About this file

This document provides answers to questions regarding Broad Agency Announcement 70T04023BAA7573N001 from the Transportation Security Administration. The BAA seeks proposals for on-person screening technologies across two tracks. Track 1 involves walk-through metal detectors, detection algorithms for in-motion screening, and synthetic data tools. Track 2 focuses on wideband technology enhancements to existing screening systems. Proposals are due by July 2023 and January 2024, with awards expected within 12-18 months. The government may make multiple awards per technical topic area and intends to award at TRL 6. Offerors must deliver three upgrade kits for Track 2 proposals.

Information 31 For the testing Walk-Through Metal door detector.

The testing product must complaint Buy American Act ( FAR clause 52.225-1) Our components must exceed 65% manufactured in the United State as the only option or is there another alternative we can follow?

Any solution must comply with the Buy American Act, FAR 52.225-1.

2 Attachment A Section C. C.1.1 Award Timeline 14 Is there a rough estimate for the potential contract award? Will multiple awards be provided per Track? Please refer to Section C.1.1 for the tentative award schedule.

As provided in Section D.1, The Government intends to award to none, one, or multiple Offeror(s) whose offer, conforming to this BAA represents an approach that is beneficial to the Government. Award decisions will be based on a competitive selection of submissions resulting from a scientific and cost review.

3 Attachment A Section B.3.1.3 Synthetic Data Generation and/or Automated Data Annotation Tools (TTA 03)

6 Will any mm Wave data be provided by TSA as part of TTA- 03 that calls for annotating lab-collected data and generating synthetic data?

Yes, TSA will provide the necessary data to complete this task.

4 Attachment A Section A.2 Additional BAA Instructions 2 For the 12-18 months to practical TSA applications is this the expected period of performance? Yes, the vendor will be expected to perform the base CLIN within this timeframe.

Attachment A Section B.3.1.3 Synthetic Data Generation and/or Automated Data Annotation Tools (TTA 03)

5 Does the requested output for synthetic data generation refer to a deliverable software tool that TSA will then continue to use for future algorithm development following this period, or are follow-on phases a possibility?

TSA would prefer a tool for image generation, however, follow on phases are a possibility for improving image generation and adjusting for new technology.

6 Attachment A Section D.1 Evaluation 28 Is there a budget for each Technical Topic Areas (TTA)? If so, can TSA provide the expected size of award per TTA? Award decisions will be based on a competitive selection of submissions resulting from a scientific and cost review. TSA cannot provide a budget for each TTA.

7 Attachment A Section D.1 Evaluation 28 It is clear that TSA "intends to award to none, one, or multiple" awards. Is more than one award per TTA possible, or does this language only apply to the Track as a whole?

More than one award per TTA is possible, award decisions will be based on a competitive selection of submissions resulting from a scientific and cost review.

8 Attachment A Section D.1 Evaluation 28 Considering budgetary expectations, are TTAs prioritized and numbered by level of importance to TSA? No, TTAs are not prioritized and numbered by level of importance to TSA.

9 Attachment A Section C.1.3 Submission Process 14 It is stated that "The FY23 cut off for both tracks is July 24, 2023 at 2:00pm Eastern Time. 2) The FY24 cut off for Track 01 is January 15, 2024 at 2:00pm Eastern Time." Why are there two cut off dates for Track 1 submissions?

Two cut off dates are provided for Track 01 submissions, to allow consideration for funding in Government Fiscal Year 2023 and Government Fiscal Year 2024.

10 Attachment A Section B.4.1 Project Management and Support

7 It is stated that "Project Management and Support is considered as Not Separately Priced (NSP)." Does this mean that the Labor Category Program Manager cannot be bid as part of the proposed project Pricing, in order to perform project support activities and complete deliverables?

All labor categories should be included in the proposal. Any program management and support labor should be included within the proposal.

11 Attachment A Section A.2 Additional BAA Instructions 2 TSA desires a clear path to practical TSA applications within 12 to 18 months. Is it up to the bidder to specify the required project period of performance within this range? What is the minimum exit TRL required/desired at 12 months? 18 months?

It will be up to the bidder to determine the project period within the 12 to 18 month range. The delivered capability will be a TRL 6 with a working prototype ready for government lab demonstration.

12 Attachment A Section C.1.1 Award Timeline 14 Since each proposal will be evaluated on its own merits, i.e., will not be evaluated against each other, if the number of acceptable proposals has a total price value exceeding the available budget for FY2023, will these automatically be eligible for award with FY2024 funding?

No, offerors must resubmit concepts in Government Fiscal Year 2024 to be considered again.

13 Attachment A Section C.3.1. B Content Requirements 17 The Cover Letter is limited to one page as part of the Concept Paper. The Cover Letter must include certifications required at FAR 52.209-5. The completed Certification document itself will take several pages. Please provide guidance.

The certifications required at FAR 52.209-6 may be included as an attachment to the cover letter. Attachment A has been amended to reflect this instruction.

14 Attachment A Section B.3.2.1 Wideband Technology that Enhances Currently Fielded AIT Systems (TTA 05)

7 Does Table 1: Threshold Performance Criteria and Table 2: Objective Performance Criteria apply only to Track 02 Objectives?

The performance criteria outlined in Table 1 and 2 is preferred but not necessarily required for Track 01.

15 Attachment A Is performance on contracts awarded under this BAA limited to U.S. Citizens only? Offerors must be able to obtain successful adjudication to receive Sensitive Security Information.

16 Attachment A Are we obligated to respond (write a concept paper with solutions) to the entirety of Track 01 or can we simply provide a concept paper for TTA-03?

A response can be provided for one, some or all TTAs. An offeror does not need to provide a response to all TTAs under a Track.

17 Attachment A If there is an obligation to write a concept paper for the entirety of Track 01, given that we don't have domain experience with screening systems, can we bring in a partner?

Please see response to question 16.

18 Attachment A C.1.3 Submission Process 15 Can you clarify that a total of 3 kits / “solutions” will be required to be bailed by the OEM? For enhancements to existing systems, three complete upgrade kits/solutions will be necessary for certification, qualification, and operational testing.

19 Attachment A C.1.3 Submission Process 15 Can the delivery timeline be amended if needed for the delivery of the bailed solutions to TSA for Track 2? Amended delivery times will be considered on a case by case basis depending on readiness and viability of the solution.
