Question # Reference Offeror Question TSA Response
1 RFP, Section III.B.C. 5200.242.003 (h)
Per RFP Subsection 5.2.1.2. “Performance data analysis for application of the penalty shall begin on the first day of the seventh month after the first AT/CT unit passes Site Acceptance Test (SAT) and shall include all fielded AT/CT units under warranty in the metrics calculation.” Per SOW Section
4.1.1.1.2.1. Thirty (30) AT/CT systems shall be deployed no later than 30 calendar days after successful completion of FAT&E, and 30 systems per month following the first delivery.
Please confirm that TSA will deploy a minimum of 180 systems by the first day of the seventh month after the first AT/CT unit passes Site Acceptance Test (SAT). Please also confirm that in the case of multiple awards, TSA will deploy a minimum of 180 systems per awardee , by the first day of the seventh month after the first AT/CT unit passes Site Acceptance Test (SAT).
TSA cannot provide the minimum number of units that will be ordered. However, TSA considers that a minimum of 50 deployed units is sufficient to constitute a “fleet” for purposes of performance data analysis and application of the penalty.
2 RFP, Section III.B.C. 5200.242.003 (h)
Per RFP Section 5.2.1.3, per RFP Subsection 5.2.1.3, the penalty for missing the Fleet Level SLA Ao Metric “is one (1) month for all AT/CT systems provided under the contract at no additional cost to the Government.”
Whereas the number of systems deployed affects the risk profile of an OEM’s proposal, please provide the minimum number of systems to be awarded under the contract. Please also confirm that in the case of multiple awards, please provide the minimum number of systems to be awarded per awardee .
Per the solicitation, the Government intends to make a single award, but TSA reserves the right to make no awards or multiple awards under this solicitation if it is in the Government’s best interest. TSA cannot identify the number of awards or number units that will be ordered. However, TSA considers that a minimum of 50 deployed units is sufficient to constitute a “fleet” for purposes of performance data analysis and application of the penalty.
3 RFP, Section III.B.C. 5200.242.003 (h)
The most recent Request for Proposal for Checkpoint Integrated Logistics Support (ILS) (HSTS04-17- R-CT3014), had the performance incentives of “Parts Availability Time (PAT)” and “Technician Response Time (TRT).”
Would TSA consider adding these types of Incentives to the contract?
TSA has determined the necessary requirements for this solic itation as stated in Amendment 00004.
