About this file
This is a Questions and Answers document addressing inquiries regarding a Blanket Purchase Agreement (BPA) solicitation for Enterprise Security System (ESS) services at U.S. Coast Guard facilities in the Southwest District, with the initial Task 1 project focused on Sector Humboldt Bay, McKinleyville, California.
The solicitation establishes an unpriced BPA with anticipated awards of up to three agreements, though the government reserves discretion to award more or fewer. The initial Task 1 project requires contractors to conduct a comprehensive on-site survey and develop an ESS Security Plan at Sector Humboldt Bay, with a firm-fixed-price based on estimated labor for the site survey and deliverable development. Task 1 pricing must include all survey and planning costs but exclude hardware, equipment, or installation materials. Proposals are limited by 9 megabyte file size and must be submitted by July 30, 2026 at 5:00 PM EDT. Facility-specific locations, building sizes, device quantities, and existing system information will be provided at individual order level and are not required for initial BPA pricing. The government will not provide existing floor plans, system drawings, or camera location maps due to the legacy nature of systems; however, a single coordinated pre-proposal site visit will be held at Sector Humboldt Bay for all interested offerors, with access controlled and escorted by Coast Guard personnel. All proposed PACS (Physical Access Control System) solutions must be listed on the GSA FIPS 201 Approved Products List and compatible with the existing ESS at Coast Guard Base Alameda for future integration. The specific make, model, and technical details of the existing ESS at Alameda are not provided in solicitation documents but will be verified during Task One site survey. Individual BPA orders will be competed among multiple BPA holders, and insurance requirements will be added per FAR Part 28. Offers must include pricing, technical capability narrative, and past performance information as detailed in the contract opportunity description.

Answer: The government anticipates awarding up to three BPAs. This number is an estimate; there may be more or less BPAs awarded at the discretion of the government.
17. The proposal requirements in the SOW lists out responding to Task #1: without a site visit nor qualifications for the site current requirements standard for all respondents, what is the USCG anticipating for an actual response for the Task 1 pricing and design?
Answer: As noted in previous responses, a pre-proposal site visit will be conducted. For Task 1, oƯerors are expected to propose a firm-fixed price based on the estimated labor eƯort required to conduct the site survey and develop the deliverables outlined in SOW Section 2.1, along with their technical methodology.
18. Will a site visit be oƯered for the Sector Humboldt Bay ESS Security Plan pricing exercise?
19. Will the Government provide existing drawings, equipment lists, current ESS information, site maps, photos, or other documentation for Sector Humboldt Bay?
