Questions and Answers for RFQ#70RFPW26QWA000004, VSS inTukwila, WA

Question Answer

Are drawings, as-builts, or any existing design documents available (if not available any written descriptive detail) for the following:

1, Floor plans and/or security drawings?

2. Camera location layouts or device schedules?

3. Riser diagrams or network layout?

4. Photos, notes, or documents shared or referenced during site visit?

5. Photographs or descriptions of camera mounting locations?

6. Clarify on conduit reuse, ceiling types, and cable path contraints?

No additional drawings or documents are available other than those referenced in the revised SOW provided with AMD0005, Section J.6.

2 Are there any building floor plans for where the cameras will terminate? Please see answer to question 1.

3 Are there any equipment room drawings that show equipment room requirements and layouts? Please see answer to question 1.

Axis Camera question: The RFP calls out the 4 sensor Q6020-E, and a PTZ to go with the Q6020-E but no specific PTZ model listed, if a PTZ is needed, which PTZ is required?

Please see revised SOW provided with AMD0005, Section D.2, sub-section D.2.2 bullet j), and Section D.2 sub-section D.2.3 for PTZ camera salient characteristics.

B.2.6 The Contractor may elect to reuse the existing Cat5 cabling, provided that all cable runs do not exceed 270 feet. For any existing run longer than 270 feet. If needed, it shall be included as a separate line item in their proposal, and the Contractor shall install the required number of extenders to ensure each run between devices remains within the 270-foot limit. Prior to reusing existing cabling, the Contractor shall perform testing as outlined below. If existing cabling is reused, it shall be covered under warranty for both materials and labor for a period of 12 months. Should the Contractor determine that the existing cabling is unusable, or choose not to reuse it, the Contractor shall remove the old cabling and furnish and install new cabling. All existing and new cabling shall be tested and certified to meet ANSI/TIA/EIA-568-B standards. Testing shall be performed using a Fluke DTX-1800 or equivalent device capable of saving results. Test results shall be printed and submitted to the FPS Project Manager.

Question: As a way to help drive down costs, it’s best if we can reuse the existing cable.

However, if we determine that cable to one or more cameras is inoperable, can we provide a change order to replace the cable?

Yes, All cabling for all new and identified replacement cameras must be tested and certified to ANSI/TIA/EIA 568-B standards using a Fluke DTX 1800 or equivalent, with printed results submitted for approval to the FPS Project Manager. If the Project Manager determines the cabling is unusable the Contractor must obtain written approval from the FPS Project Manager prior to replacement and submitting a change order. The change order must include the test results demonstrating the cable failure, and the FPS Project Manager must review and approve the change order prior to replacement. Please refer to Section C.1, sub-section C.1.2 of the revised SOW provided with AMD0005.

Integration with Existing VSS Components The SOW states that the existing video system shall remain operational during installation and requires submission of a system integration and cutover plan.

Please clarify whether the new VSS components are required to integrate with existing FPS-owned VSS infrastructure (e.g., existing servers, VMS platforms, storage, or network segments), or whether the Government anticipates a full replacement with limited or no interoperability with legacy components.

Yes, the new Video Surveillance System (VSS) components are required to integrate with the existing VSS infrastructure, including the American Dynamics Video Edge NVR and Victor Unified Video Management System (VMS). The contractor must ensure full compatibility and interoperability between new and existing equipment. Please refer to Section B.2, sub-section B.2.1 and C.1, sub-section C.1.3 of the revised SOW provided with AMD0005.

Section C of the SOW discusses removal and disposal of existing cabling and equipment not designated for reuse.

Will the Government identify which existing cabling, conduit, racks, or network infrastructure are approved for reuse, or should offerors assume that all reuse determinations are to be validated during the site visit and reflected in their technical approach and pricing?

Network Authority and Cyber Coordination The SOW includes requirements for network diagrams, IP addressing schemes, and system configuration plans.

Please clarify whether the Contractor will be responsible for coordinating with Government IT/network authorities for IP address assignment, network configuration approval, and connectivity validation, or whether these will be provided by the Government prior to system configuration.

The Video Surveillance System (VSS) network is designed to operate as a standalone network and is not connected to any Government enterprise IT network. The Contractor is sole responsibility for programming IP addresses, configuring the VSS network, and validating connectivity among all system components. All network configuration, IP address assignment, and connectivity testing are to be performed by the Contractor.

Please refer to Sections C.2, sub-section C.2.12, and Section C.4 of the revised SOW provided with

AMD0005.

Software Licensing / System Architecture (Required) The Statement of Work references system integration, video storage requirements, and manufacturer-certified platforms.

Clarify whether the proposed Video Surveillance System is expected to include ongoing software licensing and support agreements (e.g., VMS licenses, SSA, firmware/software updates), or whether the intent is for a standalone system that does not require recurring software licensing beyond the initial installation?

If ongoing licensing is anticipated, please confirm whether pricing should include initial license terms only, or both initial and renewal licensing costs.

Yes. the Video Surveillance System (VSS) is to operate as a fully integrated system with the existing infrastructure, and all necessary initial software licenses, support agreements, and firmware/software updates required for installation, integration, and warranty coverage must be included in the proposal. The system is not intended to require recurring software licensing or support costs beyond the initial installation period.
