The RFP says the Evaluator fills out Section II and Exhibit I says the Evaluator completes Section II and III. Please clarify which sections should be completed by the Evaluator and which sections are completed by the Offeror. The solicitation document has been amended to, "Offerors shall complete Section I of the PPQ and send it to the POC, which is listed in Section I of the PPQ. Offerors shall request that each POC complete Section II and III of the PPQ and return it to the USCG in accordance with the instructions for completing the questionnaire. This requirement remains a term and condition of the solicitation.

Instructions state, "Offerors shall utilize the Past Performance Questionnaire (PPQ) (Exhibit 1). Offerors shall request that each POC complete Section II and III of the PPQ and return it to the USCG in accordance with the instructions for completing the questionnaire. Question: What documentation does the Government require from Offerors to be included in Volume V-Past Performance for proposal submission? 70Z04422REDS30016 A00001 Exhibit 1 Past Performance Questionnaire:

Section I is Contract Information to be completed by the offeror. the company information for the company providing the past performance evaluation information.

Section II provides the questionnaire to be completed by the evaluator. The evaluator information, e.g. name, title, agency/org, email. Section III provides the technical experience, general performance, and additional information to be completed by the evaluator. The rated areas and assigned ratings for the offeror.

70Z04422RESD30016 A00001 Exhibit 1 Past Performance Questionnaire N/A N/A N/A Several customers have discontinued the use of Past Performance Questionnaires in lieu of the DOD mandated Contractor Performance Assessment Reporting System (CPARS)/ Past Performance Information Retrieval System (PPIRS). The only information these customers will provide regarding contract performance is housed in CPARS/PIPPRS. Our customers have stated that because of this discontinuation, they will not complete or submit Past Performance Questionnaires for any future solicitation efforts. Questions: In lieu of submitting completed Past Performance Questionnaires, can Offerors submit CPAR Evaluation Reports that have been completed by our customers? If the Government doesn’t receive completed Past Performance Questionnaires from Offerors’ customers, how will that affect the proposal’s evaluation? In accordance with 70Z04422RESD30016 A00001 E.2, d), 3., "The Government reserves the right to utilize past performance information from sources including, but not limited to, data contained in the Past Performance Information Retrieval System (PPIRS).

An offeror without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably, but will receive a confidence rating of neutral."

70Z04422RESD30016 A00001 45-48 E.2 52.212-1, Instructions to Offerors, c.5.iv. 3 Factor 2: Prior Experience "The prime Offeror and subcontractor must submit at least one example of prior experience. " and page 48 under evaluation Factor 2: Prior Experience The Government will evaluate the prime Offeror’s and each subcontractor’s ability to successfully perform the IDIQ scope based on its collectively demonstrated prior experience in the areas listed in paragraph E.2(c)5iv."

Would the government please clarify the requirement for submitting subcontractors prior experience. Is it required to submit a prior experience example for every subcontractor on our team in our Volume IV - Prior Experience 10-page response? In accordance with 70Z04422RESD30016 A00001, E.2, c), 5), iv. "Offerors shall provide examples for the Prime Offeror and subcontractor, if applicable." "Offerors shall furnish any number of examples (within the page limitations) that collectively demonstrate experience . . ."

Subccontractor prior experience examples are to be provided as applicable to collectively demonstrate experience as further defined within 70Z04422RESD30016 A00001.
