About this file

This document is a solicitation amendment for scaffolding and containment services. The U.S. Coast Guard is seeking these services for maintenance and repair projects at its Yard in Baltimore, Maryland. The solicitation was revised to include separate line items for different vessel sizes, with dimensions provided. Pricing must be submitted on an attached spreadsheet. Floors, ladders, and doors are required for all structures. The Coast Guard will provide crane services as needed. Shrink wrapping pricing should account for smaller vessels. The performance period for each delivery order will be specified. The due date for quotations was extended to March 6, 2024. Offerors must sign and return one copy of the amendment. The resulting contract will have a one year base period and four one year options. The services are set aside for small businesses with a NAICS code of 532490 and size standard of $40 million.

Amendment Number A00003

14b. This amendment is issued to discuss the following:

(i) The Schedule of Supplies/ Services has been revised to identify a separate CLIN for each vessel and provide vessel dimensions. Offerors are required to submit pricing on the attached spreadsheet.

(ii) The following are responses to questions received:

QUESTION: Square footage number varies between these two vessel types. Should we specify the widest a vessel can be in order to have a complete roof system?

ANSWER: The revised Schedule of Supplies/Services should answer this question.

QUESTION: Floor – some require floors and some don’t. How will this be handled with this RFQ?

ANSWER: Floors are required for all CLINs.

QUESTION: Doors and access ladders – RFQ references four (4) are required. Smaller vessel would not necessarily have that many.

ANSWER: The Statement of Work requires ladders on all four corners of structure and requires four doors for each structure. This remains unchanged.

QUESTION: Crane service – Will require USCG provide crane service.

ANSWER: USCG will provide crane services as needed.

QUESTION: Small vessels – shrinkwrap is often required for small vessels without requiring scaffolding and SF pricing for single sheet/single shrinkwrap service would be significantly cheaper than SF price for larger vessels.

ANSWER: The revised Schedule of Supplies/Services should address this concern.

Amendment Number A00003

QUESTION: Rental durations – We will not be responsible for tracking and managing work durations that go beyond rental periods provided in awards. Coast Guard personnel exclusively control the work being done within the scaffolding/containment systems and should have contingencies in place to provide extended rentals when this occurs.

ANSWER: The USCG is not requesting vendors manage and track work durations. Each delivery order issued will specify the performance period for that particular vessel. If, for any reason, the period of performance is extended, the Contractor will be notified and each individual order modified accordingly.

14c. The due date for receipt of quotations IS extended until 2:00 PM EST on March 6, 2024.

14d. Offerors are required to sign and return one (1) copy of this amendment with their quotation. Failure to return a signed copy may render the quotation unacceptable and the quotation may be eliminated from further consideration.
