1. How often does the paint request occur?

a. Section 5.0 of the Statement of Work (SOW) covers Paint and Section 5.10 covers Delivery Schedule. This outlines what a request would look like from a time perspective. On the schedule, there is an estimated quantity of four (4) each for De-Paint and Paint. Each aircraft will receive a De-Paint and Paint. Each aircraft will go to the paint facility twice, once for De-Paint and once again for Paint.

2. Who are the authorized paint vendors?

a. As long as the Contractor/Subcontractor and their facility meet all of the requirements listed in section 5.0 of the SOW they are authorized.

3. We would like to confirm if the Government will accept past performance information from Offeror’s subcontractors as well. If so, could you please clarify the number of relevant contracts (references) required/allowed from both the Prime Offeror and Subcontractor?

a. The Government will not accept past performance information from the Offeror’s Subcontractors. In accordance with Attachment 1 – Terms and Conditions, Instructions to Offerors – Commercial Products and Commercial Services, Section ii Past Performance, Offeror’s shall provide completed Past Performance Questionnaires (Attachment 7) for three (3) relevant contracts (references) completed within the preceding five (5) year period.

4. Who covers the cost of transport of the aircraft to paint locations?

a. The USCG covers the cost of transport of the aircraft. This has been added to Section 5.0 of the SOW. Change is highlighted.

5. Isn’t Juneteenth now a federal holiday? Will you not be honoring that holiday?

a. Juneteenth is a federal holiday and is honored by the USCG. IAW SOW Section 13.4 Federal Holidays, Juneteenth is listed as one (1) of the eleven (11) federal holidays.

6. Will submission of the completed and approved DD2345 for both the Prime and the Subcontractor satisfy the requirement?

a. The submission of the DLA’s Joint Certification Program is the DD2345. Only the DD2345 for the Prime is needed. We have amended the Terms and Conditions to include that the Government needs proof of the DD2345 at time of proposal. Change is highlighted.

7. (Reference Attachment 2 – Schedule of Services) For row 35 (Aircraft Mech II Sheet Metal) and row 104 (Supply Technician 2nd Shift) the hours in column D (1912) do not match the FTE calculation of column F (0). Should the FTE calculation for these two rows, be equal to “1”?

a. FTE calculations have been updated on the schedule. Changes are highlighted.

8. (Reference SOW 1.2.2) These labor hour estimates do not strictly match the labor hour estimates in Attachment 2 – Schedule of Services. Which estimate should the pricing and management approach be based off of?

a. Pricing and management approach should match what was originally on the Schedule of Services. Changes to the SOW have been made and are highlighted.

9. (Reference SOW 5.0) What is meant by co-located? Can the sub-contractors facility be in another state or does it have to be within a certain number of air miles from the Aviation Logistics Center?

a. The paint facility must be co-located with a qualified airport, either at the contractor facility or a subcontractor facility in the Continental US. This does not have to be located within a certain number of miles from ALC.
