ATTACHMENT II

TSL RDT&E II

RECOMMENDED LABOR CATEGORY DESCRIPTIONS

AND BASIC QUALIFICATIONS

This is an estimate of the labor categories that are anticipated by the Government to fulfill its requirements. At any time throughout the life of the contract, at the request of the

Contractor or the Government, the Contractor may propose additional labor categories and associated labor category descriptions and labor rates to be negotiated on a case-by-case basis. The Government will review the Contractor's proposal and determine if the additional labor categories and associated descriptions are within scope of the work to be performed, and the rates are fair and reasonable and in the best interest of the Government.

1. CLERICAL / ADMINISTRATIVE SUPPORT – Provides secretarial/clerical or administrative support for program manager, supervisor and office staff members. Performs varied clerical and secretarial duties requiring knowledge of office routine, and an understanding of the organization, programs, and procedures related to the work of the office. Uses own judgment and initiative to determine the approach or action to be taken in non-routine situations and in interpreting and adapting guidelines. Has above average communication skills, both written and oral. Maintains a close and highly responsive relationship to the day-to-day activities of the office and works fairly independently, receiving a minimum of detailed supervision and guidance.

QUALIFICATIONS: An Associate’s Degree from an accredited college or university or equivalent degree. Study shall have included specialized courses in secretarial science. Shall have at least one year of experience in performing secretarial tasks in support of engineering and scientific or professional activities; OR shall have at least 5 or more years of experience in performing administrative / secretarial support tasks in support of engineering, scientific or professional activities.

2. COMPUTER SPECIALIST. Performs computer programming, in a compatible language that will enable the collection and manipulation of test data from a variety of types of instrumentation. Collection and manipulation includes: updating programs as the instrumentation changes, creating a database for the storage of data; converting the electrical signals from test instrumentation into engineering units; displaying converted data during a test; plotting test results; checking for and correcting erroneous data; comparing data between different tests; and producing any desired chart or graph of any of the data in a form suitable for including in technical reports or presentations. Performs analysis of the instrumentation electrical signals to ensure the instrumentation is properly calibrated and accurate. Provides guidance to possible reasons for any improper signals. Maintains data collection computers, analog to digital converters, and all related hardware and software.

QUALIFICATIONS: An Associate’s Degree in computer science or related field from an accredited college or university or related degree, and have at least 5 or more years of computer specialist experience and a professional knowledge of advanced computer programming, instrumentation data collections and hardware/software system integration.

OR Bachelor’s degree in computer science or related field.

3. COMPUTER SYSTEMS ANALYST - Performs information systems engineering function primarily with respect to computer functional allocations, software development, and hardware development. Serves as computer programmer analyst, performs development and application of computer software, data analysis, and data processing. Knowledgeable in government ADP standards, policies, modern communications networks, operating systems, World Wide Web applications, and higher level computer languages. Has experience in computer systems interfaces. Proficient in the use of personal computers and has working knowledge of commercial software programs.

QUALIFICATIONS: A Bachelor’s Degree or higher from an accredited college or university in computer system or software engineering or related field with experience in software or database development. Experience shall demonstrate the ability to perform software system and database analysis, monitor software development standards and write software development assessments.

4. DOCUMENTATION SPECIALIST - Provides word processing, graphic arts or technical writing support in the preparation of technical and administrative publications and presentations associated with engineering and scientific research, development, testing, studies, and related activities. Performs moderately complex word processing and graphics tasks requiring considerable classroom or on-the-job training, or performs technical writing tasks requiring comprehensive technical knowledge of writing and editing practices and procedures. Provides direction to junior documentation specialists and interfaces directly with the task originator regarding specific work assignments.

QUALIFICATIONS: An Associate’s Degree from an accredited college or university. Study must have included courses in word processing, technical writing/editing, graphic arts, and presentations. Must be capable of performing moderately complex word processing, technical writing and editing, graphic arts, and visual presentations associated with aircraft safety research, development, test, and evaluation activities with full effectiveness after a brief orientation period;

AND have at least 2 years or more of word processing, technical writing/editing, graphic arts, and visual presentation experience in the aircraft safety research engineering or related research scientific fields; OR have at least 6 years of word processing, technical writing/editing, graphic arts, and visual presentation experience in the scientific, engineering, transportation, or related fields.

5. ENGINEER 1- Performs engineering design and analyses work, and provides engineering support in developing/evaluating specific research areas associated with evolving security technologies. Receives technical guidance, as required, from supervisor or higher level engineer.

Assists in the preparation of technical plans, reports and technology studies; reviews and comments on past and present work related to specific research areas; prepares briefing material on ongoing activities; attends meetings with customer and other relevant contractor personnel in order to better understand engineering issues related to transportation security.

QUALIFICATIONS: A Bachelor’s Degree in engineering related field from an accredited college or university, including studies in the areas of research concepts, principles, practices, and techniques of research engineering in electrical/electronics, mechanical, or materials.

6. ENGINEER 2 - Performs engineering analyses of security related systems to determine potential for further development, production, interface to other systems, and usefulness in the intended environment. Requires no more than moderate supervision. Performs test assembly, conducts test, collects test data, witnesses test performance; prepares test/program assessment reports. Engineer shall be capable of developing work breakdown structures, identification of critical path elements to project accomplishment, and tracking of project activities. Has good communication skills is able to write with moderate supervision project documents, including project plans, test plans and procedures, data analysis reports, project final reports. Has experience in data collection, analysis, and presentation. Proficient in the use of personal computers and has working knowledge of commercial software programs.

QUALIFICATIONS: A Bachelor's Degree from an accredited college or university in

Engineering and have at least 3 or more years of experience that demonstrates knowledge of

System, Electrical/Electronics engineering discipline. Knowledge is defined as the comprehensive, in-depth knowledge of systems engineering and advanced technology development. Shall have security, physical security, security sensor, or explosive detection systems or related engineering experience demonstrating the ability to work with complex issues related to design, development, and test and evaluation.

7. ENGINEER 3 - Performs engineering design and analyses of complex security related systems to determine potential for further development, production, and interface to other systems, and usefulness in the homeland security environment. Requires little or no supervision.

Writes test plans and procedures; conducts test, collects test data, and prepares test/program assessment reports. Engineer shall be capable of developing work breakdown structures, identification of critical path elements to project accomplishment, and tracking of project activities. Has above average communication skills is able to write with little supervision project documents, including project plans, test plans and procedures, data analysis reports, project final reports. Has experience in system automation, data collection, analysis, and presentation.

Proficient in the use of personal computers and has working knowledge of commercial software programs.

Engineering and have at least 6 or more years of experience OR a Master’s Degree from an accredited college or university in engineering. Experience is that which demonstrates a professional knowledge of System, Electrical/Electronics engineering discipline. Professional knowledge is defined as the comprehensive, in-depth knowledge of systems engineering and advanced technology development. Shall have security, physical security, security sensor, or explosive detection systems or related engineering experience demonstrating the ability to work with complex Issues related to design, development, and test and evaluation.

8. ENGINEER 4 – Performs engineering design and analyses or highly complex security and security related systems to determine potential for further development, production, and interface to other systems, and usefulness in the homeland security environment. Requires no supervision.

Reviews and comments on test plans and procedures; conducts tests, collects test data, prepares test/program assessment reports. Shall be capable of developing work breakdown structures, identification of critical path elements to project accomplishment, and tracking of project activities. Has good communications skills, is able to write with no supervision project documents including project plans, test plans and procedures, data analysis reports, and project final reports. Has experience in system automation, data collection, analysis, and presentation.

Proficient in the use of personal computers and has working knowledge of commercial software programs.

Engineering and have at least 10 or more years of experience OR a Master’s Degree from an accredited college or university in engineering and have at least 3 or more years of experience.

Experience is that which demonstrates a professional knowledge of System, Electrical/Electronics engineering discipline. Professional knowledge is defined as the comprehensive, in-depth knowledge of systems engineering and advanced technology development. Shall have security, physical security, security sensor, or explosive detection systems or related engineering experience demonstrating the ability to work with complex issues related to design, development, and test and evaluation.

9. ENGINEER 5 - Performs in-depth engineering analyses of security related systems to determine potential for further development, production, Interface to other systems, and usefulness in the homeland security environment. Witnesses test performance; prepares test/program assessment reports; briefs government staff on ongoing activities; interviews government and non-government people in order to improve system engineering knowledge. Can complete project life cycle work (planning, development, execution, termination), develop work breakdown structures, PERT/CPM critical path working knowledge, project budgets, and tracking of project activities. Has good communication skills and is able to write with little or no supervision project documents, including project plans, test plans and procedures, data analysis reports, project final reports. Has working knowledge of commercial project management software programs.

Engineering and have at least 12 or more years of experience OR a Master’s Degree from an accredited college or university in engineering and have at least 6 or more years of experience;

OR Ph.D. degree in a natural science (e.g. physics, chemistry, biology) from an accredited college or university. Experience is that which demonstrates a professional knowledge of

Systems development and technology development. Professional knowledge is defined as the comprehensive, In-depth knowledge of systems engineering and advanced technology development.

10. ENGINEER 6. Performs in-depth engineering analyses of complex security related systems to determine potential for further development, production, and interface to other systems, and usefulness in the security environment. Reviews and comments on test plans and procedures;

witnesses test performance; prepares test program assessment reports; briefs government staff on ongoing activities; interviews government and non-government people in order to improve system engineering knowledge. Has knowledge and/or experience in systems development. Can complete project life cycle work (planning, development, execution, termination), develop work breakdown structures, PERT/CPM critical path working knowledge, project budgets, and tracking of project activities. Has good communication skills and is able to write with no supervision project documents, including project plans, test plans and procedures, data analysis reports, project final reports. Has working knowledge of commercial project management software programs.

QUALIFICATIONS: A Master’s Degree in Engineering from an accredited college or university and have at least 10 years or more experience OR a Ph.D from an accredited college or university in engineering and have at least 5 or more years of post-graduate experience.

Experience is that which demonstrates a professional knowledge of Systems development and technology development. Professional knowledge is defined as the comprehensive, in-depth knowledge of systems engineering and advanced technology development.

11. ENGINEER 7 - Performs in-depth engineering analyses of complex security related systems to determine potential for further development, production, interface to other systems, and usefulness in the homeland security environment. Prepares test plans and program assessment reports; briefs government staff on ongoing activities; interviews government and non-government people in order to improve system engineering knowledge. Has knowledge and/or experience in systems integration. Can complete project life cycle work (planning, development, execution, termination), develop work breakdown structures, PERT/CPM critical path working knowledge, project budgets, and tracking of project activities. Has excellent communication skills and is able to write and speak on project documents, including project plans, test plans and procedures, data analysis reports, project final reports. Has a working knowledge of commercial project management software programs.

QUALIFICATIONS: A Master’s Degree in Engineering from an accredited college or university and have at least 15 years or more experience OR a Ph.D Degree in Engineering from an accredited college or university nd have at least 9 years or more post graduate experience that demonstrates a professional knowledge of Systems development and technology development.

Professional knowledge is defined as the comprehensive, in-depth knowledge of systems engineering and advanced technology development.

12. ENGINEERING TECHNICIAN, JUNIOR (potential internships): Provides technical assistance in engineering and scientific research, development, testing and related activities.

Performs simple tasks under close supervision or from detailed procedures. Performs at this level on one, or a combination of the following tasks (not limited to):

Construct simple equipment or parts;

Service instruments or equipment;

Conduct a variety of standardized tests;

Conduct data collection and basic analysis

May prepare test specimens; and

Set up equipment.

QUALIFICATIONS: Two years of study from an accredited college or university leading to a scientific or engineering degree; OR successful completion from an accredited technical school leading to a mechanic/technician rating. Demonstrate basic understanding on solving technical problems associated with engineering and scientific activities.

13. ENGINEERING TECHNICIAN 1: Provides technical assistance in engineering and scientific research, development, testing and related activities. Performs simple tasks under close supervision or from detailed procedures in process or completion. Performs at this level on one, or a combination of the following tasks (not limited to):

Construct simple equipment or parts;

Service instruments or equipment;

Conduct a variety of standardized tests;

QUALIFICATIONS: Successful completion of study from an accredited college or university leading to an Associate of Applied Science or equivalent degree, or from an accredited technical school leading to a mechanic/technician rating; OR have at least 7 years of technical experience.

Must have experience that demonstrates comprehensive knowledge on solving complex technical problems associated with engineering and scientific activities. Shall have at least 3 years of demonstrated experience using a variety of tools and test equipment.

14. ENGINEERING TECHNICIAN 2. Provides technical assistance in engineering and scientific research, development, and testing and related activities. Performs simple tasks under close supervision or from detailed procedures in process or completion. Performs at this level on one or a combination of the following tasks (not limited to):

Construct simple equipment or parts;

Service instruments or equipment;

Conduct a variety of standardized tests;

school leading to a mechanic/technician rating. Experience that demonstrates comprehensive knowledge on solving complex technical problems associated with engineering and scientific activities AND have at least 5 years of demonstrated experience using a variety of tools and test equipment.

15. EXPLOSIVES SPECIALIST - Provides expertise in the composition and formulation o f military, commercial and improvised types of explosives and improvised explosive devices

(IEDs), including ability to design and construct IED configurations that may be concealed within passenger bags, on personnel, or in other medium that could lead to placement on an aircraft. Applicant is well versed in explosives effects mitigation, safe separation distances, and risk management related to operations involving energetic materials. Requires some supervision.

Has experience with Non-Destructive Inspection (NDI) technologies and their application to detecting explosive materials. Familiar with chemical formulations and properties related to

NDI technologies.

QUALIFICATIONS: Successful completion of either Naval School, Explosives Ordnance

Disposal, Indian Head, MD; or Hazardous Devices School, Huntsville, AL; or equivalent specialized instruction and training on the handling and safe use of explosive and energetic materials, and have at least 3 years of relevant hands on experience in the explosives field, which demonstrates a thorough knowledge of military, commercial, and improvised types of explosives and improvised explosive devices (IEDs).

16. FINANCIAL / PROGRAM ANALYST - Supports program activities in the areas of project control and project scheduling by performing schedule and cost tracking and analyses, risk analysis, data management, status reporting, earned value analysis, and other administrative functions required to ensure that all program requirements are being met. Writes procedures;

conducts audits, collects data, and prepares assessment reports. Requires little to no supervision.

QUALIFICATIONS: Successful completion of study from an accredited college, university or trade school leading to an Associate’s Degree and 7 years of experience, which included course requirements for management, i.e., finance, data analysis and reduction, reporting and project control, or staff program positions, such as budget or cost analyst, Data Management and analysis, contracting, or project management.. OR Bachelor's Degree as described above, and have at least 2 or more years of experience as described above.

AND shall have knowledge of the principles and practices of the Program Management Institute

(PMI).

17. HUMAN FACTORS ENGINEER. Conducts human-in-the-loop experiments in laboratory and field environments, including writing, reviewing, and commenting on test and evaluation plans; assembling test bag and image sets; drafting questionnaires; assisting in data collection, performing limited data analyses; assisting in the preparation of test and evaluation reports; briefing government on ongoing activities. Identifies system design features and characteristics that may adversely affect security equipment operators and maintainers.

Conducts evaluations of potential human-system performance improvements, including conducting usability assessments, identifying positive changes in equipment design, procedures, staffing requirements, personnel selection, and training. Performs engineering design and analyses of security equipment to determine potential for further development, production, and interface improvements and usefulness in the homeland environment. Carries out the mission of the project. Has good verbal and written communication skills. Has considerable experience in writing project plans, test and evaluation plans, and test and evaluation reports and moderate experience in experimental design and data analysis. Requires cursory supervision. Proficient in the use of personal computers and has working knowledge of commercial software programs, especially Microsoft Office Suite products, and other software on DHS workstations.

QUALIFICATIONS: A Bachelor’s Degree in human factors, experimental psychology, human factors engineering, or related field from an accredited college or university and have at least 10 years of related work experience as described above; OR a Master’s Degree in human factors or experimental psychology or related field from an accredited college or university and have at least 1 or more years of experience as described above.

18. HUMAN FACTORS SPECIALIST - Assists in the conduct of human-in-the-loop experiments in laboratory and field environments, including assembling test bag and image sets and collecting test data. Assists in the evaluation of potential human-system performance improvements, including assisting in the conduct of usability assessments, changes in equipment design, operating procedures, and training. Assists in preparing and participates in verbal and written communications within a laboratory environment, such as briefings and technical reporting. Requires substantial supervision.

QUALIFICATIONS: At least 2 years of experience in collecting, organizing, and archiving laboratory and operational test data and a general knowledge of basic human factors principles acquired through either classroom instruction or working with human factors or experimental psychology staff. Is proficient in the use of personal computers and has a working knowledge of commercial software programs, especially Microsoft Office Suite products.

OR an associated degree in human factors or experimental psychology from an accredited college or university.

19. LABORATORY TECHNICIAN 1 – Provides technical assistance in laboratory and scientific research, development, testing and related activities. Performs simple tasks under close supervision or from detailed procedures in process or completion. Performs at this level on one or a combination of the following tasks, not limited to:

Construct simple equipment or parts;

Service instruments or equipment;

May prepare test specimens;

Equipment set-up; and

Data collection.

20. LABORATORY TECHNICIAN 2 – Provides technical assistance in laboratory and scientific research, development, and testing and related activities. Performs simple tasks under minimal supervision or from detailed procedures in process or completion. Performs at this level on one or a combination of the following tasks, not limited to:

Construct simple equipment or parts;

Service instruments or equipment;

May prepare test specimens;

Equipment set-up; and

Data collection.

21. PROGRAM /PROJECT MANAGER – The program manager shall be capable of the following: Performing planning and scheduling, progress reporting, cost control, organization and manpower planning, developing work breakdown structures, performance analysis, technical risk analysis, financial planning, quality assurance, and quality control on all submitted deliverables. The program manager focuses on project execution and overall contract goals and keeps the customer informed of ongoing technical/administrative concerns. Shall possess excellent communication skills, both oral and written.

QUALIFICATIONS: A bachelor’s degree in either a business, technical or engineering field from an accredited college or university and 10 years of program management experience in planning, managing, and implementing programs/projects, of which 5 shall be managing complex scientific, engineering, transportation, or related activities. AND shall have demonstrated knowledge and understanding of national security systems. AND shall have project management professional certification from the Project Management Institute (PMI) or equivalent.

OR, a Master’s Degree in either a business, technical or engineering field from an accredited college or university and 5 years of program management experience in planning, managing and implementing projects/programs of which 2 years shall be managing complex scientific, engineering, transportation, or related activities, AND shall have demonstrated knowledge and understanding of national security systems. AND shall have project management professional certification from the Project Management Institute (PMI) or equivalent.

22. SCIENTIST 1 - Performs studies and analyses related to the development of security technologies. Assists in planning, and executes experiments/tests related to the science of explosives and weapons detection (physics/chemistry), including recording and analysis of data.

Requires substantial supervision. Contributes to comprehensive technical reports, data reports and other publications. Performs simple tasks with moderate supervision or from detailed DHS procedures. Has above average communication skills and is able to write project documents with moderate supervision.

QUALIFICATIONS: A Bachelor’s Degree in a science field (i.e., physics, chemistry) from an accredited college or university including studies in the areas of in experimental or applied science (physics, chemistry) or related field.

23. SCIENTIST 2 - Performs research, design, development, analysis, test and evaluation of complex security systems. Determines potential of physics approaches for further development, defines opportunities to interface various technologies/systems, and assesses usefulness of technologies in the homeland security environment. Requires moderate supervision. Writes experiment/test plans and procedures, conducts test, collects test data, and prepares technical reports. Must be able to perform a variety of complex laboratory analytical procedures. Has experience in automated data collection, analysis, and presentation. Proficient in the use of personal computers and has working knowledge of commercial software programs. Prepares and gives presentations at conferences and other meetings.

SCIENTIST 3 - Performs research, design, development, analysis, test and evaluation of defines opportunities to interface various technologies/systems, and assesses usefulness of technologies in the homeland security environment. Requires little, to no supervision. Writes experiment/test plans and procedures, conducts test, collects test data, and prepares technical reports. Must be able to perform a variety of complex laboratory analytical procedures. Has experience in automated data collection, analysis, and presentation. Proficient in the use of accredited college or university. Shall have at least 6 years of experience in experimental or applied science (physics, chemistry, or related) that demonstrates a professional knowledge of physics/chemistry, and/or development of physics or chemistry/trace-based systems. Professional knowledge is defined as the comprehensive, in-depth knowledge of advanced technology development; OR a Master’s Degree in a science field (i.e., physics, chemistry) from an accredited college or university.

25. SCIENTIST 4 - Performs research, design, development, analysis, test and evaluation of defines opportunities to interface various technologies/systems, and assesses usefulness of technologies in the homeland security environment. Requires little to no supervision. Writes experiment/test plans and procedures, conducts test, collects test data, and prepares technical reports. Must be able to perform a variety of complex laboratory analytical procedures. Has experience in automated data collection, analysis, and presentation. Proficient in the use of accredited college or university. Shall have at least 10 or more years of experience in experimental or applied science (physics, chemistry or related) that demonstrates a professional knowledge of physics/chemistry, and/or development of physics or chemistry/trace-based systems. Professional knowledge is defined as the comprehensive, in-depth knowledge of advanced technology development; OR a Master’s Degree in a science field (i.e., physics, chemistry) from an accredited college or university and have at least 3 or more years of experience as described above.

26. SCIENTIST 5 - Responsible for executing, and documenting various aspects of testing and analysis associated with the development of Security related systems. Must be able to test and/or evaluate a number of commercial and prototype explosives detection systems. Candidate shall possess sufficient skills to perform parametric testing and evaluation of candidate systems to determine parameters such as lower limit of detection, sensitivity, selectivity, dynamic range or other instrument performance characteristics. Must be capable of performing literature searches and assessing the current state of the art in approaching any research program. Must be able to write, review, and/or comment on test plans and procedures. Has good communication skills and is able to write project documents with little supervision, including project plans, test plans and procedures, data analysis reports, project final reports. Candidate must possess independent research experience and demonstrated capability in the planning and execution of research and development projects.

accredited college or university and have at least 12 or more years of experience in experimental or applied science (physics, chemistry or related). OR Master’s Degree in a science field (i.e., physics, chemistry) from an accredited college or university and at least 6 or more years of experience as described above OR a Ph.D. degree in a natural science (e.g. physics, chemistry, biology) from an accredited college or university and have at least 1 or more years of post-graduate experience that demonstrates a professional knowledge of physics, and/or development of physics or chemistry/trace-based systems. Professional knowledge is defined as the comprehensive, in-depth knowledge of advanced technology development. Shall have a minimum of 5 years of laboratory experience.

27. SCIENTIST 6 - Responsible for executing, and documenting various aspects of testing and analysis associated with the development of security related systems. Must be able to test and/or evaluate a number of commercial and prototype explosives detection systems. Candidate shall possess sufficient skills to perform parametric testing and evaluation of candidate systems to determine parameters such as lower limit of detection, sensitivity, selectivity, dynamic range or other instrument performance characteristics. Must be capable of performing literature searches and assessing the current state of the art in approaching any research program. Must be able to write, review, and/or comment on test plans and procedures. Has good communication skills and is able to write project documents with little supervision, including project plans, test plans and procedures, data analysis reports, project final reports. Candidate must possess independent research experience and demonstrated capability in the planning and execution of research and development projects.

QUALIFICATIONS: A Master’s Degree in a science field (i.e., physics, chemistry) from an accredited college or university with 10 or more years of experience in experimental or applied science (physics, chemistry, or related). OR a Ph.D. degree in a natural science (e.g. physics, chemistry, biology) from an accredited college or university. Shall have at least 5 or more years of post-graduate experience that demonstrates a professional knowledge of physics, and/or development of physics or chemistry/trace-based systems. Professional knowledge is defined as the comprehensive, in-depth knowledge of advanced technology development. Shall have a minimum of 8 years of laboratory experience.

28. SCIENTIST 7 - Serves as a senior technical expert for the work related to this contractual effort. Responsible for performing or directing research and/or development of security systems.

Performs literature searches and assesses the current state of the art in planning and executing research and development programs. Must be able to test and/or evaluate various types of explosives detection systems. Must be able to write, review, and/or comment on plans and procedures, as well as implement a variety of complex analytical procedures. Has good communication skills and is able to write project documents with little to no supervision. Briefs customer on ongoing activities; meets with customer and other relevant personnel as required.

Prepares and gives presentations at professional conferences and other meetings.

QUALIFICATIONS: A Master’s Degree in a science field (i.e., physics, chemistry) from an accredited college or university with 15 or more years of experience in experimental or applied science (physics, chemistry, or related) OR a Ph.D. degree in a natural science (e.g. physics, chemistry, biology) from an accredited college or university and have at least 15 or more years of post-graduate experience that demonstrates a professional knowledge of physics, and/or development of physics or chemistry/trace-based systems. Professional knowledge is defined as the comprehensive, in-depth knowledge of advanced technology development and laboratory experience.

29. SENIOR BLAST ENGINEER (SBE) - Performs explosive blast vulnerability analyses, including the prediction and analysis of structural response to blast loading, the development and evaluation of kill and damage criteria, the development and evaluation of failure modes and effects models, the development and evaluation of Pd/h data, the design of test equipment and test facilities, the performance of blast experimentation, the interpretation of experimental data

(pressure-time histories, stress and strain measurements, frequency and modal vibrations) and the establishment of blast parameter and damage response relationships. The SBE serves as an interface with other engineers to insure vulnerability aspects are considered in other areas of research. The SBE may write, review and execute test plans and procedures, witness test performance, prepare test assessment reports and brief AAR personnel on ongoing activities.

The SBE may provide leadership for group projects.

QUALIFICATIONS: A Bachelor's Degree in engineering from an accredited college or university and have at least 10 or more years of experience performing the explosive blast vulnerability analyses AND military Explosive Ordinance Disposal (EOD) qualifications, including the prediction and analysis of structural response to blast loading, the development and evaluation of kill and damage criteria, the development and evaluation of failure modes and effects models, the development and evaluation of Pd/h data, the design of test equipment and test facilities, the performance of blast experimentation, the interpretation of experimental data

(pressure-time histories, stress and strain measurements, frequency and modal vibrations) and the establishment of blast parameter and damage response relationships.

30. STATISTICIAN – Responsible for technical management of projects that are statistical and/or ADP oriented. Directs and guides statistical and programming efforts relating to the technical program. Performs as a statistician on a variety of software development, planning, evaluation, specification development, and analysis and design efforts. Combines broad knowledge of physical sciences and engineering with profound knowledge of applied probability theory and statistics to explore concepts, develop hypotheses and models, analyze and evaluate their validity with respect to empirical data.

QUALIFICATIONS: A Bachelor’s Degree in statistics or mathematics from an accredited college or university, and have at least 7 or more years of experience that demonstrates a professional knowledge of mathematics, systems development. Professional knowledge is defined as the comprehensive, in-depth knowledge of advanced technology development.

31. TECHNICAL WRITER - Supports program activities in the areas of developing key documentation materials for the program plans, and project plans developed. Responsibilities include writing, editing, and developing technical materials for publication. Most of the materials will be published for the web, the corporate intranet or printed hard copies to be delivered to customers. Team player with strong inter-personal and communication skills.

Ability to work within project teams and towards established time lines.

QUALIFICATIONS: A Bachelor’s Degree in English, or a science field and have at least 5 or more years of related experience in technical writing. Must possess good communication skills.

Experienced with program and project management planning processes and principles preferred.

The following is a description of a task order FUNCTION and is not intended as a labor category description or qualification.

PROJECT MANAGER – A project manager assigned to a task order shall be responsible for and capable of the following: Performing planning and scheduling, progress reporting, cost control, organization and manpower planning and management, developing work breakdown structures, performance analysis, technical risk analysis, financial planning, quality assurance, and quality control on all submitted deliverables. The project manager focuses on task order project execution and keeps the customer informed of ongoing task order technical/administrative concerns, as well as the overall status of the BPA. A project manager needs to possess excellent communication skills, both oral and written.

QUALIFICATIONS: The contractor can assign any labor category to provide this task order functional support. Experience must include planning, managing, and implementing projects associated with complex scientific, engineering, transportation, or related activities.

Subject Matter Experts and Resources

The Contractor shall have subject matter experts (SME) and resource capabilities to plan, support, and provide accurate reporting of individual task orders, in the following areas. These

SMEs are subject to the labor category descriptions above.

1) Physics - including but not limited to:

• Familiarity with X-ray and photon-matter interactions

• Experience with X-ray measurements including digital radiography, computed tomography, diffraction, incoherent scatter, fluorescence

• Ability to develop and fabricate prototype instruments for physical characterization

2) Chemistry - including but not limited to:

• Analytical- familiar with analytical chromatography techniques

• Instrumental - familiar with designing/modifying/building new scientific instrumentation and prototypes

• Organic - familiar with the synthesis/formulation of explosives and/or other hazardous contraband materials.

• Also, must possess a demonstrated ability to safely and quantitatively handle, mix and synthesize chemicals for threat surrogate test articles.

3) Engineering- including but not limited to:

• Mechanical; aerospace; electrical; electronics, or related engineering discipline.

• Knowledge of RDT&E principles & processes

• Skill to analyze data, quantitatively and qualitatively, to perform scientific/engineering planning and evaluation activities.

• Knowledge via wide range of the concepts, principles and practices of professional scientific and engineering disciplines (mechanical, electrical, chemistry, computer, electronics, physics, mathematics or other related engineering disciplines) gained through extended graduate academic studies or professional work experience, to perform difficult and complex professional assignments.

4) Mathematics, Statistics, and Computer Science- including but not limited to:

• Experience with theory and software coding of instrumental control, automation, computed tomography, synthetic aperture radar, 2 dimensional and 3 dimensional image processing, multidimensional feature analysis and classification

• Experience with statistical analysis and hypothesis testing using continuous multivariate and binomial data

• Experience with development, population and maintenance of relational databases

5) Electromagnetic Energy - including but not limited to:

• Electromagnetic theory

• Scattering

• Spectroscopy - analysis and modeling, laser spectroscopy

(Clinical psychologists are not an acceptable expertise)

8) Explosive Effects, Vulnerability Assessment, and Blast Mitigation - including but not limited to:

• Determining the sensitivity and stability of improvised explosives due to impact, friction, electrostatic discharge and thermal changes

• Conducting elemental composition, explosive potential, and/or detection probability of liquid and solid energetic materials

• Modeling and simulation of explosive events using finite element or hydrodynamic software

• Determining material and structural response to shock loading through testing

• Identifying and developing explosive mitigation technologies

• Developing new test instrumentation techniques

New SME requirements may be added as new technologies and threats emerge. This list is not all-inclusive and a task order to address a particular need may contain a subset of this list of SME or additional requirements.

As to the listed disciplines the contractor (s) shall be familiar with the discipline's distinct characteristics and the interconnectedness of the disciplines. In addition, requirements to the listed disciplines the Government may add new disciplines or subset of the current disciplines as new technologies and threats emerge. These additional requirements will be identified in task orders.

The Contractor shall provide the necessary management and support to document and control the flow of manpower, materials, test equipment and funding for the task orders issued under the

BPA. These functions include but are not limited to:
