About this file
This is a Questions and Answers document for USCG Solicitation #70Z036-26-Q-PESTCONTROL083, published June 17th, 2026, addressing clarifications on the government's monthly pest control services requirements across multiple locations in South Carolina, Georgia, and Florida. The document resolves 23 questions from potential offerors regarding service scope, frequencies, licensing requirements, emergency response timelines, and facility-specific details. Key clarifications include: all pest control services are to be conducted monthly (not bi-monthly) at Base Charleston locations; laboratory testing types and frequencies will be determined based on unit requirements and state regulations; emergency pest removal must occur within 8 hours of notification, though timelines may be adjusted per unit procedures and state labor regulations; termite treatment scope is subject to unit discretion and state regulations; mixing and storage of pesticides must occur off-site, with mobile or permanent facilities determined by state regulatory compliance; and all on-site personnel performing pest control work must maintain current licenses and certifications regardless of prime contractor or subcontractor employment status. The government also confirmed this is a new contract with no incumbent contractor, corrected facility information for USCG Air Facility Charleston (located at 3001 Transatlantic Way, Johns Island, SC 29455 with only one building serviced, not six), and updated the Pest Unit Table on SAM.gov to reflect all changes. Wage determinations for South Carolina, Florida, and Georgia locations are available on SAM.gov, and Service Contract Act compliance applies to this acquisition.

USCG Pest Services Solicitation # 70Z036-26-Q-PESTCONTROL083
Questions and Answers Published: June 17th, 2026
Question 1. Missing Wage Determinations: The solicitation package currently includes Wage Determination No. 2015-4427 for South Carolina (Berkeley, Charleston, and Dorchester counties). Could the Government please provide the applicable Service Contract Act (SCA) Wage Determinations for the specific performance locations in Florida and Georgia to ensure accurate labor pricing?
**Answer: All Wage Determination forms have been attached to the solicitation on SAM.gov Question 2.Definition of Laboratory Testing: The Work Statement (Section A) specifies that the contractor shall provide all "laboratory testing". Could the Government clarify the specific types of laboratory tests anticipated (e.g., pathogen identification, soil/water testing, or pesticide resistance analysis) and the expected frequency of such tests?
**Answer The types and frequency of laboratory testing may vary based on unit requirements and applicable state regulations. Specific tests and intervals will be determined in accordance with operational needs and regulatory guidance.
Question 3. Conflict in Service Frequency: The Statement of Work (Section A) specifies that the contractor shall provide "monthly-Pest Control". However, the attached spreadsheet identifies the program for Base Charleston units as "BI-Monthly." Could the Government clarify if the requirement for Base Charleston is for six or twelve scheduled visits per year.
**Answer: Bi-Monthly has been removed, all service will be conducted “MONTHLY” This has been updated and posted on the Pest Unit Table found on Sam.gov Question 4. Scope of Termite Treatment: The SOW generally addresses "all insect and rodent issues". However, the spreadsheet specifically lists "Termites" for Base Charleston and Station Brunswick. Please clarify if the fixed-price monthly service includes active subterranean termite mitigation, annual inspections, and termite bonds, or if the scope is limited to general household pests.
**Answer: The scope of termite treatment is subject to unit discretion and may be influenced by state regulations. Details regarding inclusion of subterranean termite mitigation, inspections, or termite bonds will be clarified based on local requirements and contractual guidelines.
Question 5. Emergency Response Response Window: The SOW requires an emergency response for pest removal within 8 hours of notification. If a notification is received near the end of the standard business day (e.g., 3:00 PM on a Friday), does the 8-hour window extend into after-hours/weekends, or does it resume at 8:00 AM on the following business day?
**Answer Emergency response timelines may be adjusted according to unit procedures and state labor regulations. After-hours and weekend response expectations will be determined in alignment with operational policies and regulatory constraints.
Question 6. Pest Prevention Education Program: The SOW requires a "continuous pest prevention education program" for various personnel. Does the Government have a preferred format (e.g., on-site briefings, digital webinars, or printed educational materials) and a required frequency for these sessions?
**Answer The format and frequency of pest prevention education programs are at the discretion of each unit and may be guided by state or local requirements. Preferred methods and schedules will be communicated as appropriate.
Question 7. Mixing and Storage Logistics: The SOW mandates that all mixing and storage of pesticides be performed off the installation. Given the geographical spread of the units across three states, will the Government allow for the use of mobile mixing units on contractor vehicles, or must all chemicals be prepared at a permanent off-site facility prior to arrival at each unit?
**Answer Mixing and storage logistics are subject to unit and state regulatory requirements. The use of mobile mixing units or permanent off-site facilities will be determined based on compliance with applicable regulations and operational needs.
Question 8. Base Charleston Admin Building Location: The spreadsheet lists an Admin Building starting service on September 1, 2026, with the address marked as "TBD". To support accurate travel and mobilization pricing, can the Government provide a general vicinity or zip code for this location?
**Answer: the address has been added the Pest Unit Table found on Sam.gov “2301 South Hobson Ave. North Charleston, SC 29405” Question 9. Licensing Requirements for Non-Local Primes: The SOW states the "contractor will be responsible for ensuring that the licenses/certificates... are kept current". If the Prime Contractor provides management and compliance oversight while utilizing subcontractors for on-site execution, is it acceptable for the on-site licenses to be held by the subcontractor's employees, provided the Prime maintains verification of their currency?
**Answer: Licensing and certification requirements are subject to unit discretion and must comply with all applicable state regulations. Generally, it is expected that all personnel performing on-site work possess the necessary current licenses or certifications, regardless of whether they are employed by the prime contractor or a subcontractor. The prime contractor is typically responsible for ensuring verification and compliance. However, final determinations regarding acceptable arrangements will be made in accordance with unit policy and relevant state regulatory guidance.
Question 10. Incumbent Contractor: Could you please confirm whether there is a current incumbent for this contract? If so, we would appreciate it if you could share the associated Purchase Order number and the total contract value.
**Answer: This is a new contract, no incumbent.
Question 11: AMT1 S. Garrison LaBarre (Station Keeper, USCG Air Facility Charleston, 854-803-2004) replied this morning that the Pest Unit Table entry currently labeled "Air Facility Savannah - 2744 Fort Trenholm Rd, Johns Island, SC" is actually:
· Unit name: USCG Air Facility Charleston (not "Air Facility Savannah")
· Answer: The name of that location has been changed to “Air Facility Charleston”
· Address: 3001 Transatlantic Way, Johns Island, SC 29455 (USPS-assigned, not 2744 Fort Trenholm Rd)
· Answer: 3001 Transatlantic Way, Johns Island, SC 29455 is the correct mailing address and location, however Google maps currently does not pinpoint the correct location when navigating to the site from that address. The best way to locate that location on Google is to search “US Coast Guard Air Facility Charleston” Apple maps and Waze both have the correct address listed.
· Buildings serviced: ONLY 1 building at this site (not 6). Per AMT1 LaBarre, the remaining 5 buildings the table associates with "Air Facility Savannah" are actually located at Base Charleston (196 Tradd St + 1050 Register St).
· Answer: At the location listed under “Air Facility Charleston” has been updated with the correct building amount, square footage and acreage.
