.

RESPONSE: Roof safety anchor clips are to be provided in the event maintenance personnel need to access the roof to service equipment. Life line cables are not required.

57) Specification 01800 Section 1.8.4.4 requires that “all reinforcing epoxy-coated reinforcing in “pier deck, pile caps, beams, foundations and slabs”. This paragraph is part of Section 1.8.4, which states that it applies to waterfront structural systems.

1. Please confirm whether epoxy-coated reinforcement should also be considered for the slab on grade between the bulkhead and the building, the slab on grade within the building, and building footings and any other building concrete elements.

2. Precast/prestressed concrete piles are not constructed with coated reinforcing. Pile prestressing and marine concrete mix usually are sufficient to provide required service life. Please confirm that uncoated reinforcing for concrete piles will be acceptable.

RESPONSE: Epoxy-coasted reinforcement is only required for the waterfront. Pre-stressed concrete piles formulated with a marine concrete mix with a ‘same as’ service life will be acceptable substitutions for in lieu of epoxy-coated reinforcing bar.

58) Does the Contractor need to maintain access / availability to ship ties for mooring / docking along the west wharf with in the Contractor Trailer and Laydown Area?

RESPONSE: Vessel mooring and/or docking, to include waterfront access for vessels, within the defined limits of the Contractor Trailer and Laydown Area is not required.

59) Can the Government please confirm the Contractor does not need to provide uninterrupted pedestrian and vehicular through access of Adam Street (Hamlet Ave) throughout construction?

RESPONSE: Adams Street is a primary travel route. Interruptions shall be handled in accordance with Specification 01500, Paragraph 1.9 Interruption of Vehicular Traffic.

60) As shown on the G002 the area specified for contractor trailer and laydown area is very small to accommodate a Contractor trailer, Government Trailer, Subcontractor Trailer(s), contractor parking, and material laydown. Can the Government confirm additional laydown area will be made available for the Contractor's use during construction?

RESPONSE: The Government does not have plans to provide additional laydown or parking areas. Refer to Specification 01110, Paragraph 1.5.1.

61) Per specification section 01800, 1.13.6.1 states to provide a 300KVA loop feed transformer. It appears from the devices required for shore power pedestal that this exceeds the 300KVA transformer. Please confirm required size of service transformer?

RESPONSE: The size is for reference. The final transformer size will be per the final design.

62) Per specification section 01800, 1.13.8.2.1, confirm that the 100amp and 200amp 480v receptacles required in the power stations are for the welding and blasting equipment or are additional receptacles required?

RESPONSE: The reference section says specifically what the power stations will be used for.

Please review for clarification.

63) We have only found an ISCS provided for the Boat Bays. Can the Government provided ISCS for the

Mechanical Room?

RESPONSE: An ISCS was not provided for the mech. room because it has the same PEB finishes as the boat bay.

64) Clarify pier lighting requirements for finger pier application. What are the required FC for the finger piers and can this be achieved with wharf mounted fixtures as the width of the finger piers preclude standard installation.

RESPONSE: The RFP stated “use IESNA recommendations for other spaces unless specified otherwise.”

65) Per specification section 01800, 1.13.9.2.2, Please clarify pier lighting requirements for finger pier application. What are the required FC for the finger piers and can this be achieved with wharf mounted fixtures as the width of the finger piers preclude standard installation.

RESPONSE: The RFP stated “use IESNA recommendations for other spaces unless specified otherwise.” There is no specific mounting requirements to achieve the necessary FC levels.

66) As referenced in specification section 01800, 1.13.6.1, has the existing medium voltage circuit at substation 99 been verified to have sufficient capacity and what is the fault current at station 99?

RESPONSE: Yes. It is not known what the fault current is at Substation 99. These calculations should be part of design submittals after site survey is completed.

RESPONSE: Yes. It is not known what the fault current is at Substation 99. These calculations should be part of design submittals after site survey is completed.

67) Please confirm the ‘Unobstructed Emergency Egress Aisle' is not required to be permanently marked on the slab to prevent placement of material and equipment?

RESPONSE: Best practices dictate that egress paths should be identified in industrial buildings. The drawings currently show the egress paths hatched. Yes, please paint lines on the floor to mark egress paths.

68) RFP specification section 01800, 1.4.10 states to provide treatment of soil below the building and to extend no less than one foot beyond the exterior of the building for subterranean termites using EPA approved products. Please confirm liquid applied soil treatment is acceptable given the projects close proximity to environmental sensitive areas including Curtis Creek? Can the Government also provide any

CG Yard environmental protocols and/or requirements that need to be followed or considered for the product selection and method of application?

RESPONSE: See Amendment.

69) RFP specification section 01800, 1.7 (f) states to provide supply control panels for the door units.

However it does not clearly define the specific controls necessary for the operation and safety of the door units. The manufacturer recommends providing a Main Control Panel with OPEN/CLOSE/STOP function and illuminated Wind Lock Indication Light that notifies operator that the hangar door is in the fully closed and LOCKED position as well as an E-Stop Located on Main Control Panel. Please confirm the

Manufacturer’s recommended door controls is acceptable?

RESPONSE: Confirmed. Manufacturer’s recommended door controls are acceptable.

70) RFP specification section 01800, 1.7 (e) states to include swing up mullion, mullion arrestor, mullion pit, mullion guide plate, and electrical interlock to receive mullion for the door units. However the door leaf is a single leaf door which does not include or require mullions and all noted / associated requirements. If a single leaf door is to be provided the requirements of section 01800, 1.7 (e) to include mullions does not apply. Please confirm it is acceptable to omit the requirements for mullions as noted above?

RESPONSE: Confirmed. If a single leaf door is provided then the requirements of section 01800, 1.7

(e) to include mullions does not apply.
