Amendment Number A00004
14b. This amendment is issued to respond to the following questions submitted:
QUESTION: The subject solicitation “revised schedule” under the “type” column lists either “full” or “partial”.
Can the Government expand on what the definitions are for “full” vs “partial” are?
ANSWER: Full Enclosure - will consist of a plastic floor (non-fireproof), Scaffolding to build 4 walls and shrink wrap with fire rated shrink wrap in accordance with the Statement of Work, and a roof system (fire rated shrink wrap) that would keep the enclosure watertight (see picture 2). Partial Enclosure- will consist of a plastic floor (non-fireproof), scaffolding to build 4 walls and shrink wrap with fire rated shrink wrap in accordance with the Statement of Work, the shrink wrap will then go over the handrails and taped to the deck of the ship.
(see picture 1).
QUESTION: The “revised solicitation” also lists “shrink wrap vessels” of varying sizes. Is the KTR to assume that this shrink-wrap is over the vessel for storage purposes (in casing the topside of vessel) and if so is this from the top of the superstructure down to the cap-rail (top side less mast)?
ANSWER: Yes, this is for storage purposes, will require one entry door to get onboard the vessel during storage. Shrink-wrap will be over the superstructure down to the freeboard to make it water/weather proof.
QUESTION: In light of the extension will the government entertain a second opportunity for a site visit?
ANSWER: A total of six (6) site visits have been granted as indicated in the solicitation package. One more site visit, scheduled for Monday, March 4, 2023 @ 9:30 AM at the U.S. Coast Guard Yard. Offerors interested in this site visit MUST provide, via email, the name(s) for those that will attend. No other site visits will be granted.
14c. The Statement of Work has been revised to include shrink wrapping requirements.
14d. Offerors are required to sign and return one (1) copy of this amendment with their quotation. Failure to return a signed copy may render the quotation unacceptable and the quotation may be eliminated from further consideration.
