The contractor must also remove and replace all cove base and baseboards (4-inch cove base preferable, 6-inch acceptable with pre-approval), provide subfloor preparation and inspection, coordinate with other contractors performing concurrent renovations, supply flooring samples for color/pattern selection, provide 10% attic stock for future maintenance, and supply manufacturer maintenance materials and guidelines. The contractor assumes all responsibility for subfloor preparation including inspections, skim coat layers, bead blasts, scarification, and repairs to ensure proper flooring installation.
The contract period of performance is 60 days from award, including 15 days for submittal and color/finish selection. The onsite representative is CWO Jason Smith (Jason.M.Smith@uscg.mil), and contractors must arrange pre-bid site visits to verify existing conditions. Work shall be performed generally between 7:00 a.m. and 4:00 p.m. Eastern Standard Time, Monday through Friday (except Federal holidays), though coordination with the onsite representative is required for work outside normal business hours. The contractor must furnish all facilities, materials, equipment, labor, and services; provide a qualified on-site supervisor fluent in English; ensure all personnel are U.S. citizens or legal permanent residents; maintain continuity of staffing; comply with all government regulations and policies; and comply with all local, state, and federal environmental and hazardous waste regulations with proper documentation. A 12-month warranty for parts and labor is required in addition to the manufacturer's warranty, and the contractor has 10 business days to correct any rejected deliverables.

STATEMENT OF WORK (SOW)
FOR
USCG Station Brunswick Replace Finished Floors
1.0 GENERAL
The US Coast Guard (USCG) is seeking a qualified contractor to perform a flooring replacement project at USCG Station Brunswick, 2 Conservation Way, Brunswick, Georgia. Station Brunswick is a working Coast Guard Unit and will remain open during the project.
Any dimensions or specifications provided in this statement of work or associated enclosures are approximations only. Bidders are responsible for visiting the site to field-verify existing conditions and determine actual dimensions and the nature of the work required. Failure to visit the site does not relinquish the bidder from determining the extent and scope of the work required and estimating the difficulty and cost to complete the project.
The USCG Sector Charleston Facility Engineering Officer, CWO Jason Smith, will be the USCG’s Onsite Representative for this project.

2.0 BACKGROUND
The finished flooring in various spaces at Station Brunswick has reached the end of its service life and must be replaced.
3.0 OBJECTIVES
Remove and dispose of old finished flooring and install new replacement finished flooring in select spaces at Station Brunswick.
Coordinate and expedite work to minimize the amount of time Coast Guard personnel will be displaced due to this project.
4.0 DOCUMENTATION
Enclosures (1) contains details including the approximate square footage and floor plans highlighting spaces that are included in this project.

5.0 SCOPE
1. The Contractor shall provide all labor, materials and equipment necessary to fulfill the requirements of this contract.
2. This project includes the removal & disposal of the existing finished flooring (carpet, linoleum tile, laminate flooring, etc.), and the installation of new luxury vinyl plank (LVP) flooring in all spaces listed for each option.
3. The Contractor shall provide the Onsite Representative with a selection of samples of new LVP flooring with a variety of colors and patterns for the USCG to choose from. Selection samples shall include manufacturer’s cut sheets, literature, and product specifications.
4. All Luxury Vinyl Plank (LVP) flooring used in this project shall meet the following minimum requirements:
a. Buy American Act Compliance: All flooring and related materials must be compliant with the Buy American Act, as specified in FAR 52.225-9.
b. Product Line: Product shall be from a nationally recognized manufacturer’s current, first-quality running line of offerings. Surplus, overstock, or discontinued products are not acceptable.
c. Technical Specifications: The LVP must be commercial grade, low-VOC, waterproof, dimensionally stable, and feature a wear layer of at least 30 mil.
d. Warranty: The manufacturer shall provide a commercial warranty of at least twenty years covering product defects.
e. Manufacturer Qualifications: The flooring manufacturer must have a minimum of 10 years of experience in the production of commercial LVP flooring, be financially sound, provide dedicated technical support for their products, and be capable of meeting project delivery timelines without defects.
5. Install new LVP flooring in the areas listed in enclosure (1). The flooring installation method must be suitable for commercial-grade applications, i.e., flooring must be glued down for commercial-grade installations vs. floating installation for light-commercial or residential installations. Isolate the area of installation from the rest of the building and take care to contain all dust and fumes. Perform all work by manufacturer's approved installers, in accordance with the manufacturer's printed instructions.
Depending on the timing of contract award and execution, several spaces in the work area for this project may be undergoing renovations by other contractors, and these renovations will include the installation of floor tile in areas immediately adjacent to the areas that will be receiving new LVP flooring. Close coordination with

the onsite Coast Guard representatives and other contractors will be required to ensure that both projects can proceed without undue interruption, and that the transition between the tile floor and LVP floor is completed in a professional manner.
6. Remove and replace all cove base and baseboards in all areas included in this project. The Contractor shall provide a selection of materials and colors for the Coast Guard to choose from; 4-inch cove base is preferable, but 6-inch cove base may be acceptable in certain cases, to be pre-approved on a case-by-case basis by the onsite representative. Approval of the use of a 6-inch cove base does not constitute approval of an increase in the cost of the contract. Any changes that will result in a price increase must be approved by the Contracting Officer. The joint between the new finished floor and new or existing baseboards or cove base shall be joint-tight with no gaps. Cove base installed in or around corners will be neat and firmly attached to the wall with no bulges or gaps. Full length pieces of cove base will be used wherever possible; cove base will not be pieced together, and small scrap pieces of cove base are not to be used.
7. Quality Assurance: The Contractor shall assure the product is appropriate for the application and environment in which it is to be installed, and that the product is merchantable for service, free of any visible and latent defects, and will perform for the purpose for which it is intended without compromise. New flooring will be brought on site and allowed to acclimate in accordance with manufacturer’s recommendations prior to installation. The installation of flooring and cove base will be neat and professional, with no visible gaps or cuts. If gaps are present, the defective flooring must be removed and replaced vs. filling the gaps with caulk.
8. Attic Stock: The Contractor shall provide a minimum of 10% total quantity of new flooring to the local maintenance staff for future replacement or patching. Attic stock shall be from the same lot and in unopened original packaging with exact matching type, size, pattern, and color.
9. Maintenance: The Contractor shall provide manufacturer’s maintenance materials, information, and guidelines for product after installation.
10. This project also includes all sub-floor preparation to ensure a professional and durable installation of the new flooring.
The Contractor assumes all responsibility for the preparation of flooring, including any inspections, skim coat layers, bead blasts, scarification, etc. of the exposed subfloor, and any other preparation that is required. The Contractor shall be responsible for ensuring appropriate subfloor preparation and condition of the subfloor prior to installation of new flooring products.
Do not install new flooring on surfaces that are unsuitable and will prevent proper installation. All substrate to receive new flooring shall be clean and dry and free of any compromising conditions that would prevent or hinder the installation of the flooring. Prepare subfloors in accordance with flooring manufacturers and adhesive

manufacturers recommended instructions to ensure the proper installation of the new finished flooring. Repair holes, cracks, depressions, or rough areas using material recommended by the flooring or adhesive manufacturer. Free floor of any foreign materials and clean. Submit one copy of the manufacturer's printed Installation instructions for the flooring, including surface preparation, and recommended adhesives to the Onsite Representative.
11. Incidental work items not specifically listed in this scope, but necessary to complete the project shall be included. Examples include, but are not limited to patching holes and leveling sub-floors; removal, replacement, and installation of cove base, moldings, or trim; installing thresholds and transition strips at doorways or areas where two different finished floors meet; etc.
6.0 COORDINATION
USCG Station Brunswick is a working military installation that is operational 24 hours per day, 7 days per week. Close coordination with the Onsite Representative and Station personnel will be required to expedite completion of this project and minimize disruption to Station operations.
7.0 WASTE DISPOSAL
Upon completion of work the Contractor shall guarantee the site is cleaned and ready for final inspection before turning back over to USCG personnel. All debris caused from the project shall be removed from government property and disposed of at the Contractor’s expense in accordance with all local, State, and Federal regulations. The Contractor shall not use Coast Guard dumpsters or any waste receptacles for disposal of debris.
The Contractor shall comply with all local, State, and Federal environmental regulations dealing with the generation, management, storage, and disposal of solid, toxic, and hazardous wastes. The Contractor shall ensure that all wastes are properly containerized, labeled & placarded, managed, tested, stored, documented/manifested, transported, and disposed of in accordance with all applicable regulations.
The Contractor shall provide the Onsite Representative with signed and fully executed originals of all hazardous waste profiles, test results, hazardous waste manifests and/or other shipping papers, and all other required documentation.
8.0 HAZARDOUS MATERIAL/WASTE
The Contractor shall ensure that all hazardous waste generated by this project is disposed of in accordance with all local, state, and federal laws and regulations. The Contractor is responsible for preparing all disposal and shipping documentation/manifests, and container labeling, and shall provide copies of this documentation to the Onsite Representative.

9.0 WARRANTY
Provide manufacturers’ standard performance guarantees or warranties including minimum twenty-year commercial wear warranty. In addition to any manufacturer’s warranty, the Contractor shall provide a written warranty for all parts and labor for a period of 12 months from the date of project completion/USCG acceptance of work. The Contractor shall, at no additional cost to the government, make necessary replacements and/or repairs due to defective installation or unsatisfactory workmanship that becomes apparent within 12 months of the installation completion date.
10.0 SUBMITTALS
The Contractor shall provide the Onsite Representative with:
a) A selection of samples with a variety of colors and patterns of new LVP flooring for the USCG to choose from. Selection samples shall include manufacturer’s cut sheets, literature, and product specifications.
b) One copy of the manufacturer's printed Installation instructions for the flooring, including surface preparation, and recommended adhesives.
c) Attic Stock: Contractor shall provide a minimum of 10% total quantity of new flooring to the local maintenance staff for future replacement or patching. Attic stock shall be from the same lot and in original unopened packaging with exact matching type, size, pattern, and color.
d) Manufacturer’s maintenance materials, information, and guidelines for product care after installation.
e) Signed and fully executed originals of all hazardous waste profiles, test results, hazardous waste manifests and/or other shipping papers, and all other required documentation. The Contractor shall submit a copy of the waste shipment records within one day of the shipment leaving the project site.
f) Copies of the manufacturer’s warranties as well as their own written warranty.
11.0 PERIOD OF PERFORMANCE
The contract period of performance is 60 days from the award of contract. This includes 15 days for submittal and selection/approval of color and finish options.
12.0 OPTIONS
The BASE OPTION is to replace the finished flooring in select spaces on the second and third floors at Station Brunswick. See enclosure (1) for a list of spaces, approximate dimensions, and floor plans highlighting spaces that are included in this project.

14.0 HOURS OF OPERATION
Contractor employees shall generally perform all work between the hours of 7:00 am and 4:00 pm Eastern Standard Time, Monday through Friday (except Federal holidays).
However, there may be occasions when Contractor employees shall be required to work other than normal business hours, including weekends and holidays, to fulfill requirements under this SOW. The Contractor shall coordinate with the Onsite Representative for all work performed outside normal business hours.
15.0 GOVERNMENT FURNISHED RESOURCES
The Government will provide all utility services required in the performance of this contract, including normal amounts of electricity and water. Electrical power is provided at existing outlets for the Contractor to operate equipment necessary in the performance of work. Hot and cold water is provided at existing sinks and outlets limited to the normal water capacity of the building. No special heating or cooling of water will be provided.
The government will not furnish any other resources to the Contractor in support of this contract.
16.0 CONTRACTOR FURNISHED PROPERTY
The Contractor shall furnish all facilities, materials, equipment, labor, and services necessary to fulfill the requirements of this contract.
17.0 CONTRACTOR PERSONNEL
The Contractor shall provide personnel with the following minimum capability:
On-site supervisor must have the ability to read, write, clearly speak, and understand English.
All Contractor personnel shall be citizens of the United States (U.S.) or legal residents who have been lawfully admitted for permanent residence into the U.S. The Contractor shall obtain signed statements from all employees and potential employees to be assigned work under this contract attesting they have been informed of these restrictions.

All Contractor personnel shall be in good health, free of any communicable diseases, and not under the influence of alcohol or drugs while performing work at this facility.
Any necessary medical certificates, exams, and treatments are at the expense of the Contractor.
The Contractor shall provide a list of names of all on-site workers to the USCG for access to the facility.
All Contractor personnel shall present valid ID to the watch stander at the entrance to the base.
18.0 QUALIFIED PERSONNEL
The Contractor shall provide qualified personnel to perform all requirements specified in this SOW.
19.0 CONTINUITY OF SUPPORT
The Contractor shall ensure that the contractually required level of support for this requirement is maintained at all times. The Contractor shall ensure that all contract support personnel are present for all hours of the workday. If for any reason the Contractor staffing levels are not maintained due to vacation, leave, appointments, etc., and replacement personnel will not be provided, the Contractor shall provide e-mail notification to the Onsite Representative prior to employee absence. Otherwise, the Contractor shall provide a fully qualified replacement.
20.0 EMPLOYEE CONDUCT
There shall be no smoking, vaping, or tobacco use in any Coast Guard building. These activities are permitted only in designated smoking areas.
Contractor’s employees shall comply with all applicable Government regulations, policies, and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of DHS uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure Contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States or the Department of Homeland Security. The Contractor shall ensure that Contractor employees or subcontractors understand and abide by Department of Homeland Security established rules, regulations and policies concerning safety and security.
21.0 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS
The Government may, at its sole discretion (via the Contracting Officer*), direct the Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will

provide the Contractor with a written explanation to support any request to remove an employee.
22.0 GOVERNMENT ACCEPTANCE PERIOD
The Onsite Representative will review any deliverables prior to acceptance and provide the contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the Onsite Representative will send an e-mail to the Contractor notifying it that the deliverable has been accepted.
The Onsite Representative will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the Onsite Representative of the specific reasons for rejection.
The Contractor shall have 10 business days to make corrections and redeliver.
