About this file

This is Amendment 0001 to a Request for Quote (RFQ) for detached duty stations to support the Coast Guard Accession Services Center (ASC). The amendment, effective October 21, 2026, incorporates a revised RFQ, a revised price schedule (Attachment 2), and government responses to vendor questions. The RFQ submission date and time remain unchanged.

The solicitation seeks coworking facility space across up to 16 locations to support Coast Guard recruiters conducting accession operations. Key requirements include: dedicated recruiter workspace of approximately 500 square feet per location (accommodating two recruiters per site), enclosed private offices with lockable doors, conference room access for 8-10 people on an as-needed basis, standard business hours access (minimum three times per week), individual access credentials for each recruiter, and secure printing/scanning capabilities onsite without reliance on facility staff. Facilities must maintain Coast Guard recruiting materials on-site at all times. The performance period is January 1, 2027 through December 31, 2027, with full funding at award invoiced monthly. The incumbent contractor is EDJJ Solutions, Inc., under existing contract 70Z02324CCGRC0001 expiring December 31, 2026. Vendors may propose alternate facilities within the same market as those listed in the price schedule, provided proposed locations meet all stated requirements. The government is open to relocating recruiters from current facilities to alternate locations based on PWS compliance, recruiter needs, location, and value considerations. The contracting officer is Jonathan Durham at OL-CG-HCA-COCO-13, Chesapeake, Virginia.

Amendment 0001 incorporates the following:

1. Revised RFQ The RFQ has been revised to remove C.7 FAR 52.232-40 Providing Accelerated Payment to Small Business Subcontractors from the Table of Contents as it is already included under C.2 FAR 52.252-2 Clauses Incorporated by Reference, and incorporate the clause FAR 52.204-14 Service Contract Reporting Requirements. See “REV 70Z02327QCGRC0001 RFQ” attached separately.

2. Revised Attachment 2 – Price Schedule The revised attachment is attached separately as “REV Attachment 2 – Price Schedule”.

3. Incorporate Responses to Questions:

Questions Government Response

Square Footage Deviation Request: Standard commercial co-working private offices average 90–150 sq. ft., which comfortably accommodates the required 60–72" L-shaped desk, recruiter chair, and guest seating for 2–4 interviewees with full physical and acoustic privacy. I request approval to utilize standard dedicated private offices (90–150 sq. ft.) that meet all seating and layout specifications.

Quotes shall be provided per the requirements of the PWS.

Conference Room Structuring: To avoid building unnecessary fixed costs into monthly base rates for unused space, we propose providing conference room access on an as-needed, pass-through reimbursable basis (ODC CLIN) at local hourly/daily rates when larger meetings occur.

Quotes shall be provided per the requirements of the PWS.

Secure Printing Compliance: Commercial co-working centralized printing utilizes user-authenticated PIN print releases. Documents print only when the recruiter is physically present at the machine, ensuring complete protection of candidate Personally Identifiable Information (PII) without requiring external administrative support.

Any methodology that addresses PII concerns and meets the requirements of the PWS will be considered.

Facility Inspection / Trial Day: We are pleased to offer a complimentary trial day at a local Regus facility so a Coast Guard representative can inspect the layout, security, and amenities firsthand.

Not a question, and response to comment is not required for a complete and accurate quote.

If the Coast Guard can support business-hours private office access without requiring overnight equipment storage, we can offer a Flexible Business Day Office Plan as a cost-reducing alternative that also waives standard commercial security deposits and activation fees.

Locations will maintain Coast Guard literature, posters, and other recruiting material in their workspace. These materials must be displayed at all times and stored on site.

Preferred facilities. Attachment 2 (Price Schedule) lists specific facility addresses in the "Exact Location" column for 12 of the 16 locations. Are these the Government's preferred facilities? Should vendors quote these exact facilities, or may vendors propose other facilities in the same markets?

Vendors may propose alternate facilities within the same market, provided the proposed location meets all stated requirements.

Current occupancy and existing agreements. Are USCG recruiters currently working out of any of the listed facilities?

If so, please identify which locations are occupied. Please also say whether there is an existing contract or agreement for these spaces, and if so, provide the contract number, the incumbent, the expiration date, and whether the agreements run directly between the Government and the coworking providers or through a prime contractor.

All listed locations, except for Brownsville, are currently operating from contracted coworking spaces. The existing contract is 70Z02324CCGRC0001 and is set to expire on 12/31/2026. The incumbent contractor is EDJJ Solutions, Inc. The lease agreements are between the contractor and the coworking space providers.

Keeping or relocating recruiters. For locations that are currently occupied, does the Government want recruiters to stay in their current spaces, with the existing membership or agreement transitioned to the awardee? Or is the Government open to relocation if a vendor proposes a facility that better meets the PWS or offers better value? If a listed facility does not fully meet the PWS (for example, PWS 2.3.2 or 2.3.4), does the Government prefer that the vendor keep the recruiter there and supplement what is missing, or move the recruiter to a fully compliant facility?

The command is open to both retaining recruiters at their current facilities and relocating them to alternate facilities within the same market. Proposed relocations will be considered on a site-by-site basis, accounting for recruiter needs, PWS compliance, location, and overall value.

Addresses outside the named cities. The Myrtle Beach CLIN lists 800 Legion St, Conway, SC, which appears to be a general office building rather than a coworking facility. The Syracuse CLIN lists an address in Oneida, NY. Are these addresses required? What is the acceptable distance from each named city for a proposed facility?

At the time locations were identified, the listed addresses were the closest available locations that met operational requirements. These specific locations are not required.

Please see attachment “REV Attachment 2 – Price Schedule”

TBD locations and changes during performance. For the four locations marked "TBD by availability" (Brownsville, TX; Huntington, WV; Knoxville, TN; Wichita, KS), does the Government have a preferred area, ZIP code, or maximum distance from the named city? Also, because PWS 1.3 states "up to 16 locations," may the Government add, delete, or relocate sites during performance?

Preferred facilities should be within approximately 30 minutes of the named city; locations up to one hour away may be considered if they best support the recruiter’s assigned market. Huntington, Knoxville, and Wichita have existing locations; Brownsville does not. Locations may be added when new detached duty sites are established, removed when a site transitions to a traditional brick and mortar office, or relocated when another facility better supports operational needs.

Size and type of space. PWS 2.3.2 calls for a space between 500 and 1,000 sq ft. Does this refer to a dedicated private office of that size for the recruiter, or to the coworking facility as a whole? Must the recruiter's space be an enclosed, lockable private office, or is a dedicated desk acceptable if a private room is available for interviews? How many recruiters will use each location?

The 500 square foot requirement refers to the dedicated recruiter workspace. Two recruiters are assigned to each location, and the size requirement allows them to use the space at the same time if needed. The space should be an enclosed, private office as recruiters may need privacy for unscheduled applicant calls and other sensitive conversations.

Access and conference room. PWS 2.3.5 requires access at least three times per week. Does the Government require 24/7 access, or are standard business hours acceptable? Will each recruiter need individual access credentials? For the conference room in PWS 2.3.3, how many hours per month should be included, and what minimum seating capacity is expected?

Standard business hours are acceptable. Each assigned recruiter shall receive individual access credentials; each location will have no more than two recruiters assigned.

Conference room access should be available on an as needed basis. The room should accommodate approximately 8 to 10 people for larger family appointments, group training, or occasional multiple applicant events.

Printer/scanner and internet. PWS 2.3.4 states that printing and scanning must not depend on an external application, third-party administrative support, or unauthorized persons.

Many coworking facilities use a member app or front-desk release for printing. Does this require a dedicated printer/scanner inside the recruiter's space? Are there any internet secrity requirements, such as dedicated or wired connection rather than shared wi-fi?

A dedicated printer/scanner inside the recruiter’s individual workspace is not required, but printing and scanning services must be available onsite. Recruiters must be able to print and scan directly without relying on coworking staff to handle documents on their behalf. A dedicated or wired internet connection is not required; however, any Wi Fi used to access the service must be password protected.

Furniture. If a coworking provider cannot furnish the L-shaped desk described in PWS 2.2, may the contractor furnish it? Who will own any contractor-furnished furniture at the end of the contract?

Use of existing coworking furniture is preferred where applicable. The L shaped desk reflects the preferred recruiter workspace based on common use, but alternate desk configurations may be proposed if they provide sufficient workspace and meet all other PWS requirements. Contractor-furnished furniture will be owned by the contractor at the end of the contract.

Start date and funding. PWS 1.4 states the period of performance begins on the date of award, while Attachment 2 shows a base period of 01/01/2027 – 12/31/2027. Please confirm the anticipated start date, as vendors will need firm dates to secure agreements with each facility. Also, because the base period extends past the end of the federal fiscal year on September 30, 2027, will the full 12-month base period be funded at award, or will it be subject to the availability of funds?

The start date is 01/01/2027 with the base period of performance being 01/01/2027 to 12/31/2027. The base year period will be fully funded at award but invoiced on a monthly basis.
