With CEDISS being a multi-award IDIQ, would the Government please consider eliminating pricing submission and evaluation at the IDIQ level and require pricing evaluation only at the task order level? This would align with several recent large government multi-award contracts and the final rule Section 825 of the FY 2017 National Defense Authorization Act (NDAA), thus allowing real pricing competition when Task Orders are competed.
