Attachment 5 – Labor Categories

A.1.1 PROGRAM MANAGER (IDIQ) – Preferred experience in the field of overall management. Acts as the counterpart to the government program/technical manager for CEDISS or CEDISS related program. Provides technical oversight and support across multiple tasks and projects. Requisite responsibilities include directing and/or supervising personnel, providing management support in the form of organization, directing and coordinating, planning and execution of all program/technical support activities. Possesses information technology experience and experience in effectively communicating with higher echelon personnel in order to interface with all levels of management. Assigns duties and a review work of subordinates and establishes and alters management structure as necessary within the program to effectively direct program/technical support activities. Meets and confers with government officials regarding the status of specific program/technical activities and progress. May provide expertise in the field of resolution of problems, issues or conflicts as required. Ensures that program schedule, performance, and cost deliverables are met.

Education & Experience: Baccalaureate Degree from an accredited University in the field of Business, Law, Economics, Mathematics, or Engineering and a minimum of seven (7) years of continuous experience in the field of C4IT engineering/logistics support and/or management. A current Project Management Professional (PMP) Certificate is required. A Secret clearance is required.

A.2.1 PROJECT TASK MANAGER (Task Order) – Provides project management professional services for smaller projects or task orders, providing leadership and is responsible for project direction through successful performance of a variety of detailed, diverse elements of project management tasks. Directs completion of tasks within estimated timeframes and budget constraints. Schedules and assigns duties to subordinates and ensures assignments are completed as directed. Interfaces with Government representatives and reports to the Program Manager on project progress/status and various issues or problems. Coordinates services supporting hardware and software system development using a variety of system development methodologies including Agile. Duties include, program/contract management; technical guidance and oversight; supervision of design, development, and implementation of complex computer systems; business area analysis; project planning; coordination of resources (including subcontractor management); project status reporting; and performance measurement and reporting.

Education & Experience: Baccalaureate Degree from an accredited University in the field of Business, Law, Economics, Mathematics, or Engineering and a minimum of five (5) years of experience in the field of C4IT engineering/logistics support and/or management. Must have current Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certificate. A Secret clearance in required; Secret clearance required for projects handling Secret information.

A.3.1 BUSINESS SYSTEMS ANALYST (Task Order) - Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of organizational and system requirements. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications. Provides consultation on complex processes and systems and is considered to be the top-level contributor/specialist of most phases of systems analysis, while considering the operational and user implications of the application of technology to the current and future operational environment.

Education & Experience: Preferred Baccalaureate Degree from an accredited University in the field of Business, Law, Economics, Mathematics, or Engineering and a minimum of five (5) years of continuous experience in the field of C4IT engineering/logistics support and/or management. A current Project Management Professional (PMP) Certificate is required. A Secret clearance is required.

A.4.1 BUSINESS PROCESS ENGINEER (Task Order) - Analyzes system processes and re-engineering alternatives, with an understanding of technical problems and solutions as they relate to the current and future operational and business environment. Integrates new processes with existing ones and communicates these changes to impacted system teams. Recommends and facilitates quality improvement efforts.

Education & Experience: Preferred Baccalaureate Degree from an accredited University in the field of Business, Law, Economics, Mathematics, or Engineering and a minimum of seven (7) years of continuous experience in the field of C4IT engineering/logistics support and/or management. A current Project Management Professional (PMP) Certificate is required. A Secret clearance is required.

A.5.1 APPLICATIONS DEVELOPER (Task Order) - Designs, develops, enhances, debugs, and implements software using multiple software development methodologies including Agile. Troubleshoots production problems related to software applications. Researches, tests, builds, and coordinates the conversion and/or integration of new products based on client requirements. Designs and develops new software products or major enhancements to existing software. Addresses problems of systems integration, compatibility, and multiple platforms. Consults with project teams and end users to identify application requirements. Performs feasibility analysis on potential future projects to management. Assists in the evaluation and recommendation of application software packages, application integration and testing tools. Resolves problems with software and responds to suggestions for improvements and enhancements. Acts as task leader on projects. Instructs, assigns, directs, and checks the work of other software developers on the development team. Participates in development of software user manuals.

Education & Experience: Baccalaureate Degree in Computer Science or related field and a minimum of eight (8) years applications development experience using programming languages (e.g. Rails, Oracle, SQL, MySQL, .NET, and Java etc.). A current Certified Information System Security Professional (CISSP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance is required.

A.6.1 APPLICATIONS SYSTEMS ANALYST (Task Order) - Formulates/defines system scope and objectives. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Prepares detailed specifications for programs. Assists in the design, development, testing, implementation, and documentation of new software and enhancements of existing applications. Works with project managers, developers, and end users to ensure application designs meet operational, organizational, and technical requirements. Formulates/defines specifications for complex operating software programming applications or modifies/maintains complex existing applications using engineering releases and utilities from the manufacturer. Designs, codes, tests, debugs, and documents those programs. Provides overall operating system, such as sophisticated file maintenance routines, large telecommunications networks, computer accounting, and advanced mathematical/scientific software packages. Assists all phases of software systems programming applications using multiple software development methodologies including Agile. Evaluates new and existing software products.

Education & Experience: Baccalaureate Degree in Computer Science, Information Technology, or Computer Information Systems and a minimum of six (6) years applications development experience using programming languages (e.g. Rails, Oracle, SQL, MySQL, .NET, and Java etc.). A current System Security Certified Practitioner (SSCP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance is required.

A.7.1 COMPUTER OPERATOR (Task Order) - Monitors and operates the control console of either a mainframe digital computer or a group of minicomputers, in accordance with operating instructions, to process data. Work is characterized by the following: studies operating instructions to determine equipment setup needed, loads equipment with required items (tapes, cards, paper, etc.), switches necessary auxiliary equipment into system, diagnoses and corrects equipment malfunctions, reviews error messages and makes corrections during operation or refers problems, maintains operating record. May test run new or modified programs and assists in modifying systems or programs. Adapts to a variety of nonstandard problems that require extensive operator intervention (e.g. frequent introduction of new programs, applications, or procedures). In response to computer output instructions or error conditions, this worker chooses or devises a course of action from among several alternatives and alters or deviates from standard procedures if standard procedures do not provide a solution (e.g. reassigning equipment in order to work around faulty equipment or transfer channels); then refers problems if necessary.

Education & Experience: High School diploma and certificate from an accredited Community or Technical College in Computer Information Systems. A current System Security Certified Practitioner (SSCP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance may be required.

A.8.1 DATABASE ADMINISTRATOR I (Task Order) - Administers and controls data resources; implementation of data dictionaries; data security and integrity; performance of database backups; use of data modeling techniques to analyze and specify data requirements and structures; definition of logical and physical data views; and tuning database performance.

Education & Experience: High School diploma and certificate from an accredited Community or Technical College in database administration, Oracle database certificate, or Microsoft Certified Database Administrator (MCDBA) certificate. A current System Security Certified Practitioner (SSCP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance is required.

A.8.2 DATABASE ADMINISTRATOR II (Task Order) - Administers and controls data resources; implementation of data dictionaries; data security and integrity; performance of database backups; use of data modeling techniques to analyze and specify data requirements and structures; definition of logical and physical data views; and tuning database performance.

Education & Experience: High School diploma and certificate from an accredited Community or Technical College in database administration, Oracle database certificate, or Microsoft Certified Database Administrator (MCDBA) certificate. Minimum of four (4) years of database administration experience is required. A current System Security Certified Practitioner (SSCP) or equivalent certification is required. A.9.1 DATABASE PROGRAMMER/ANALYST I (Task Order) – Responsible for providing technical support in developing and maintaining database applications. 3GL/4GL programming; use of CASE tools (as required); performance of systems maintenance and/or modification; application software testing and support; system documentation (as required); information systems planning (as required); and systems/business process analysis (as required). May serve as Team Leader on noncomplex projects.

Education & Experience: Baccalaureate Degree in Computer Science, Information Technology, or a database management related field. A current System Security Certified Practitioner (SSCP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance is required.

A.9.2 DATABASE PROGRAMMER/ANALYST II (Task Order) – Responsible for providing technical support in developing and maintaining database applications. 3GL/4GL programming; use of CASE tools (as required); performance of systems maintenance and/or modification; application software testing and support; system documentation (as required); information systems planning (as required); and systems/business process analysis (as required). May serve as Team Leader on moderately complex projects.

Education & Experience: Baccalaureate Degree in Computer Science, Information Technology, or a database management related field and a minimum of two (2) years database programming or analysis experience using programming languages (e.g. Rails, Oracle, SQL, MySQL, .NET, and Java etc.). A current System Security Certified Practitioner (SSCP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance is required.

A.9.3 DATABASE PROGRAMMER/ANALYST III (Task Order) – Responsible for providing technical support in developing and maintaining database applications. 3GL/4GL programming; use of CASE tools (as required); performance of systems maintenance and/or modification; application software testing and support; system documentation (as required); information systems planning (as required); and systems/business process analysis (as required). May serve as Team Leader on complex projects.

Education & Experience: Baccalaureate Degree in Computer Science, Information Technology, or a database management related field, such as database administrator, clinical data manager, or computer and information systems manager, and a minimum of four (4) years database programming or analysis experience using programming languages (e.g. Rails, Oracle, SQL, MySQL, .NET, and Java etc.). A current System Security Certified Practitioner (SSCP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance is required.

A.10.1 DATABASE SYSTEMS ARCHITECT I (Task Order) – Responsible for relational database software development; assessment of new or modified requirements for information systems; complex computer systems and/or business area analysis and design; complex information systems planning; 3GL/4GL programming; application software testing and support; system documentation (as required); responsible for use of CASE tools (as required).

Education & Experience: Master of Arts/Science degree in Computer Science or Information Technology and ten (10) years of database analysis and architecture experience. A current Certified Information System Security Professional (CISSP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance is required.

A.10.2 DATABASE SYSTEMS ARCHITECT II (Task Order) – Responsible for relational database software development; assessment of new or modified requirements for information systems; complex computer systems and/or business area analysis and design; complex information systems planning; 3GL/4GL programming; application software testing and support; system documentation (as required); responsible for use of CASE tools (as required).

Education & Experience: Master of Arts/Science degree in Computer Science or Information Technology and fifteen (15) years of database analysis and architecture experience. A current Certified Information System Security Professional (CISSP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance is required.

A.11.1 NETWORK ADMINISTRATOR I (Task Order) - Under close supervision, performs network-related tasks, including gathering, organizing and analyzing data, and producing required documentation. Problem solving limited to narrowly defined applications. Tasks may include the installation, use, and maintenance of computer operating systems, desktop applications, and network operating systems; the evaluation, maintenance, and repair of computer networking equipment and systems; the administration of network servers, electronic messaging centers, multiple-user systems, and databases; the design and implementation of optical fiber backbone-based systems; the design and development of computer network systems and specifications; the use of manufacturers diagnostics and commercial software packages; or the development of special software scripts to support configuration and maintenance efforts.

Education & Experience: Baccalaureate Degree in Computer Science, Computer Programming, or Network Engineering, or a certificate from an accredited Community or Technical College in Computer Science or Network Administration and two (2) years of network administration experience is required. A current System Security Certified Practitioner (SSCP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance is required.

A.11.2 NETWORK ADMINISTRATOR II (Task Order) - Under general supervision, performs network-related tasks, including balancing resources and schedules, responding to unusual situations, organizing, and analyzing data, producing reports and documentation. Tasks may include the installation, use, and maintenance of computer operating systems, desktop applications and network operating systems; the evaluation, maintenance, and repair of computer networking equipment and systems; the administration of network servers, electronic messaging centers, multiple-user systems, and databases; the design and implementation of optical fiber backbone-based systems; the design and development of computer/network systems and specifications; the use of manufacturers diagnostics and commercial software packages; or the development of special software scripts to support configuration and maintenance efforts.

Education & Experience: Baccalaureate Degree in Computer Science, Computer Programming, or Network Engineering with two (2) years of network administration experience, or a certificate from an accredited Community or Technical College in Computer Science or Network Administration and four (4) years of network administration experience is required. A current System Security Certified Practitioner (SSCP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance is required.

A.11.3 NETWORK ADMINISTRATOR III (Task Order) - Works with broad assignments under general guidance marshaling resources to accomplish objectives, identifying needs and problems, generating alternatives, and implementing as appropriate. Documents and communicates results at all levels. Tasks may include the installation, use, and maintenance of computer operating systems, desktop applications and network operating systems; the evaluation, maintenance, and repair of computer networking equipment and systems; the administration of network servers, electronic messaging centers, multiple-user systems, and databases; the design and implementation of optical fiber backbone-based systems; the design and development of computer/network systems and specifications; the use of manufacturers diagnostics and commercial software packages; or the development of special software scripts to support configuration and maintenance efforts.

Education & Experience: Baccalaureate Degree in Computer Science, Computer Programming, or Network Engineering with four (4) years of network administration experience, or a certificate from an accredited Community or Technical College in Computer Science or Network Administration and six (6) years of network administration experience is required. A current System Security Certified Practitioner (SSCP) or equivalent certification is required. A.11.4 NETWORK ADMINISTRATOR IV (Task Order) - Works with very broad and complex assignments lending expertise and providing guidance in identifying and resolving complex scientific issues at the program level. Tasks may include the installation, use, and maintenance of computer operating systems, desktop applications and network operating systems; the evaluation, maintenance, and repair of computer networking equipment and systems; the administration of network servers, electronic messaging centers, multiple-user systems, and databases; the design and implementation of optical fiber backbone-based systems; the design and development of computer/network systems and specifications; the use of manufacturers diagnostics and commercial software packages; or the development of special software scripts to support configuration and maintenance efforts.

Education & Experience: Baccalaureate Degree in Computer Science, Computer Programming, or Network Engineering with eight (8) years of network administration experience is required. A current Certified Information System Security Professional (CISSP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance is required.

A.11.5 NETWORK ADMINISTRATOR V (Task Order) - Works with very broad and complex assignments lending expertise and providing guidance across a broad spectrum of disciplines on issues. Tasks may include the installation, use, and maintenance of computer operating systems, desktop applications and network operating systems; the evaluation, maintenance, and repair of computer networking equipment and systems; the administration of network servers, electronic messaging centers, multiple-user systems, and databases; the design and implementation of optical fiber backbone-based systems; the design and development of computer/network systems and specifications; the use of manufacturers diagnostics and commercial software packages; or the development of special software scripts to support configuration and maintenance efforts.

Education & Experience: Baccalaureate Degree in Computer Science, Computer Programming, or Network Engineering with ten (10) years of network administration experience is required. May also serve as Team Leader on moderately complex projects.

Education & Experience: Preferred Baccalaureate Degree or professional certification from an accredited Community or Technical School; degree or certification shall include courses in computer programming, computer science, statistics, and mathematics. Minimum nine (9) years of experience using programming languages (e.g. Rails, Oracle, SQL, MySQL, .NET, and Java etc.) is required. A current Certified Information System Security Professional (CISSP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance is required.

Determines computer user needs; advises hardware designers on machine characteristics that affect software systems such as storage capacity, processing speed, and input/output requirements; designs and develops compilers and assemblers, utility programs, and operating systems. Coordinates with network, database, and programming personnel to deliver software systems that meet user requirements.

Education & Experience: Baccalaureate Degree in Software Engineering or Computer Science and a minimum of ten (10) years of experience using programming languages (e.g. Rails, Oracle, SQL, MySQL, .NET, and Java etc.) is required. A.15.3 SYSTEM ADMINISTRATOR III (Task Order) – Installs and maintains operating and systems software; manages systems configuration; monitors compliance with system standards; evaluates software and/or hardware; administers and maintains user accounts and profiles; and performs operating system troubleshooting. May oversee and coordinate system administration activities across multiple systems.

Education & Experience: Baccalaureate Degree in Computer Science, Computer Programming, or Network Engineering and a minimum of six (6) years of system administration experience is required; or certificate from an accredited Community or Technical College in System Administration and eight (8) years of system administration experience is required. Requires successful completion of additional training in one or more leading network operating systems, equipment, and protocols within two (2) years of task order solicitation. A current Certified Information System Security Professional (CISSP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance is required.

A.16.1 REQUIREMENTS ENGINEER (Task Order) – Under general supervision, plans and performs requirements elicitation, requirements analyses, requirements specification, requirements traceability, requirements verification, and requirements management in support of complex C4IT system development and sustainment efforts. Contributes to completion of system related cost analyses, cost performance trade-off analyses, feasibility analyses, regulatory and technical standard compliance analyses, and special studies and analyses. Contributes to the development and documentation of system architecture products. Designs and prepares engineering reports and related documentation. Prepares and delivers presentations and briefings.

Education & Experience: Bachelor of Science degree in Engineering, Computer Sciences, or Information Technology and a minimum of five (5) years of system engineering or requirement management experience is required. A Secret clearance is required.

A.17.1 SYSTEM ARCHITECT (Task Order) – Under general supervision, analyses enterprise and operational architectures, supporting organizational policies and procedures, business and technical requirements, and reference models, to develop system architectures to support the development and sustainment of enterprise-wide or large-scale information systems. Designs architectures to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces. Ensures systems are compatible and in compliance with existing technical and information security standards including those related to open systems architectures. Analytically and systematically evaluates problems of workflow, organization, and planning, and develops appropriate corrective actions. Develops and recommends related enterprise architecture policies, guidance, and procedures. Develops architecture products in close coordination with system stakeholders; documents architecture products using enterprise-wide system architecture applications and standard reports. Designs and prepares engineering reports and related documentation. Prepares and delivers presentations and briefings.

Education & Experience: Bachelor of Science degree in Engineering, Computer Sciences, or Information Technology and a minimum of ten (10) years of specialized professional experience; specialized experience includes supervision of system architects, use of structured analysis, design methodologies and design tools, object-oriented principles, and experience with the logical and physical functional, operational, and technical architecture of large and complex information systems. A Secret clearance is required.

A.18.1 SYSTEMS ANALYST (Task Order) – Plans, organizes, designs, and manages technology applications, systems, projects, and evaluates hardware, software and user needs. Analyzes user needs, develops empirical measurements to evaluate the adequacy of existing systems processes, researches statistical or case management data, and observes and documents processes. Creates designs, and modifies systems specifications. Designs user interface, outputs, data and file structures, system logic, system architecture, program flow charts and modules and training, and manages systems and applications development. Analyzes requests from users and identifies potential solutions. Conducts mandated analysis, to collect, correlate, and consolidate data to identify existing problems and to define alternative and recommended solutions of management problems. Knowledge of DOD military specifications and standards and USCG specifications, standards and procedures regarding C4ISR systems.

Education & Experience: Baccalaureate Degree in the field of Systems Engineering, Computer Science, Electrical or Industrial Engineering and a minimum of four (4) consecutive years of experience in the field of C4IT/Systems Engineering is required. A Secret clearance is required.

A.19.1 SYSTEMS ENGINEER (Task Order) – Provides management, supervision, coordination, support, and monitoring of a project team. Requisite responsibilities include performance of various systems, the provision of technical guidance, direction, or training across multiple functional areas. Provides input for proposal preparation, project estimation and budgeting, technical review, and presentation. Manages, tracks, controls, and reports on all aspects of project performance, including technical, financial, contractual, administrative, logistical, subcontractor, and vendor oversight. Manage, coordinate, supervise, support, or perform project and technical writing activities related to all aspects of a project. May provide support in the areas of leadership, development or overseeing development of, systems requirements, design, documentation, algorithms, software implementation, hardware layout, integration, installation, analysis, and peripheral interfaces. Generates, or oversees generation of, test and evaluation plans, and executes those plans when necessary. Exercises independent judgment, as well as a high level of analytical skill, in solving complex and unusual technical, administrative, and managerial problems. Documents and communicates results at all levels to Government representatives.

Education & Experience: Baccalaureate Degree in the field of Systems Engineering, Computer Science, Electrical or Industrial Engineering and a minimum of seven (7) consecutive years of experience in the field of C4IT/Systems Engineering is required. A Secret clearance is required.

A.20.1 WEB DEVELOPER/DESIGNER (Task Order) - Designs and builds web pages using a variety of graphics software applications, techniques, and tools. Designs, develops, troubleshoots, debugs, and implements software code (such as HTML, CGI, and JavaScript) for a component of the website using various software development methodologies including Agile. Designs and develops user interface features, site animation, and special-effects elements. Contributes to the design group's efforts to enhance the look and feel of the organization's online offerings. Designs the website to support the organization's strategies and goals relative to external communications. Researches, tests, builds, and coordinates the integration of new products and features per production and client requirements.

Education & Experience: Associates Degree from an accredited Community or Technical College in Web Development, and four (4) years of web developer and design experience is required. A current System Security Certified Practitioner (SSCP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance may be required.

A.21.1 COMMS/NETWORKING ENGINEER (Task Order) – Responsible for telecommunication and network planning; engineering analysis; network system development and implementation; development of testing and diagnostic software; development of communication network software development tools; and telecommunications and network troubleshooting.

Education & Experience: Baccalaureate Degree in Computer Science, Network Engineering or Communications Engineering and four (4) years of work experience in the field of communications/network engineering is required. A current System Security Certified Practitioner (SSCP) or equivalent certification is required. Additional specific information assurance certification requirements may be required at the task order level. A Secret clearance is required.

A.22.1 COMMS/NETWORKING TECHNICIAN I (Task Order) – Under direct supervision, installs telecommunications and computer networks; installs cabling to include fiber optic cable; completes testing using diagnostic software and tools; performs basic telecommunications and network troubleshooting.

Education: High School diploma and certificate from an accredited Community or Technical College in fiber and data cabling. A Secret clearance is required.

A.22.2 COMMS/NETWORKING TECHNICIAN II (Task Order) – Under general supervision, installs telecommunications and computer networks; installs cabling to include fiber optic cable; completes testing using diagnostic software and tools; performs basic telecommunications and network troubleshooting. Assembles wires, connects, and/or solders minor components during the production of electronic system assemblies and subassemblies for use on electronic, data processing, communications system, or related items. May provide training and guidance to lower level technicians.

Education & Experience: High School diploma and certificate from an accredited Community or Technical College in fiber and data cabling with a minimum of two (2) years of experience as a communications/network technician is required. A Secret clearance is required.

A.22.3 COMMS/NETWORKING TECHNICIAN III (Task Order) – Duties may include, but are not necessarily limited to: telecommunications and network installations; Monitoring, and testing the installation of cable to include fiber; network implementation; development of testing and diagnostic software; and telecommunications and network troubleshooting. Assembles wires, connects, and/or solders minor components during the production of electronic system assemblies and subassemblies for use on electronic, data processing, communications system, or related items. Adjusts devices to tolerances, as applicable. Performs de-install, re-install, and configuration functions, as applicable. Directs completion of tasks within estimated timeframes and budget constraints. Schedules and assigns duties to subordinates, and formulates and enforces work standards. Coordinates with the client and Program Manager to ensure problem resolution and customer satisfaction.

Education & Experience: High School diploma and certificate from an accredited Community or Technical College in fiber and data cabling with a minimum of four (4) years of experience as a communications/network technician is required. A Secret clearance is required.

A.22.4 COMMS/NETWORKING TECHNICIAN IV (Task Order) – Duties may include, but are not necessarily limited to: telecommunications and network installations; Planning, monitoring, and testing the installation of cable to include fiber; network implementation; development of testing and diagnostic software; and telecommunications and network troubleshooting. Assembles wires, connects, and/or solders minor components during the production of electronic system assemblies and subassemblies for use on electronic, data processing, communications system, or related items. Adjusts devices to tolerances, as applicable. Performs de-install, re-install, and configuration functions, as applicable. Works alone or in a team environment. Schedules and assigns duties to subordinates, and formulates and enforces work standards. Coordinates with the client and Program Manager to ensure problem resolution and customer satisfaction. Serves as task lead as required.

A.22.5 COMMS/NETWORKING TECHNICIAN V (Task Order) – Duties may include, but are not necessarily limited to: telecommunications and network installations; planning, monitoring, and testing the installation of cable to include fiber and network backbone implementation; development of testing and diagnostic software; and telecommunications and network troubleshooting procedures.
