About this file

This document is the "Instructions to Offerors" addendum for a Request for Proposal (RFP) to acquire National Computer Forensics Institute (NCFI) class kits (brand name or equal) on an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The RFP seeks proposals from small businesses to provide 14 sets of class kits on an as-needed basis to support NCFI training courses over a 5-year ordering period.

The key requirements include: providing a bill of materials and supplier information for the kit components, demonstrating support processes to address kit issues, and submitting relevant past performance. Proposals will be evaluated on an acceptable/unacceptable basis for these technical factors as well as pricing. Offerors may propose pricing for one or more kit groups (traditional forensic, vehicle forensic, internet-related). The government will assess price reasonableness and may award one or more IDIQ contracts. The solicitation is issued by the Department of Homeland Security US Secret Service and is a small business set-aside.
