About this file

This file contains Questions and Answers for a U.S. Citizenship and Immigration Services (USCIS) solicitation for retirement plaques. The opportunity requires 1,040 retirement plaques, 11x14 inches, with specifications including solid wood with cherry finish, a 3-inch die-struck brass DHS seal, and gold plating. Key clarifications from the Q&A include flexibility on plaque construction (allowing "or similar" configurations), confirmation that contractors must source and embed the DHS seal, and confirmation that orders will be multiple and distributed throughout the performance period.

Critical details include the procurement method (Lowest Price Technically Acceptable), potential quantity variance of 10% more or less, and requirements for contractors to complete SF 1449 and include commercial terms. Vendors must provide a picture of a sample plaque with their bid, but a physical sample is not required. Packaging can be standard protective shipping, and the government does not specify strict requirements for velour layer material or thickness. The plaques will be used for recognizing retiring USCIS employees.

U.S. Citizenship and Immigration Services Retirement Plaques Questions and Answers

Q: The solicitation calls for a Gold/Velour/Gold plate stack-up. The sample image appears to show a blue metal (anodized/aluminum) center layer, which is a common plaque configuration. Is Gold/Velour/Gold strictly required, or will a Gold/Blue Metal/Gold plate (blue anodized aluminum center) be acceptable/equal?

A: The Request for Quote (RFQ) has been revised to reflect that “or similar” product may be acceptable. The navy-blue strip around the plaque border and DHS seal in the photograph is velour and not aluminum and either would be acceptable.

Q: What is the material/thickness expectations for the velour layer?

A: Should the vendor go this route, the Government has no required specifications for material or thickness.

Q: Is the sample photo authoritative or illustrative.

A: The photo provided is an actual photo of a current retirement plaque. It is what the Government is looking to achieve, or as close as possible.

Q: The solicitation specifies “solid cherry,” but the sample picture appears to show a veneered cherry finish. Can you confirm whether plaques must be solid cherry lumber, or if veneered cherry finish plaques are acceptable?

A: The solicitation has been revised to state “solid wood” with cherry finish.

Q: Will the Government provide the 3-inch die-struck brass DHS seal, or should the contractor include sourcing and embedding it as part of the unit price?

A: The contractor shall include sourcing and embedding the seal as part of the total unit price.

Q: Will all 1,040 plaques be required at once, or will delivery be issued in multiple orders throughout the performance period?

A: Plaque orders will be as required with multiple orders throughout the performance period.

Q: Are there specific packaging or labeling requirements (e.g., individual boxing, protective foam, agency labels), or is standard protective shipping acceptable?

A: Standard protective shipping is acceptable.

Q: Is the first article approval (sample plaque submission) required before full production begins?

A: The solicitation states the contractor must provide a picture of a sample plaque with the bid. It does not state the contractor must provide a sample plaque or require first article approval.

Q: Is the DHS medallion 3” or 4” overall in diameter?

A: The seal is 3” in diameter Q: Does the outer gold piece have a raised lip around it with the velour fitting inside the cavity or is this just a flat sheet of gold metal with velour on top then another sheet of gold metal?

A: It appears that the plaque in the photograph is assembled in layered sheets, but as long as the product is similar, the Government does not have direction on how to assemble.
