About this file

This Broad Agency Announcement from the Transportation Security Administration seeks concept papers for potential improvements to On-Person Screening technology and operations. Offerors are invited to propose concepts addressing Technical Topic Areas including walk-through metallic and non-metallic screening systems, detection algorithms for in-motion screening, synthetic data generation and automated data annotation tools, open architecture integration for OPS, and wideband technology to enhance advanced imaging technology. Questions will be accepted until July 10, 2023, with submissions due by July 24, 2023 in accordance with the instructions. The TSA is interested in developments that can provide near-term improvements to current security capabilities as aligned with their OPS Roadmap.

Questions and Answers

No. RFP Document Name Section No. Section Name Page No. Question TSA Response 1 Attachment A B.3.1.5 Annotation of OPS Scan

Data (TTA 06) 6 Would the government please describe the security level and storage requirements for TSA data files? The security level is Sensitive Security Information (SSI). Please refer to Attachment 2 for further detail on security requirements for TSA data files.

2 Attachment A B.3.1.5 Annotation of OPS Scan Data (TTA 06)

6 Regarding "TSA shall provide data files with the raw scans as well as a key for each scan that denotes where targets occur in each scan." How will the images be sent to the selected contractor?

The images will be sent via email on a hard drive that will be password protected per SSI requirements.

3 Attachment A B.3.1.5 Annotation of OPS Scan Data (TTA 06)

6 What resolution and dimensions will the scan images be? Will it be the raw scan data or screenshots of the image from a viewer? If raw scan data, will a translator from a proprietary image file format be provided that converts the image file to a non-proprietary format such as numpy or DICOS?

1. The resolution varies depending on the system.

2. The data will be raw reconstructed images.

3. TSA will provide a converter or in Digital Imaging and Communications in Security (DICOS), which is the standard data file format that we’ll all be using for most Transportation Security Equipment (TSE) at the checkpoints:

4 Attachment A B.3.1.5 Annotation of OPS Scan Data (TTA 06)

7 Regarding "TSA encourages the Contractor to utilize whatever innovative methods or tools they choose that will enhance both the quality and efficiency of scans" is this referring to the annotation data created based on the scans or does it mean the scans themselves?

Innovative methods or tools for enhancing the scans to help them with annotations.

5 Attachment A B.3.1.5 Annotation of OPS Scan Data (TTA 06)

7 Regarding "provide annotated scans to TSA", what volume of quality-checked annotated scans is anticipated to be delivered in what amount of time?

TSA is asking potential offerors what volume they can produce in 30 day increments.

6 Attachment 4 1(b) Labeling & Annotation Procedure

What format will the ground truth metadata sheet use to represent the threat's location (ie. bounding box, single point, quadrant, etc.)?

The format will be based on the ground truth metadata, which generally provides the location of a target by body zone; this is provided by the team that takes the scan, not the annotation team. The annotation team can then use innovative methods and tools to annotate those scans.

7 Attachment 4 B.3.15. Annotation of OPS Scan Data (TTA 06)

7 Regarding "Each annotation project should be associated with an annotations metadata spreadsheet." is this the spreadsheet that shall be reported every 2 weeks per Attachment A, section B.3.1.5, Annotation of OPS Scan Data (TTA 06), Scan Annotation bullet, page 7?

No, this is a separate spreadsheet to be reported that list the basic metrics of the annotation progress.

8 Attachment A C Submission Information 14 We plan to respond to 2 of the TTAs, should we combine these into 1 submission or split them into 2 separate submissions? Responses should be submitted as separate submissions.

9 Attachment A C.2 Submission Instructions 16 The BAA mentions foldouts but doesn't provide a description. What are foldouts and the format we should follow? Foldouts are any pages that need to be folded to display any extended chart, diagram or image.

10 Attachment A C.2 Submission Instructions 16 Can we include images that are not charts or graphs? Yes.

11 Attachment A E Other Submission

Information 27 We like to know if the X RAY machines will have to comply with the Buy American Act ( FAR clause 52.225-1)too. Any products proposed under this BAA must be Buy American or Trade Agreement compliant.
