About this file

This is a Memorandum for Record documenting the cancellation of a federal solicitation and determination of unreasonable pricing. The solicitation number 70Z03326QSEAT0004 was issued for the ANT Coos Bay Front Gate replacement project located in Charleston, Oregon. The requirement consisted of installing a high-security, 24-foot motorized cantilever vehicle gate and 75 linear feet of commercial-grade chain link fencing.

The Government conducted independent market research and obtained an informal quote from a local Coos Bay vendor after identifying a severe price discrepancy between the responsive offers received and the government estimate. The comparative analysis revealed that the offeror's proposed costs across all major categories—including materials, gate hardware, electrical work, and labor—far exceeded standard local market rates and prevailing wage requirements. A technical review confirmed the use of standard commercial materials, which did not justify the significant price premium. On June 22, 2026, the Senior Field Contracting Officer determined the proposed price fundamentally unreasonable and not in the best interest of the Government. As a result, the Lowest Price Technically Acceptable (LPTA) solicitation was canceled. The point of contact for this matter is Contracting Officer Shawn Jenkins.

MEMORANDUM FOR RECORD

SUBJECT: Cancellation of Solicitation and Determination of Unreasonable Pricing for 70Z03326QSEAT0004 (ANT Coos Bay Front Gate Replacement)

1. BOTTOM LINE UP FRONT (BLUF)

The Lowest Price Technically Acceptable (LPTA) solicitation for the ANT Coos Bay Front Gate replacement (70Z03326QSEAT0004) is hereby canceled. The responsive oƯers received proposed a firm-fixed-price that the Government has determined to be unreasonable and not in the best interest of the Government.

2. BACKGROUND

The Government issued a solicitation for the installation of a high-security, 24-foot motorized cantilever vehicle gate and 75 linear feet of commercial-grade chain link fencing at ANT Coos Bay (Charleston, OR).

3. EVALUATION OF OFFERS AND MARKET RESEARCH

Upon review of the proposals, the Contracting OƯice noted a severe price discrepancy compared to the government estimate. To validate current market rates, the Government conducted independent market research and obtained an informal quote from a local vendor based in Coos Bay, OR.

A comparative analysis demonstrated that the oƯer’s proposed pricing was not comparable to the local market quote. The vendor's proposed costs across all major categories—including materials, gate hardware, electrical work, and labor—far exceeded standard local market rates and prevailing wage requirements. A technical review of the proposal confirmed the use of standard commercial materials, which did not justify the significant premium over expected market costs.

4. DETERMINATION

In accordance with FAR requirements to obtain fair and reasonable pricing, the Senior Field Contracting OƯicer (SFCO) has determined that the oƯeror’s proposed price is fundamentally unreasonable. The Government cannot justify an award based on the submitted proposal.

5. PATH FORWARD

The current LPTA solicitation is canceled.

6. Point of Contact is the undersigned.

Shawn Jenkins Contracting OƯicer
