About this file
This document is a Questions and Answers (Q&A) file for a U.S. Citizenship and Immigration Services (USCIS) Retirement Plaques solicitation. The Q&A provides critical clarifications about the plaque specifications, including confirmation that text can be sublimated rather than traditionally engraved, and details about the plaque's composition of a gold plate, dark blue velour plate, and another smaller gold plate. Key additional details reveal that the plaques will feature a 3-inch die-struck brass DHS seal, contractors must source their own emblems, and this is a follow-on requirement to a previous contract awarded to B&A METAL GRAPHICS INC. for $149,499.00.
The related solicitation seeks 1,040 retirement plaques measuring 11x14 inches with a solid cherry wood finish, gold plate, and agency-specific medallion. The procurement will use a Lowest Price Technically Acceptable evaluation methodology, with the government reserving the right to purchase 10% more or less than the specified quantity based on pricing and budget. Contractors are required to complete the SF 1449 form, identify any quantity discount pricing, and include commercial terms and conditions. The solicitation is issued by the Department of Homeland Security's U.S. Citizenship and Immigration Services (USCIS).

Text version
U.S. Citizenship and Immigration Services Retirement Plaques Questions and Answers Q: Is the text engraved with black fill or can the text be sublimated?
A: As long as the final product is visually similar to the current version, the method/manner/style of text/engraving is unimportant. Font style was not mentioned, and is suspect that the desire for “engraving” was a general term. The picture of the current plaque, looks more like sublimated text than engraved text.
Q: You want gold plate and velour. What is the other gold?
A: The plaque consists of a gold plate, a slightly smaller “dark blue” velour plate, and another smaller gold plate, stacked as indicated in the photo, creating the appearance of a gold border surrounding the dark blue velour border, which surrounds the gold face plate containing the “engraving/print” Q: Is the 3” die-struck seal USCIS?
A: The seal is a 3-inch die struck brass DHS seal Q: What is the size and type of the DHS seal?
A: See above Q: Are the emblems furnished or do we need to have them made?
A: The emblems will not be furnished and must be sourced and/or made by the contractor Q: Is a follow-on requirement?
A: Yes, Q: Can you share the incumbent contractor name and prior award price?
A: B&A METAL GRAPHICS INC. $149,499.00.
