Amendment 00002 Question and Answers Question Number

1 B1(a)._Attachment J.1 – BPS FRD Version 3.3:

Section 3.1.1 Boarding Pass Reading and Authentication, Table 2, page 7 to 9

The table content differs from the released March 2018 firmware as well as from latest firmware version dated June 2018 which is not yet officially released by TSA, e.g.

i. some airlines are not included in table 2 compared to the released March 2018 firmware as well as latest firmware version from June 2018 (Air Choice One, Air Serbia, Jet Starters (One Jet), Norwegian Air, World Atlantic, Qantas, XL Airways)

ii. some airlines are not participating on TSA Pre-Check or Mobile Boarding Pass program according to table 2 although they are part of that program according to our information and therefore included in our firmware as well as stated in our firmware release notes.

Therefore, we would like to ask the following:

1. how to proceed regarding the bailment unit – are we allowed to prepare a bailment unit 1) based on our latest firmware regarding included airlines and program participation, or 2) do we have to provide the bailment unit with a firmware that is 100% conform to table 2 even if that means that we have to remove new airlines completely or change a program status of specific airlines or 3) shall we provide two bailment units with different firmware versions – one with our latest firmware and one according to table 2?

2. how to complete B1(a)._Attachment_J.2_FRD_BPS_Certification_Matrix_ 6.25.18, BPS Self-Certification Matrix correctly considering the above-mentioned differences between that table 2 and the existing firmware versions from March and June 2018?

The attached Functional Requirements Document, Attachment J.1, version 3.3 was signed and released on May 18, 2018.

1. Per the Section L.4.1.2, Hardware Submission, Offeror’s are to submit one BPS bailment unit.

2. Per Section L.4.1.1, The Offeror shall complete the Certification Matrix and must state whether each requirement (“shall”), airline key, and system performance characteristic (SPC) is met by the unit (by marking an “X”) per the FRD (Attachment J.1) or not (by leaving it blank).

Amendment 00002 Question and Answers 2 B1(a)._Attachment J.1 –

BPS FRD Version 3.3:

Section 3.2.6 System Security, shall 14 and 15,

i. How critical would it be if requirement shall (14) and shall (15) cannot be met respectively would that lead to a “Does Not Meet” rating?

ii. This requirement does only apply to BPS units purchased and delivered under that new IDIQ, correct?

i. Amendment 00002 addresses changes made to Sections L.4.1.1, M.4.1, and M.4.2.

ii. Yes, shalls (14 and 15) apply to BPS units being purchased under this requirement.

i. This does only apply to BPS units purchased and delivered under that new IDIQ, correct?

ii. We would like to ask for the historical data related to non-relevant failures from the past 12 months that are available upon request according to this paragraph of the solicitation.

iii. How many units are currently in usage in the field?

This number would also help to define a price for extended maintenance.

i. Per Section B.4.2, TSA is establishing a yearly firm fixed price (FFP) for 25 units each. TSA will purchase Extended Maintenance as required using the FFP unit price to cover the desired amount of units. Please reference the example in the solicitation, section B.4.2.

Per Amendment 00002, Section B.4.2 now addresses the use of Extended Maintenance for BPS units purchased under this contract and to support Extended Maintenance on units purchased under other TSA BPS contracts, if applicable.

ii. TSA will send the historical data separately as stated in

Amendment 00002 Question and Answers Section B.4.2 of the solicitation.

iii. Please reference the example under Section B.4.2.

Offerors may also reference the estimated quantity in the price evaluation template, J.5, part C. There are approximately 2,500 BPS units in the field.

We would like to point out that the BPS units do only have public keys but no private keys since private keys are not necessary for the signature validation.

Amendment 00002 addresses the clarification to this question by removing “private keys” from Section C.2.

Extended Maintenance Reporting, page 8 - 9

This reporting requirement does only apply to BPS units purchased and delivered under that new IDIQ, correct?

Amendment 00002 addresses this question in Section C.3.1.1 by stating: The Contractor shall record and report all BPS repairs conducted at the Contractor’s facility, to include repairs for units purchased under this contract and units purchased under other TSA BPS contracts, if applicable.

This reporting requirement does only apply to BPS units purchased and delivered under that new IDIQ, correct?

Yes, the CSAR report is only for units purchased under this contract.

Certification Volume – Factor 1: Technical Data Package - 2) QVP – Master Configuration Item List, page 61

Is there any template that shall be used for the Master Configuration Item List?

Attachment J.6 BPS CIL Template which is posted on FBO, is the template that should be utilized when preparing the Master Configuration Item List.

Certification Volume – Factor 2: TSIF Testing of BPS Bailment Unit, page

Since the bailment unit shall be delivered to TSIF no later than two weeks after receipt of countersigned bailment agreement, when can the recipient of the award expect that receipt approximately respectively when is the award of contract planned?

Per Section L.4.1.2, TSIF testing will take approximately 3 to 4 weeks from receipt of the Bailment Unit. Award is anticipated in the fourth quarter of fiscal year 2018 or in the first quarter of fiscal year 2019.

L.4.1.3 Volume II:

Technical Volume – Factor 3 Technical Approach – “4) the offerors ability to provide a BPS unit that has the ability to be upgraded”, Does the ability for an upgrade refer to a firmware update? If not, what is exactly meant with ability to be upgraded?

Please refer to Sections C.2 and C.3.2 to understand possible updates. TSA has revised Section L.4.3.1 and M.4.3 via Amendment 00002 to remove “upgraded” and replace with “updates”.

Is there any template that shall be used for the small business subcontracting plan to be provided by large business offerors?

Per Section L.4.1.3, Factor 5, Large Business Offerors – prepare and submit a proposed small business subcontracting plan, in accordance with FAR 52.219-

9. Per Section M.4.5, the Government will evaluate the plan for adequacy in accordance with FAR 19.704.

Technical Volume – Factor 5: Socio-Economic Considerations, DHS Mentor-Protégé-Program (Large Business), page 64

Is it a disadvantage if that participation in the program cannot be proven with a signed letter of mentor-protégé agreement from the DHS office because of the short-term?

As detailed in Section L.4.1.3 and Section M.4.5 of the solicitation, Offerors are required to provide a signed letter of mentor-protégé agreement from the DHS Office of Small Business and Disadvantaged Business Utilization (OSDBU).

If we cannot map each proposed and described labor category to a corresponding GSA contract or other Government contract, can we state “N/A” in the corresponding cells?

Per Section L.4.1.4, the Offeror shall map each labor category description and labor rate to corresponding GSA contracts or other Government contracts for each labor category proposed.

Since Excepted Maintenance is not mentioned in the solicitation document, how will that topic be coordinated for the period after the initial 12 months warranty and extended maintenance period?

Excepted Maintenance is referenced as Extended Maintenance in this contract.

Please reference Section C.2 and C.3.1 for details and definitions for “relevant failures and non-relevant failure”.

Relevant failures are known as failures attributable to the BPS’ inherent performance reliability and could include such issues as barcode reader failure, software corruption, part failure, etc. that occur within the 12-month warranty period.

Non-Relevant failures refer to failures caused by an

Amendment 00002 Question and Answers unintentional or intentional external occurrence in the operational environment not related to the inherent performance reliability of the BPS and could include operator mishaps that physically damage the BPS within the warranty period or after the warranty period.

Per Amendment 00002, Section C.3.1 has been updated to include the following language: “if a unit is out of warranty, the Contractor shall perform repairs for both relevant and non-relevant failures”
