Answers to Questions for Transportation Security Administration (TSA) Question No. Document Section # Page # Specific Text Question Answer

1 RFP Attachment B Statement of Work 1.2 2

The Airport Authority is required to provide a construction schedule to TSA 60 days after award of the TSA Facility Modification (FACMOD) Other Transaction Agreement (OTA). The Contractor will be provided a copy of that schedule by the COR when it is available. The schedule may be changed to accommodate airport schedule changes that occur after contract award. Schedule changes will be shared by the COR with the Contractor, but will not result in a contract modification. When an airport reaches its "Design Complete" date is when the Government anticipates exercising an Option CLIN at that specific airport. The airport delivery location shall not be changed once a CLIN is executed; the expected delivery date of equipment may need to be flexible to accommodate the airport schedule. Should the Government delay exceed the delivery date over two weeks of expected delivery date, the Contractor shall coordinate the delivery schedule with the Government to make shipment of the ordered equipment to the TSA Warehouse.

When exactly will TSA provide a delivery date per airport following the exercised CLINs? Would it be at the point where the CLIN is exercised through a contract modification? Will the TSA provide a maximum variance from the stated delivery date for when TSA would take possession of items under the exercised CLIN?

Delivery timeframes are noted in RFP Section G.5.

SOW Sections 1.2 and 1.3 have been updated to reflect the process for which the TSA will provide delivery dates. A maximum variance will not be provided.

2 RFP Attachment B Statement of Work 2.4 4 The Contractor will conduct monthly Program Management Review Meetings that will cover the entire Engineering, Production, and Installation projects for the entire TSA fleet of equipment for each OEM under separate fleet management contracts/task orders, and therefore, shall not be priced under this contract.

Through the existing contract where PMRs are conducted, the requirement is for quarterly PMRs. Does TSA expect and require a monthly PMR specifically for this effort? Or will PMRs be combined with existing PMR schedule?

TSA does not require a seperate monthly PMR for this contract. This scope will be included into the existing PMR schedule under a seperate contract/order. SOW 2.4 has been revised.

3 RFP Attachment B Statement of Work 3.7 20 To accommodate site-specific infrastructure design layouts and Checked Baggage Resolution Area (CBRA) space requirements, the Contractor must be capable of providing a series of SVS Mounting Kits to include, but not be limited to, floor or pole mount, wall mount, and ETD table mounting.

If the current deployed and TSA approved table only provides pole mount configuration that does not accommodate the additional requirements mentioned here (floor mount, wall mount, ETD table mount), would the TSA expect the contractor to provide new solution for Secondary Viewing Station Mounting Kit? Or does TSA expect the contractor to provide whatever exists as the currently deployed, accepted solution?

SOW Section 3.7 Secondary Viewing Station Mounting Kit (CLIN 0013) has been updated to confirm the Contractor shall provide a pole mounting kit for the SVS.

4 RFP Attachment B Statement of Work 3.14 30

Section 3.14 has a heading that states "Shipping (Incorporated in pricing for CLINs 0010-0018)." However, in Section 3.4 MSEDS Equipment (CLIN 0010), it is stated that "Pricing for the MSEDS Scanner CLIN (0010) includes all Labor, Materials, and other direct costs necessary to manufacture and prepare the equipment for transportation to designated sites. Pricing for ALL peripheral Equipment CLINs (0011 – 0018) includes all Labor, Materials, Shipping, and other direct costs necessary to manufacture, packaged, and deliver the equipment to designated sites"

"Shipping costs are incorporated into the FFP cost of each piece of equipment based on averaged shipping prices from the vendor’s manufacturing facility"

Can TSA confirm if the System Integrator is responsible for shipping of CLIN 0010? If so, this should be clarified in Section 3.14 Shipping as well as Section 2.7 System Integrator Responsibilities.

SOW Sections 2.7 System Integrator and 3.14 Shipping have been updated to confirm the System Integrator is responsible for shipping MSEDS (CLIN 0010).

4 CLIN 003 Airport Design and Preplanning Technical Consultation/Support

CLIN 003 Airport Design and Preplanning Technical Consultation/Support has qty. 4. However, the number of airports on the SOW document have a total of 7 airports. Should CLIN 003 reflect the same quantity of airports as what is stated in the RFP Attachment B Statement of Work Section 1.1 Location of Work found on Page 2?

The following have been updated to reflect the addition of CLIN 1003 for optional Airport Design and Preplanning Technical Consultation/Support:

-RFP Section B.3 CLIN Schedule, Table 1.

-RFP Section G.4 Submission of Invoices, Table 3.

-RFP Attachment A- CLIN Schedule

6 MSEDS RFP-70T04024R7672N002 D.2.4 7

2) Section D.2.4 invokes FAR 52.204-2, suggesting that this is a classified contract, i.e. stating “Contractor shall develop, apply, and maintain effective security practices for classified contracts.” Section D.2.7 (Security and Privacy) indicates that “database firewalls and protections must conform to Federal Information Security standards regarding access and protection of classified information.” Elsewhere, there are provisions related to Sensitive but Unclassified Information or Controlled Unclassified Information or Sensitive Security Information (e.g., D.2.8 – Data Security; H.1 (Non-Disclosure Agreements); H.2.

(Requirements for Handling Sensitive Security Information); H.7 (Performance by Foreign National Employees); I.2.14.(b) – HSAR 3052.204-72 (Safeguarding of Controlled Unclassified Information).

Please clarify whether this is a classified contract and whether contractor access to classified information is expected, and, if not, whether the requirements in D.2.4 and D.2.7 related to classified information are inapplicable or nonetheless applicable.

This contract is not classified. RFP Sections D.2.4 DD 245 and D.2.7 Security and Privacy have been deleted.

7 MSEDS RFP-70T04024R7672N002 F.1 and i.2.14 18 and 63

The Contractor shall ship units F.O.B Destination (with the exception of CLIN 0010 MSEDS Scanner, to be shipped F.O.B Origin) for locations within the United States and U.S. Territories (if not instructed otherwise by the Contracting Officer in advance to ship elsewhere)

3052.247–70 F.o.B. Origin Information. (CLIN 0010 MSED Scanners, Only)

Can TSA confirm whether the offeror/contractor or the System Integrator is responsible for shipping MSEDS machines? The RFP language doesn’t match the language on the RFP Attachment B Statement of Work. There is varied descriptions for who is actually responsible for shipping.

SOW Sections 2.7 System Integrator and 3.14 Shipping have been updated to confirm the System Integrator is responsible for shipping MSEDS (CLIN 0010).

8 MSEDS RFP-70T04024R7672N002 3.9 20

Contractor shall provide all necessary components to install and integrate a Multiplex Network that will support the planned requirements for each airport. The Multiplex Network, as built, must be sufficient to support up to 7 MSEDS integrated in a central configuration.

Can TSA confirm that the desire is for a consistent network that supports up to seven EDS for each of the airports even though BNA is the only airport on the list planned to have seven EDS?

In other words, is it expected that:

EUG, ORF, and SAV would each require a network that can support up to four EDS and nothing additional?

BNA would require a network that can support up to seven EDS and nothing additional?

CMH, LIH, and TUS would each require a network that can support up to three EDS and nothing additional?

The following have been updated to reflect updates to Network Equipment Package (CLIN 0016):

-RFP Section B.3 CLIN Schedule, Table 1.

-RFP Section G.4 Submission of Invoices, Table 3.

- RFP Section G.5 Optional CLIN Delivery Timeframes -RFP Attachment A- CLIN Schedule

- SOW Section 3.3.5 3.3.5. Multiplex Network Installation and Network Acceptance Test (NAT)

(CLIN 0006)

- SOW Section 3.9 Network Equipment Package

(CLIN 0016-2016)

- SOW Section 3.18.1 ITAR Terms and Conditions

9 Contract In order to provide a comprehensive proposal submission and in consideration of the Labor Day holiday, Leidos is requesting an extension to September 11, 2024, by close of business, to provide our response.

No. RFP Section L.9 Proposal Submission Instructions has been updated to a proposal due date no later than 2PM ET on August 26September 5, 2024.

10 Technical

TSA is requiring a signed SF1449 cover page. However, a SF1449 was not included in the RFP documents. Please provide the SF1449 to sign or, if not needed with the proposal submission, please revise the proposal submission requirements to remove this requirement.

Submission of a signed 1449 is required. See RFP Section L.7 Instructions to Offerors- Commercial Items. A working link is provided in this section to the SF1449.

11 Technical Will TSA accept a signed letter of confirmation that the MSEDS is on the QPL and will be delivered in an approved configuration?

RFP Sections L.10.2 Volume II- Technical Capability and M.5.1 Factor 1- TSA MSEDS QPL Confirmation have been update to allow a letter of confirmation, confirming the proposed MSEDS is a qualified product per the associated TSA QPL.

12 Contract

Will TSA consider a pricing structure allowing for adjusted price per year for each CLIN? This structure provides TSA with better overall value as they will pay the lowest possible each year versus a fixed pricing that reflects an average of predicted costs over the period of performance.

No.

13 Contract To mitigate the risk involved with prolonged storage between delivery and install, will TSA consider warranty beginning upon SAT or within 60 days after TSA pick up, whichever is soonest?

No.

14 Contract

The RFP posting on sam.gov states "The associated North American Classification System (NAICS) code for this procurement is 334517 with a business size standard of 1,000 employees." Please confirm that this business size limitation is correct for this RFP.

The NAICS code is correct. Size standards define the largest size a business can be to participate in government contracting programs and compete for contracts reserved or set aside for small businesses.

This solicitation is not reserved or set aside for small businesses.

15 Contract If the business size limitation is in fact 1,000 employees, please confirm that this total should include all employees in the parent organization and other affiliates.

The business size noted for this NAICS code is only referencing whether a company qualifies as a small business concern under this NAICS code. This solicitation is not reserved or set aside for small businesses.
