About this file
This is a Questions and Answers document for Solicitation #70Z03626Q0038, a U.S. Coast Guard renovation project at the Industrial Production Facility in Atlantic Beach, Florida, published June 22, 2026. The solicitation covers office, locker room, and restroom (head) renovations across three spaces totaling 394 square feet (100 sq ft office, 150 sq ft breakroom, 144 sq ft head). The 60-day performance period permits contractors to sequence work phased or simultaneously, with weekend work acceptable upon 72 hours' advance notice. All facility access requires official government identification.
The work scope includes installation of 11 LED fixtures (Buy American Act compliant), a 3,800W water heater, HVAC diffusers (2 return with 4-inch necks, 6 supply with 10-inch necks, 2 return air filter grids with 10-inch necks), 3 partition panels, replacement of one waterless urinal with a flushable unit, painting of doors and frames, and electrical work supporting the LED fixtures and water heater. The existing electrical panel is expected adequate but contractors must verify during site assessment and include electrical upgrade options if needed. Existing showers, wall tile, and switches will remain unchanged. The contractor may require a dedicated Triple Hat Superintendent/Quality Control/Site Safety and Health Officer for supervision. A hazardous materials survey has been completed; encapsulation is the preferred remediation approach for identified materials (asbestos, lead, mold), with abatement beyond encapsulation addressed through contract modifications. Temporary lighting is the contractor's responsibility if needed. Ceiling heights are 92½ inches in the office and 98 inches in the restroom. The document includes site photographs showing existing floor conditions and ceiling/lighting fixtures.

OƯice and Locker Room Renovation at USCG Industrial Production Facility Atlantic Beach, FL
Solicitation # 70Z03626Q0038
Questions and Answers Published: June 22, 2026
1. Hazardous Materials Testing Does the owner have existing hazardous materials survey reports (asbestos, lead, and 1mold), or is the contractor required to perform all necessary pre-demolition testing as part of the base bid?
Answer: A new hazardous materials survey was recently completed. The updated report will be provided to the awarded contractor after contract award. Contractors should prepare their bids accordingly and may be required to perform additional testing if the report does not cover all areas of work.
2. Electrical Capacity Is the existing panel adequate for the new 3,800W water heater and 11 LED fixtures, or should electrical upgrades be included in the proposal?
Answer: The existing panel is expected to be adequate for the new 3,800W water heater and 11 LED fixtures; however, the contractor should verify this during the site assessment. Since our electricians have not been able to confirm the panel capacity, contractors are advised to include an option for electrical upgrades in their proposal if required.
3. If hazardous materials are identified in survey reports (e.g., asbestos, lead, or mold), is a contingency budget available for remediation via Change Orders, or should contractors include worst-case remediation costs in their base bid?
Answer: If hazardous materials such as asbestos, lead, or mold are identified, the preferred approach is encapsulation, including for flooring tile. Contractors should not include worst-case remediation costs in their base bid. Any required remediation beyond encapsulation will be addressed via Change Orders, subject to approval by the Contracting OƯicer.
4. HVAC DiƯusers Section 2.1.1.D provides no quantity, size, or specs for diƯusers. Please confirm the number of diƯusers per space and whether ductwork modifications are within scope.
Answer: The project requires 2 return diƯusers with 4-inch necks, 6 supply diƯusers with 10-inch necks, and 2 return air filter grids with 10-inch neck sizes. Contractors should verify quantities and sizes during the site assessment. Ductwork modifications are not anticipated to be within scope unless required to accommodate the new diƯusers; if modifications are necessary, they should be identified and included as an option in the proposal.
5. Partition Quantity and Layout Please confirm the total number of partition panels and locker room layout dimensions to allow accurate material and labor pricing per Section 2.1.1.F.
Answer: The project requires a total of 3 partition panels. The locker room measures approximately 144 square feet.
6. Work Sequencing Must all three spaces be taken oƯline simultaneously, or is phased access permitted? This aƯects crew sizing, material staging, and scheduling within the 60-day performance period.
Answer: Contractors may choose their preferred sequencing approach. A phased approach or taking all spaces oƯline simultaneously is acceptable, as long as all work is completed within the 60-day performance period.
7. Is it possible to work on weekends?
Answer: Weekend work is not required, but it is acceptable with at least 72 hours’ advance notice to ensure personnel are available on base.
8. Could you please confirm whether facility access is restricted to U.S. Citizens and Permanent Residents, or if individuals holding valid work visas are also eligible to access the site?
Answer: Individuals must have an oƯicial government ID.
9. Please confirm the space areas (sqft) for all rooms included in the remodeling plan.

11. Will new lights need to be dimmable?
Answer: No, the new lights do not need to be dimmable.
12. Will temp lighting be required in the workspace?
Answer: Temporary lighting is not required by the government. If contractors need temporary lighting to complete the work, it is their responsibility to provide it.
13. Will lights be required to be BAA compliant? If lights are required to be BAA compliant, the 60-day completion timeline will not be feasible due to low availability of BAA lights.
Answer: Yes, the lights are required to be Buy American Act (BAA) compliant. Vendors who anticipate diƯiculty meeting the 60-day completion timeline due to material availability are encouraged to submit their concerns by the solicitation deadline. The government will review all feedback and consider an amendment to extend the period of performance if warranted.
15. It was discussed at the site walk through, that the existing shower is to remain and the contractor has no work in that area. Please confirm.
Answer: Yes, the existing shower will remain. The contractor has no work in that area.
16. Will the doors and frames be painted?
Answer: Yes, the doors and frames will be painted.
18. The SOW paragraph 2.1.1.A requires the contractor to complete a hazardous material test of the work areas. If testing is completed and hazardous material is identified will the Government issue the Contractor a Modification to the contract to complete the abatement of the hazardous material?
Answer: If hazardous materials such as asbestos, lead, or mold are identified, the Government’s preferred approach is encapsulation, including for flooring tile. If abatement beyond encapsulation is required, the Government will issue a contract modification as necessary to address the remediation.
