70Z04021R58050B00 Amendment 0001
Amendment 0001 – Responses to Questions on the Centralized Cutter Boat Pooling
Combined Synopsis/Solicitation
Note: Every effort has been made to ensure all questions were added and answered. Some questions may be redundant. If any questions are found to be missing under 0001, please email bryn.l.riska@uscg.mil immediately.
1. Question: Is the contractor to furnish any material for this requirement? If so, how do we price unknown material as fixed price? Determining CFE is not possible with information furnished. GFM items are not clearly tied to Maintenance Procedure
Cards. Should there be a Material CLIN with an estimated amount for bidding purposes so that all contractors are on the same playing field?
Answer: Material Procedure Cards (MPCs) and technical data will be found after each interested vendor has registered with the U.S. Defense Logistics Agency (DLA) in the Joint
Certification Program (JPC). All MPCs have information for each task, estimated number of people and hours to complete each task. Any work/material outside these parameters will be itemized and submitted to the CG program/Contracting Officer Representative and
Contracting Officer for review prior to work performed, and considered growth work which will be placed under the proper CLIN to be identified.
IMPORTANT: At your earliest, please register to gain access to the MPCs and technical documentation. See: Attachment 7, U.S. Defense Logistics Agency/Joint Certification
Program Registration. Once you have successfully registered, provide proof of registration to Mr. Bryn Riska at bryn.l.riska@uscg.mil and the vendor’s POC’s email address.
2. Question: Section B – CLIN 1006 – Transportation and Shipping
How do you fix price this CLIN when the delivery locations vary from the local area to all over the United States? Could this CLIN either have an estimated amount for bidding purposes so all contractors are on the same playing field or could it be priced at the task order level at which time you would know both the delivery schedule and location?
Answer: This CLIN will be updated in the near future under a separate amendment in the near future.
3. Question: In the SOW Work Item 6: Transportation and Shipping
a. The pick-up inspection is only to ensure that the boat, trailer and kits are prepared for safe transportation to the contractor’s facility no other inspection is required at this time?
Answer: Yes mailto:bryn.l.riska@uscg.mil mailto:bryn.l.riska@uscg.mil
b. The more detailed inspection is after arrival at contractor’s facility is this correct?
Answer: Yes
c. There is no place to price routine delivery vice urgent?
Answer: This CLIN will be updated in the near future under a separate amendment in the near future.
d. Under 3.1.1 Delivery to Cutter, is the contractor responsible for all time base scheduled maintenance that comes due even after the work is completed on boat and trailer but not delivered to vessel?
Answer: Yes. (Example; when a boat/trailer has been completed for the maintenance and resides in storage and additional time based scheduled maintenance comes due then yes, the boat would be pulled out of storage to be worked on prior to final delivery and work added to that boat/trailer task order)
4. Question: In the SOW Work Item 1: Material Inspection
The Material Inspection checklist and the Operational checklist is said to be provided but we cannot find a copy of either?
Answer: These documents will be uploaded under 0001. See Attachments: 4, 5 and 6.
5. Question: How can we get access to the Maintenance Procedure Cards in order to understand the procedures and estimate hours that will be needed to perform the work?
Answer: See question 1.
6. Question: Work items 1 & 2 on page 29 & 31 respectively in the specification is designed to have the contractor inspect the inbound boat and trailer with CG provided checklist and carry out an operational test with the results of both reported on the BAR to the CG. We understand the CG will then provide the contractor with an updated MDL for the contractor to carry out during the boat’s availability. If the MDL is dependent upon the inspection and OT upon arrival at the contractor facility how is the contractor supposed to price the maintenance availability scheduled and conditional maintenance CLIN 0003 and CLIN 0004 on a fixed price basis?
Answer: Each MPC task (inspections and servicing) need to be priced per year per boat and trailer type. Not all MPCs will be actionable each time a boat is delivered to the vendor. For evaluation purposes, total evaluated pricing for scheduled and conditional maintenance will be aggregated for ease of comparing vendor pricing with for a total CLIN pricing per boat times 45 boats and trailer per year.
7. Question: With respect to the first question above, can the USCG provide us a representative MDL or representative number of labor hours (like you did for CLIN
0007) for us to use to respond to CLIN 0003 and CLIN 0004 on a fixed price basis. As currently written, we are unable to estimate planned and/or conditional maintenance on any particular boat/trailer in order to fill out these CLINs?
Answer: The MRL (maintenance requirements list) has an estimated number of hours to complete task. Note: these cards were written for an entry level Coast Guard maintainer.
Please consider this when pricing each task concerning the number of hours it will take to complete each task.
8. Question: With respect to the RFI weekly boat inspections described in 3.4 of the specification, is it the USCG’s intention for the bidder to roll in the price of these inspections to the boat/trailer storage price rolled up on CLIN 0005?
Answer: See Question 1, the MPC cards, each card has a task and this weekly inspection is contained within this area to price.
9. Question: Work item 003 – Scheduled Maintenance, and Work Item 004 Conditional
Maintenance;
a. Are current maintenance records per hull and trailers available?
Answer: See question 1 for MPCs to help with pricing, but no the current maintenance records are not available.
b. Are we to assume, for pricing purposes, price all tasks individually, and following condition assessment and CFR/CR within authority to accomplish?
Answer: MPC tasks will be priced individually for unit 1 each, aggregated by OTH type for boats and trailer, and then multiplied by a factor of 45 boats and trailers for evaluation purposes. Again, hours, labor and materials outside the scope of individual task and considered condition found thus considered growth work.
10. Question: Can the government provide clarification on required warranty? Is warranty for services only since all the equipment required for repair is provided as
GFE items. Is the Government requesting help in warranty claims on GFE as part of this contract? When does service warranty start upon completion or delivery?
Answer: The boat and trailer will be operationally tested at their location and at cutter delivery point when the crew operationally tests the boat a second time. The boat will be required to be free of any disabling or restrictive discrepancies.
11. Question: Can the government provide the Work Inspection Checklist?
Answer: Yes, documents are to be uploaded under 0001; Attachment 4 and 6
12. Question: Can the government provide the Operational Test Checklist?
Answer: Yes, documents are to be uploaded under 0001; Attachment 5 and 6
13. Question: Can the government provide the “interval” type on page 36 for Table 2- CB-
OTH-III Planned Maintenance?
Answer: MPCs obtained, see question 1 will include interval type.
14. Question: Work Item 3: Scheduled Maintenance, section 3.1.1 states: “The Contractor shall provide all labor and material, except for specified Government Furnished Material (GFM), to complete each task at the stated interval identified in Table 1 and 2 below and per the Maintenance Procedure Cards (MPCs).” Can you provide clarification on how pricing should be provided for each item listed in Table 1 and Table 2 since pricing as requested in CLIN 003-Scheduled Maintenance for each boat type and by respective trailer?
Answer: Labor plus any non-GFM items. Again, the MPC cards are required see question 1 which will aid in pricing tasks for each boat and trailer.
15. Question: For each item listed in Table 1 and Table 2 since pricing as requested in CLIN 003-Scheduled Maintenance for each boat type and by respective trailer?Answer:
Labor plus any non-GFM items. Again, the MPC cards are required see question 1 which will aid in pricing tasks for each boat and trailer.
16. Question: Work Item 4: Conditional Maintenance, section 3.1.1 states: “The Contractor shall provide all labor and material, except for specified Government Furnished
Material (GFM). If the items correspond with a Conditional MPC listed in Tables 3 and
4 below.” Can you provide clarification on how pricing should be provided for each item listed in Table 3 and Table 4 since pricing as requested in CLIN 004-Conditional
Maintenance for each boat type and by respective trailer?
Answer: Labor plus any non-GFM items. Again, the MPC cards are required see question 1 which will aid in pricing tasks for each boat and trailer.
17. Question: Can the government provide Maintenance Procedure Card for each item listed for Work Item 3: Scheduled Maintenance and Work Item 4: Conditional
Maintenance?
Answer: See question 1 to acquire up to date MPCs and technical data.
18. Question: Would the USCG consider removing the requirement for the PPQ to be signed by the completing point of contact (POC)? With most people working remotely due to COVID-19 and without their normal office equipment it might not be feasible for the POC to print, sign, and scan the form?
Answer: They are still required, and will be used or evaluation.
19. Question: Does the CG intend to provide a Maintenance Requirements List (MRL), which provides estimate of the time (hours) required to accomplish each MPC?
Answer: See question 1
20. Question: Since fuel must be removed prior to shipping of the boats, and the
Operational Testing will require fuel for testing, should we include the fuel cost in the
Operational Test CLIN? Or, is there a plug number the contractor should use for consumable items on these boats?
Answer: Page 39, see 3.3.1. Defueling is required when shipped by commercial carrier.
21. In Attachment 1-Specification, Section 6 Contractor Furnished Equipment (CFE) states
“The Contractor shall provide all material and equipment not provided by the
Government to meet the requirements of this contract.” Can you provide clarification on where CFE pricing should be included?
Answer: CFE pricing should be built into the MPC tasks to maximum extent. If this cannot be done then any subsequent/additional material/equipment not identified will be considered growth work and reviewed by the CG program/COR and KO prior to work being completed.
Example, hull damage and subsequent repairs cannot be calculated since the scale of the damage would vary. During inspection, any additional materials and equipment not identified would fall under growth work.
22. Will kits be picked up with the boat or are they shipped directly to the contractor facility?
Answer: Normally the kits are shipped with the boats, but they may be shipped separately if the need occurs.
23. Can the government please provide access to all drawings- these are critical to understand the labor hours required to perform the work? If not, can the following reference documents be provided?
Answer: See question 1.
24. Question: Ref: Section 3; Past Performance Page 15. Can the government please confirm only Attatchment 2 Quest Can the government please provide access to all drawings- these are critical to understand the labor hours required to perform the work? If not, can the following reference documents be provided?
Answer: See question 1.
25. Question: Ref: Section 1; Technical Eval, Page 14, Item 2: Does the government have a minimum warranty requirement or is it the expectation to include an industry standard within our proposal.
Answer: The boat has been operationally tested at their location, and the cutter delivery point when the crew operationally tests the boat a second time. The boat will be required to be free of any disabling or restrictive discrepancies.
26. Question: Ref: Section 1; Technical Eval, Page 14, Item 3: Is there a specific delivery commitment from bidders? With an unknown number of scheduled and conditional maintenance items on each boat it is difficult to predict a delivery timeline. That delivery timeline would be included in the BAR on each boat/trailer after Material inspection and OT, but it is otherwise unclear what type of commitment the government is looking for here.
Answer: See Question 1
27. Question: There seems to be no requirement for insurance. Would the government please provide the insurance requirements?
Answer: See page 52, item 4.2. Vendor will be responsible for all assets while in their custody.
28. Question: Is it the expectation that the bidder insures all Government Furnished
Equipment?
Answer: Yes
28. Question: Would the government please provide the value of the OTH III and OTH IV boat/trailer combinations for insurance purposes? Is it the expectation that the bidder insures these at full value while in storage in an RFI status?
Answer: Replacement values are as follows:
OTH-III: $214,852.30
OTH-III Trailer: $10,000.00
OTH-IV: $420,736.56
OTH-IV Trailer: $13,573.70
29. Question; For transporation insurance purposes, can you please provide the value of the OTH-III, OTH-III trailer, OTH-IV, and OTH-IV trailer?
Answer: See question 28.
30. The Physical Characteristics tables on page xvi and xvii of the Statement of Work do not have the weight of the trailers included. Can you please provide?
Answer: The OTH-III boat and trailer are 6000lbs. See Answer 1 with access to technical data should provide the most accurate information.
31. Work Item 1 – Material Inspection. Paragraph 1.1 states, “This work item describes the requirements for the Contractor to complete an inspection when a Cutter Boat arrives at the Contracted Pooling Facility.”
The scope includes both the boat and its trailer. If the Contractor intends on transporting the boat to the Cutter Boat Pooling Facility by hauling the boat in its trailer, will a Coast
Guard representative be present at the point of pick-up?
Answer: Yes, a CG representative will be present at point of pick-up.
32. If there are any discrepancies noted with the trailer that impact its ability to safely transport the boat, will the labor, materials and possible travel delays required for the correction of those discrepancies be chargeable to Work Item 3 (Planned Maintenance) and/or Work Item 4 (Conditional Maintenance)?
Answer: Yes, the labor, materials, etc., will be billable by the vendor to ensure that the boat and trailers are bought back into serviceable condition, and this work will fall under the correlating CLIN.
