QUESTIONS AND ANSWERS 1
AK-47 and Parts
1) The last solicitation (that I believe nobody responded to) included a document titled “STATEMENT OF REQUIREMENTS”. This was requisition # 498611 on 20 March 2019. Does this still apply?
Answer: No; Updated Requirements (to include proposal, technical, evaluation, and pricing tables) are embedded in the Solicitation document itself, in lieu of separate attachments. Offerors should review the solicitation in its entirety; previous solicitations should not be referenced.
2) June 1 is an awfully tight deadline for us to develop a proper Blank Firing Attachment. We will have USA made firearms available by that time. If you do not have sufficient response to this sol, may we request a 1-month extension?
Answer: Extension request will be responded to within 1 week, NLT 05/08/2020.
3) Does the firearm need to be fully automatic (Class 3 machine gun) Answer: Per SOW Section 2.f.4: only semi-automatic rifles will be considered for this acquisition.
4) Does the firearm need to be adaptable to laser (MILES gear) or to simunitions?
Answer: Per SOW 2.e: rifles “must be compatible with steel-cased ‘blank’ ammunition (Atlanta Arms P/N AASCST76239) currently in use at the USSS”. There is currently no requirement that rifles be adaptable or compatible with any laser or marking/’simunition’, or other type cartridges or blank ammunition. Rifles that do not fire the identified ammunition will not be considered.
5) If simuntion capability is desired, will that be under this solicitation or separate?
Answer: N/A
6) Does the BFA (blank firing adapter) need to be quickly detached from the firearm or can it be an integral part that can be removed?
Note: We have BFA barrel assemblies that prevent the loading of live rounds, are adjustable for elevation and powder charge (big issue with blanks) that are much safer than normal blank adaptors and have been used in hollywood for years. But they are not "quick detach" and require tools.
Answer: Per SOW Section 2.f.8: Blank-Firing Adapter (“BFA”) must be removable, interchangeable between rifles, and “prevent the expulsion of a ‘live’ ammunition round (7.62x39mm) from exiting the barrel”.
The use of common field/armorer tools for installation and/or removal is acceptable. Any unique or proprietary tools required for installation and/or removal should be included in the submission (for evaluation) and included in the base price of the offeror’s Rifle pricing.
See previous response for ammunition compatibility.
