About this file
This is a Standard Form 1442 (SF-1442) Solicitation, Offer, and Award document for a construction project issued by the U.S. Coast Guard. The solicitation number is 70Z02926QNEW0004, issued on February 13, 2026, and is structured as a Request for Quotation (RFQ) with sealed bid procedures. The project involves removing a cinder block wall to access a leaking fire main pipe at U.S. Coast Guard Station Gulfport (991 23rd Ave., Gulfport, MS 39501) and U.S. Coast Guard Base New Orleans (1790 Saturn Blvd., New Orleans, LA 70129). The primary work scope includes replacing the existing 8-inch ductile pipe with galvanized steel pipe and reconstructing the cinder block wall. This is a total small business set-aside using NAICS code 238220 with a size standard of 19.0 million dollars (though the federal opportunity description references 39.5 million dollars). The contract will be awarded on a Firm-Fixed Price basis to the lowest price, technically acceptable quoter.
The contractor must begin performance within 5 calendar days and complete the work within 30 calendar days after receiving the notice to proceed. Quotations should be directed to Daniel Galarza at DANIEL.GALARZA@USCG.MIL, with the Contracting Officer's Representative (COR) BMC Shelton Franklin available at (228) 382-7615 for site visit scheduling. Performance and payment bonds are required from the selected contractor. Evaluation criteria include price, technical acceptability, and past performance. All quoters must be actively registered in the System for Award Management (SAM.gov). The document includes references to Federal Acquisition Regulation clauses and Department of Labor wage rates applicable to construction work, though specific pricing and submission deadline details are marked as incomplete in this template version.
