1. How often does the paint request occur?
a. Section 5.0 of the Statement of Work (SOW) covers Paint and Section 5.10 covers Delivery Schedule. This outlines what a request would look like from a time perspective. On the schedule, there is an estimated quantity of four (4) each for De-Paint and Paint. Each aircraft will receive a De-Paint and Paint. Each aircraft will go to the paint facility twice, once for De-Paint and once again for Paint.
2. Who are the authorized paint vendors?
a. As long as the Contractor/Subcontractor and their facility meet all of the requirements listed in section 5.0 of the SOW they are authorized.
3. We would like to confirm if the Government will accept past performance information from Offeror’s subcontractors as well. If so, could you please clarify the number of relevant contracts (references) required/allowed from both the Prime Offeror and Subcontractor?
a. The Government will not accept past performance information from the Offeror’s Subcontractors. In accordance with Attachment 1 – Terms and Conditions, Instructions to Offerors – Commercial Products and Commercial Services, Section ii Past Performance, Offeror’s shall provide completed Past Performance Questionnaires (Attachment 7) for three (3) relevant contracts (references) completed within the preceding five (5) year period.
4. Who covers the cost of transport of the aircraft to paint locations?
a. The USCG covers the cost of transport of the aircraft. This has been added to Section 5.0 of the SOW. Change is highlighted.
5. Isn’t Juneteenth now a federal holiday? Will you not be honoring that holiday?
a. Juneteenth is a federal holiday and is honored by the USCG. IAW SOW Section 13.4 Federal Holidays, Juneteenth is listed as one (1) of the eleven (11) federal holidays.
6. Will submission of the completed and approved DD2345 for both the Prime and the Subcontractor satisfy the requirement?
a. The submission of the DLA’s Joint Certification Program is the DD2345. Only the DD2345 for the Prime is needed. We have amended the Terms and Conditions to include that the Government needs proof of the DD2345 at time of proposal. Change is highlighted.
7. (Reference Attachment 2 – Schedule of Services) For row 35 (Aircraft Mech II Sheet Metal) and row 104 (Supply Technician 2nd Shift) the hours in column D (1912) do not match the FTE calculation of column F (0). Should the FTE calculation for these two rows, be equal to “1”?
a. FTE calculations have been updated on the schedule. Changes are highlighted.
8. (Reference SOW 1.2.2) These labor hour estimates do not strictly match the labor hour estimates in Attachment 2 – Schedule of Services. Which estimate should the pricing and management approach be based off of?
a. Pricing and management approach should match what was originally on the Schedule of Services. Changes to the SOW have been made and are highlighted.
9. (Reference SOW 5.0) What is meant by co-located? Can the sub-contractors facility be in another state or does it have to be within a certain number of air miles from the Aviation Logistics Center?
a. The paint facility must be co-located with a qualified airport, either at the contractor facility or a subcontractor facility in the Continental US. This does not have to be located within a certain number of miles from ALC.
10. (Reference FA 52.212-1) Are the Past Performance Questionnaires (Attachment 7) to be sent to the vendors contract site for review and comments or only to be placed in the Past Performance Volume?

11. Does the government require six (6) resume letters with proposals?
a. Yes. Section 52.212-1 will be updated to include the number of resumes needed for each Key Personnel position. Changes are highlighted.
12. Why can’t resumes be provided after award?
a. IAW 52.212-1, Instruction to Offerors, providing resumes is a part of Factor B – Staffing Approach as a part of the Technical Approach to show Technical Acceptability.
13. Do you need a contingency letter if the employee works for you currently?
a. As long as we are provided with a signed resume that proves the person would be on board, that will suffice. Section 52.212-1 has been updated to state “Signed resumes”. Change is highlighted.
14. Just to confirm. One (1) resume for On-Site Supervisor, one (1) resume for Aircraft Mechanic III, and one (1) resumes for Structural Specialist.
a. Incorrect. We will need a resume for all the FTEs of each position. Factor B – Staffing Approach of 52.212-1, Instruction to Offerors, has been updated to reflect the number of FTEs for each position. Changes are highlighted.
15. Do resumes count in the technical page count of 40?
a. No, they do not. Proposal Submission Instructions in the Terms and Conditions have been updated to show what is not included in the page count. Changes are highlighted.
16. Do Table of Contents and Cover Letter count in the technical page count of 40?
a. The Table of Contents does not count in the page count, but the Cover Letter does count. Proposal Submission Instructions in the Terms and Conditions have been updated to reflect what will not be counted. Changes are highlighted.
17. Please clarify per Sam.gov this effort is restricted to small business set-aside.
a. Correct. 52.219-6, Notice of Small Business Set-Aside is checked in the Terms and Conditions.
18. Para 9.1, “All contractor industrial time shall be entered in th4e USCG’s current timekeeping system. This system will be maintained on a USCG server located aboard ALC.” Please clarify what is the current system and where will personnel interface to enter date? More importantly who enters and validates the data?
a. The Data Entry Clerks will be responsible for entering all industrial time into the Asset Maintenance Management Information System (AMMIS), which is the current timekeeping system. The Date Entry Clerks will be provided the training and given access to interface with this system. Timekeeping systems are subject to change throughout the life of the contract. If this occurs, the contractor will be notified in advance and proper training would be given.
19. Para 3.2.2.1, “All new employees will receive the standard required training, as part of their onboarding process. If training for any equipment is required for position, the On-Site Supervisor will contact the COR for approval and will coordinate scheduling the training.” Please confirm is this at company expense?
a. If additional standard equipment requirements are added this will be performed on an as is needed basis, on the job training, and will be coordinated to not interrupt workflow.
b. However, for 3.2.2, yes, the Contractor shall provide training and licensing per Occupational Safety and Health Administration (OSHA) requirements at Contractor company expense, and follow all USCG, ALC policy and regulations on equipment in 3.2.2. This equipment/training requires higher level training qualifications, certifications, licensing, etc.
20. Para 4.13, “The Aircraft Painter tasks included, but are not limited to:” However it only indicates 1912 hrs x 2 – Please clarify that this position is not part of the aircraft depaint/paint function per para 5.0, but in addition to?
a. Correct. Some components of the C-130 are painted in house at the ALC Heavy Maintenance Facility (HMF) and will require Aircraft Painter skillsets to accomplish. This position will be fulltime, onsite, and permanently attached to the ALC facility as the worksite, not any paint facility.

21. Will the Government release a seniority list of existing personnel so that CBA fringe costs can be adequately estimated. Per the CBA, paid time off allowances are based on length of service. If an itemized seniority list is not available, can the Government provide an average length of service for all current employees?
a. See Attachment 8 – Seniority List
22. The Government has Sheet Metal listed as Aircraft Mechanic II and Aircraft Mechanic I, however the CBA has a specific labor category, Aircraft Sheetmetal Mechanic. Will the Government please confirm that the positions for these Sheetmetal Mechanics are actually Aircraft Mechanic I and II and not the CBA category Aircraft Sheetmetal Mechanic?
a. The schedule has been updated to allow for the proposal of each separate position.
23. What is the CBA current employer split portion for medical, dental, and vision? The CBA only provides the employee contribution totals, not the employer contribution percentages or dollar value.

24. A newer SCLS WD schedule revision 24 is available. Should Offerors refer to the newest prevailing wage determination or should we use the one issued with the proposal?
a. Please use the WD that is currently posted with the solicitation.
25. The Government has requested the pricing or scaffolding in the proposal but this seems to contradict section 6.1. Please clarify that it is the Government’s intent for offeror’s to include this amount in the proposal? Additionally, the quantity calls for 4 items, but is this 4 full sets or individual sections such as tail stands/mezzanines, etc.
a. Scaffolding has been changed on the schedule to reflect to be determined (TBD) for the unit price and total price. Section 6.1 of the SOW is accurate. On an as needed basis, the USCG will provide notice via written RFQ for scaffolding. Additional information will be provided at the time of the RFQ to include but not limited to type of scaffolding and dimensions. Due to the TBD nature of this CLIN, scaffolding will no longer be an evaluated factor for this solicitation.
26. Can ALC provide historical labor hours worked in previous periods (months or years) and if possible by position?
a. No, the Government is not providing historical data.
27. Can you provide the headcount for the current contractor staff?
a. See Attachment 8 – Seniority List
28. Why does the amount of hours in Attachment 2 not match the amount of hours in Attachment 3?
a. As stated in section 1.2.2 of the SOW, the estimated hours do not include OT/DT hours, therefore that’s why the total hours do not match.
29. According to paragraph 1.2.3 the estimated labor hours are subject to change. Can the Government please provide the notification period for increase or decrease in labor hour requirements and our full-time positions.
a. As stated in paragraph 1.2.3 of the Statement of Work, if the USCG requires changes to either the skill mix or the estimated labor hours, the Contracting Officer will notify the Contractor and negotiate the changes. The notification period may vary to meet the USCG’s requirements.
30. Can the Government provide a detailed list of GFP as described in Section 11.
a. No, the Government does not anticipate release of a detailed listing for all GFP. As indicated in Section 11 of the Statement of Work, The Government will furnish all facilities, tooling, equipment, information, documentation, data, and specifications required for the performance of this contract, except for items listed in 12.1.1. All items will be provided to the Contractor at no charge.
31. Is the Contractor required to have an AS-1900 or ISO-9001 certification as support to its Quality Control and Continuous Improvement processes? Can this substitute the Quality Control manual listed in the SOW?
a. No, Contractors are not required to have a AS-1900 or ISO-9001. This cannot be a substitute to the Quality Control manual.
32. Do you expect any changes to the existing CBA upon a different Contractor, other than Amentum, post award?
a. The Government does not have oversight of the CBA. The CBA is effective February 5, 2022 through February 4, 2027. Any changes to the CBA would be between the Contractor and the Union.
33. Is there any restriction on interviewing and offering jobs to the incumbent personnel if our company is awarded the contract?
a. The Government cannot make this determination. Reference the answer to question 34 for a timeline of when the awardee can expect to receive a list of employee names and positions onsite at ALC under this contract.
34. Upon contract award, when can the awardee expect to receive a list of employee names and positions onsite at ALC under this contract?
a. Please reference FAR 52.222-41(n).
