Amendment 0009

70Z04722RCGRADP00

SOLICIATION 70Z04722RCGRADP00 IS AMENDED AS FOLLOWS:

1. Section 01800, Paragraph 1.8.6.5 (Question #7)

DELETE: N/A

ADD: Add a last sentence, as follows: ‘Sump pits shall have a minimum capacity of 200-Gallons (US).

THE FOLLOWING QUESTIONS WERE RECEIVED IN RESPONSE TO THE SOLICITATION:

1) Amendment 0007, response to Question 1 follow-up, Section 01800, Parts 1.16.5.3 & 1.16.5.6 which covers three cables (12-str SMOF, 25-pr Copper & 24-str MMOF 62.5u) that are to be brought to the proposed

RDAP building from some connection point somewhere within the Yard which we assume is at Telecom

Manhole 32A. Can the Government confirm the project scope is to include the construction of a new ductbank from existing Telecom Manhole 32A to the new RDAP building for these three cables?

RESPONSE: Tie-in to Telecom Manhole 32A is a reasonable assumption.

2) Amendment 0007, response to Question 1 follow-up, Section 01800, Parts 1.16.5.3 & 1.16.5.6 which covers three cables (12-str SMOF, 25-pr Copper & 24-str MMOF 62.5u) that are to be brought to the proposed

RDAP building from some connection point somewhere within the Yard which we assume is at Telecom

Manhole 32A. Can the Government confirm the splice / termination point of these three cables is to be done at

Telecom Manhole 32A in order to complete the connection to the Yard communications networks? If the cables cannot be spliced / terminated in the manhole what building should the cables terminated?

RESPONSE: Splice/Termination at Telecom Manhole 32A is a reasonable assumption.

3) Amendment 0007, response to Question 6 states "However, the blast liner has to be mounted to a rigid durable substrate." Can the Government please confirm installation shall be provided based on the Blast Room

Liner manufacturer's recommendations?

RESPONSE: Yes.

4) Amendment 0007, response to Question 19 and Question 44 refers to Attachment M – Hydrant Flow

Test which included fire hydrant flow test information from September 2021. Upon our review of the provided information the data does not provide a residual pressure with any of the flows nor does it show a “gauge” hydrant (this would be a separate hydrant that the static and residual pressures would be measured. Our assumption is the static pressure was measured at each hydrant that was flowed. Attachment M is also missing the supply pipe sizes to the tested hydrants. Can the Government please provide the residual pressures with the accompanying static pressures so that a determination can be made to whether a fire pump is needed? If this information cannot be provided, please direct us whether a fire pump should be provided for bidding purposes since it cannot be determined from the information provided?

RESPONSE: The information cannot be provided. Refer to RFP 01800, Paragraph 1.10.3.1.1 for the fire pump.

5) Amendment 0007, response to Question 31 states "Contractor shall carry 90K in their bid proposal.

Estimate is based on 600 feet of HDPE pipe, fittings, press regulator valves, trenching, and pavement patch."

Can the Government please confirm the allowance includes the cost of the BGE utility meter?

RESPONSE: Yes.

Amendment 0009

70Z04722RCGRADP00

6) Amendment 0007, response to Question 34 does not answer the question regarding responsibility of electrical consumption cost during construction. Can the Government confirm the contractor is not responsible any electrical consumption cost during construction?

RESPONSE: Correct. RFP Specification 01500-1.3.5.1 states, ‘The contractor will be allowed to connect to the CG Yard's electrical distribution system without charge, but Contractor shall limit power usage to

120/208 volt AC, single phase, 60 hertz, 50 amperes.’

7) Amendment 0007, response to Question 50 states "Bay floors shall be sloped to sump pit or channel.

Several sump pits and/or trench drains would be acceptable." The Government however did not answer the question as to the minimum volume the pits were to be sized for the storage of hydroblast process water. For bidding purposes should the Contractor assume pit storage volume should be equivalent to the 9' x 9' x 42' mobile storage tank? If not, please provide the minimum volume so we can properly price.

RESPONSE: See Amendment.

8) Amendment 0007, response to Question 51 states "The only location that the RFP requires epoxy coated reinforcing bar and marine mix concrete is the waterfront." Waterfront can be interpreted in different ways (the transfer platform slab at the current Shiplift Expansion project includes epoxy rebar). Please confirm epoxy coated reinforcing and marine mix concrete is not required for the boat work bay slab-on-grade or sump pits?

RESPONSE: Confirmed.

9) Amendment 0007, response to Question 51 states "The only location that the RFP requires epoxy coated reinforcing bar and marine mix concrete is the waterfront." Waterfront can be interpreted in different ways (the transfer platform slab at the current Shiplift Expansion project includes epoxy rebar). Please confirm epoxy coated reinforcing and marine mix concrete is not required for the rail transfer slab-on grade?

RESPONSE: Confirmed.

10) Amendment 0007, response to Question 51 states "The only location that the RFP requires epoxy coated reinforcing bar and marine mix concrete is the waterfront." Waterfront can be interpreted in different ways (the transfer platform slab at the current Shiplift Expansion project includes epoxy rebar). Please confirm epoxy coated reinforcing and marine mix concrete is not required for the marine lift travel way slab-on-grade?

RESPONSE: Epoxy coated reinforcing bar and marine mix concrete is not required for the marine lift travel way slab-on-grade.
