About this file
This document is a Blanket Purchase Agreement (BPA) Terms and Conditions for the U.S. Coast Guard, Base Alameda. The BPA is administered by the Coast Guard's P&C Department at Coast Guard Island, Building 42, Alameda, California, with contract administration handled by Mr. Shawn Jenkins (Procuring Contracting Officer/Administrative Contracting Officer) and Mr. Jesse Yutig (Contract Specialist/BPA Administrator). The agreement is unpriced, with prices negotiated at the individual order level. Orders must range from a minimum of $100 to a maximum of $99,000, with the Coast Guard anticipating approximately one call per month, though this is an estimate only and does not guarantee work or obligate funds—only issued BPA orders obligate funds.
The BPA is valid for 12 months and may be extended for additional 12-month periods if continued need exists. Individual orders above $2,500 are issued by warranted Contracting Officers on Optional Form 347 and processed through the Invoice Processing Platform (IPP) at https://www.ipp.gov/, while orders below $2,500 are processed via Government Purchase Card with invoices submitted directly to the ordering official. The contractor must maintain active SAM registration throughout the agreement duration and provide workers' compensation insurance with at least $100,000 employer's liability coverage, bodily injury liability of at least $500,000 per occurrence, and automobile liability of at least $200,000 per person and $500,000 per occurrence for vehicles operated in the United States. Either party may cancel the agreement with 30 days' notice, and individual order performance periods may extend no more than 12 months past the BPA ordering period's end date.

This agreement shall be valid for 12 months. Orders against this agreement may be placed at any time during that period. At the end of the 12-month period, the government shall determine if there is a continued need. At that time, the agreement may be extended for a period determined by the government, not to exceed 12 months. This process shall continue until the government determines a need no longer exists.
Cancellation of this agreement may be initiated by the government or the contractor at any time during the performance period. Cancellation of the agreement must occur no less than 30 days before the desired cancellation date. Orders shall be within the scope, issued within the ordering period, and be within the maximum value of the BPA. The contracting officer shall provide each awardee a fair opportunity to be considered for each order exceeding the micro-purchase threshold. Each order shall be placed on a competitive basis including a clear description of the supplies to be delivered or the services to be performed and the basis upon which the selection will be made
