Offerors without a record of relevant past performance will receive a 'Neutral' rating, which will be considered 'Acceptable' for evaluation purposes. The crates may range up to 30 feet in length, 9 feet in width, and 10 feet in height, with varying weight requirements as specified in the Statement of Work. The solicitation is set aside for 100% small business participation, with a NAICS code of 488991 and a $34.0M size standard. Proposals are due by 2:00 PM EST on August 08, 2024.

AMENDMENT NUMBER A00003

Q1: As I am new to this line of work and do not have a track record of past performance, I was wondering if it would be possible to use my subcontractors' past performance as part of my bid submission?

A1: Past Performance Evaluation:

a) Offerors shall submit their own past performance information for evaluation. This may include experience as a prime contractor or as a subcontractor on relevant contracts.

b) The past performance of proposed subcontractors will not be considered in lieu of the offeror's own past performance.

c) For offerors without a record of relevant past performance or for whom information on past performance is not available:

- The offeror will receive a 'Neutral' rating for the past performance factor.

- A 'Neutral' rating will be considered 'Acceptable' for evaluation purposes.

- The Government will evaluate the offeror's proposal based on the other non-price factors to determine the offeror's ability to perform the requirements of the solicitation.

Q2: Please help me understand the sizes I am seeing. Some of these crates are 30 feet long and 10 feet high. Is this correct?

A4: Yes, the dimensions you've noted are correct. The crates may range up to 30 feet in length, 9 feet in width, and 10 feet in height. However, these are maximum dimensions, and not all crates will be this large.

The Statement of Work (SOW) is structured to accommodate a variety of parts that range in weight and size. For specific details on the dimensions and weight requirements, please refer to the following SOW sections:

- 2.2.2.A

- 2.2.2.B

- 2.2.2.D

- 2.2.2.H

- 2.2.2.I

- 2.2.2.J

AMENDMENT NUMBER A00003

When reviewing these sections, please note the "up to" and "less than" weight ranges specified for each category. The SOW requests different offerings based on increasing weight ranges of the crate's load, recognizing that lumber requirements may vary with the weight and dimensions of the load.
