Solicitation 70Z04023Q19689B00 Mobile Boat Hoists for USCG Station Oswego NY Questions & Answers:
1) Question: The minimum Working Load Limit is stated as 35 Metric Tons. However, the displacement of the 49’ BUSL exceeds that capacity. is the 49’ BUSL requirement incorrect? Or does the minimum capacit6y need to be increased?
Answer: The Product Specification Sheet will be revised to remove reference to the 49’ BUSL under the “Slings” section.
2) Question: The specification states that All Wheel Drive (AWD) is required. This is not typically needed unless there are grades above 4.5%, or if there are aggregate (as opposed to paved) operating surfaces.
This is typically not encountered in USCG yards. AWD decreases travel speeds and increases cost. Would it perhaps be acceptable to specify gradeability based on surface conditions?
Answer: No. The Government wants AWD capability.
3) Question: Please note that the spec also requires 22’-9” min. sling spacing. This is presumably to suit the
49’ BUSL, which exceed stated capacity requirements as discussed below. Per solicitation 70Z04023Q30000538 Amend. 0002 Q&A, the 47’ MLB requires 12’-9”. Please clarify max. sling spacing for this solicitation. I have attached a spec sheet for our model 35 BFMII for reference.
Answer: Sling Spacing must be adjustable. Sling Spacing must be adjustable. Slings must provide Spacing and configuration IAW 45-RBM-084-002, 47B-MLB-801-002
4) Question: The specification states….minimum hoist width of 20’ 2”. Is this referring to the Inside Clear
Width as shown on the spec sheet I sent previously?
Answer: the minimum hoist width of 20’ 2” is referring to the recommended tire side with curb width
5) Question: The spec requires “3rd party inspection of final assembly prior to acceptance”. Will the 3rd party be hired by the USCG, and will this inspection be completed immediately (1 day?) after completion of assembly?
Answer: 3rd party inspection is the responsibility of the hoist manufacturer. This inspection will be conducted immediately after assembly and must be witnessed by a USCG representative.
6) Question: The spec calls for “reaction data”. We’re not clear what this refers to.
Answer- It should have read “Technical Data”.
7) Question: Page 43 of the Solicitation outlines documents to be provided with the proposal. It cites FAR
52.212-3, and further states “All provisions must be filled in.” Does this statement indicate that we are to fill in data that’s already in SAM, as opposed to the first paragraph of that clause stating- “The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed……(SAM)”?
Answer- All applicable provisions must be filled in. In addition, the Offeror shall complete only paragraph
(b) of FAR 52.212-3 if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.
