About this file

This document is a Question and Comment Matrix related to Amendment 3 of the Request for Proposal (RFP) 70US0924R70094491 for National Computer Forensics Institute (NCFI) Class Kits (Brand Name or Equal).

The key details are:

  • The RFP is for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to acquire 14 sets of NCFI class kits on an as-needed basis to support the U.S. Secret Service's NCFI training courses. The IDIQ has a 5-year ordering period.
  • One offeror noted that the iSclack device has been discontinued and asked if the replacement Anti-clamp device would be acceptable. The government responded that a suitable replacement would be the Showpin 3-in-1 iopener.
  • Regarding the 12-month technology refresh negotiations, the government clarified that the primary purpose is to revise part numbers due to end-of-life issues, and that price adjustments for material cost fluctuations would require proof of marketplace changes per the economic price adjustment clause.

18IPRIPRThe iSclack has been discontinued. It's replacement is the Anti-clamp which is already in IPR kits. Would you like 2x Anti-clamps or can we remove the iSclack altogether?SOW revised, a suitable replacement would be Showpin's 3-in-1 iopener. Attachment 1 SOW5.5 Technology Refresh129Would the technology refresh negotiations that occur every 12 months only include parts and part numbers that have went EOL (end of life) or could the negotiations include the possibility of negotiating certain kit components due to substabtial price fluctuations as well? The primary purpose is to revise part numbers due to end of life issues or discontinuance of the items from the supplier. We are aware some items have prices that could fluctuate greatly (those with copper for instance) and to address those cases in Amendment 1 we added a economic price adjustment clause in Attachment 2, Provisions and Clauses. To enact that clause would require proof that material components have increased in cost within the marketplace, including other than cost or pricing data to prove the supplier has changed their pricing).
