The tractor must be a conventional burden carrier with a draw bar pull (DBP) capacity between 5,000 and 6,000 pounds, capable of handling 50,000 to 70,000 pounds of force. The first article delivery is required 90–120 days after receipt of order and must pass Testing and Evaluation by both the USCG and the Aviation Logistics Center's Aviation Ground Support Equipment team. Salient characteristics specify maximum dimensions of 120 inches length without hitches, 150 inches with hitches, 90 inches height, and 80 inches width; gross weight between 7,000 and 10,000 pounds; and a minimum forward travel speed of 15 mph unloaded. The tractor must feature hydrostatic power steering with emergency manual steering capability, hydraulic service braking compliant with ASME B30.5, and independent parking brakes capable of holding on a 15 percent grade. Power is supplied by lithium-ion batteries meeting a minimum 8-hour duty cycle with 10kW or higher capacity; on-board charging at 208–240V and/or 440–480V (three-phase, 60Hz); and an alternate 440–480VAC version required if the first article passes testing. The tractor requires a two-level front and rear hitch system, an enclosed operator and passenger cab with safety glass windows, 360-degree visibility, cab heating to maintain +40°F at -25°F ambient, mirrors for hitch viewing, rotating amber beacon, and operational lighting compliant with road traffic regulations. Additional requirements include instruments with illumination and hour meter, backup alarm, fire extinguisher (minimum 20-pound ABC type, UL listed), dissimilar metal corrosion protection, semi-gloss white exterior and flat black chassis finish with zinc-rich primer and polyurethane topcoat, tropical rustproofing for susceptible areas, drain hole provisions, nonslip walkway coating, corrosion-resistant identification and warning plates, ATA airport markings, slinging and tie-down devices with 2.3:1 safety factor, and transportability across highway, rail, and marine modes. Deliverables include one hardcopy and one electronic PDF copy of operation, maintenance, and parts manuals, plus permission to upload electronic copies to the USCG intranet.
