About this file
This is Amendment 0005 to Request for Quotation 70RFPW26QWA000004 for Video Surveillance System installation and configuration at the U.S. Citizenship & Immigration Services Building in Tukwila, Washington. The amendment revises the Statement of Work and attachments to clarify technical requirements and submission procedures. Key revisions include: licensing costs must be initial terms only with no renewal or ongoing costs included in quotations; cabling for new and replacement cameras must be tested and certified to ANSI/TIA/EIA 568-B standards using a Fluke DTX 1800 or equivalent with printed results submitted for approval; the new Network Video Recorder shall be installed within the agency rack with contractor coordination to remove one existing UPS battery and reorganize equipment; the VSS operates as a standalone network with the contractor solely responsible for programming IP addresses and validating connectivity; and the contractor must return all cameras identified for replacement to the FPS COR/TPOC. Working hours for common areas are Monday-Friday 8:00 a.m. to 4:00 p.m., with areas requiring escort accessible 7:00 a.m. to 3:00 p.m., and any work outside these hours requires 48-hour advance email notice and written FPS Project Manager approval.
The amendment updates quotation submission requirements, instructing offerors to submit four parts via email to Thomas.Westlake@fps.dhs.gov by January 26, 2026, at 9:00 a.m. PT. Part I requires detailed hardware and software lists with manufacturer data sheets and itemized pricing; video storage calculations demonstrating 40 days retention capacity; UPS load calculations and drawings; manufacturer certifications for system installation and integration; and a 10-foot pole specification with mounting solutions. Part II requires up to three past performance references from projects completed within the past three years. Part III requires completion of SF 1449 with total pricing for all labor, materials, equipment, travel, per diem, shipping, training, and warranty. Part IV requires the Quotation Checklist (Attachment E) and FAR 52.212-3 Offeror Representations and Certifications. Quotations must be submitted as redacted PDF files with company-specific information removed in a separate technical submission. The revised Instructions to Offerors and Attachment E Quotation Checklist are provided with the amendment.

A. BACKGROUND
A.1 The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS actively works to reduce security vulnerabilities of federal facilities from criminal, terrorist, accidental, and natural disaster threats to ensure properties remain safe, secure, and available to the American public and employees of the Federal Government.
A.2 The following Statement of Work (SOW) and guidelines have been developed by the Department of Homeland Security (DHS), Federal Protective Service (FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and Government leased spaces. The SOW and regulations were developed with the notion that the security posture of each federally owned building or Government leased space is unique.

The cameras are connected to a workstation with three DELL monitors located in Security Control Room and cameras are monitored by a PSO during business hours. The VSS is also equipped with an American Dynamics Video Edge Network Video Recorder (NVR) with Victor Unified Video Management System (VMS). The NVR records at 15 frames per second, and stores video for approximately 60 days. The NVR is in the server room.
The VSS is connected to an APC Smart-UPS X and UXABP48 batteries for emergency backup power. The VSS is maintained and repaired by Convergint, and it is periodically tested. There is a maintenance program in place and if any critical components become inoperable, they are replaced or repaired within 72 Hours. There are no additional UPS requirements needed for the existing and new contractor provided server.
B.2 Addition of a new Network Video Recorder and IP Cameras
B.2.1 The Contractor shall purchase, install, and configure a new Network Video Recorder solution that meets the salient characteristics outlined in Section D.1. This NVR shall be installed in the U.S. Citizenship and Immigration Services (USCIS) server room and interconnected with the existing agency system infrastructure. All equipment provided by the Contractor must be fully compatible with the current agency American Dynamics Video Edge NVR and the Victor Unified Video Management System (VMS).
The Contractor-furnished NVR shall be used to support additional video storage capacity for nine newly installed IP cameras and the replacement of three existing units, for a total of twelve IP cameras. Of these, seven cameras shall be multisensor camera with pan-tilt-zoom (PTZ) capabilities and five shall be fixed-position cameras.
Should the integration of the new and existing systems necessitate additional software licenses, Software Support Agreements, software or firmware upgrades, or hardware components, the Contractor shall identify and include all related costs and technical details in their quote submission. Renewal or ongoing licensing costs should not be included in the contractor’s quotation.
The existing system retains video footage for up to 60 days at a recording rate of 15 frames per second (fps) and maximum resolution. The Contractor shall assess and provide the necessary additional storage capacity to support a minimum of 40 days of footage retention for all newly installed cameras. Each camera must record at 15 fps, utilizing maximum resolution and
DRAFT For Official Use Only (FOUO) 5 minimum compression settings. Storage calculations must be based on per-device requirements (i.e., individual camera storage, not aggregate system capacity). As part of the quotation, the Contractor shall submit detailed storage estimates and documentation demonstrating compliance with these specifications.
B.2.2 The contractor shall install the new contractor-provided NVR within the agency rack located in the server room. The contractor shall coordinate with the agency and FPS Project Management to remove one of the existing UPS batteries and reorganize the rack equipment as required to ensure sufficient space for the installation of the new contractor-provided equipment.
B.2.3 Additionally, a Power over Ethernet (PoE) network switch and UPS will be added. The Contractor to determine the appropriate size switch needed. The PoE budget for the cameras and PoE powered devices connected to the switch shall not exceed 70% of the PoE budget of the switch. Contractor shall provide load calculations with their quotation showing this.
B.2.4 The contractor shall purchase and install a total of 13 new IP cameras as specified below:
1. P1 vehicle entry - fixed, pole-mounted
2. P1 vehicle exit - fixed
3. P3 vehicle entry - multisensor camera with PTZ
4. P3 vehicle exit - fixed
5. Northeast corridor man door - fixed
6. Southeast corridor man door - fixed
7. North end roof top parking PTZ – PTZ
8. North end roof top parking - fixed
9. Main entry right - multisensor camera with PTZ
10. Main entry left – multisensor camera with PTZ
11. South end - multisensor camera with PTZ, pole-mounted
12. East entry/Sally Port - multisensor with PTZ
13. East parking lot - multisensor camera with PTZ, pole-mounted
The contractor shall also purchase and provide pole, camera mounts, camera licenses, and any other necessary appurtenances for a fully functional IP Video Surveillance System (VSS). The contractor is required to collaborate with the FPS Project Manager for final camera placement prior to mounting to ensure the correct view is obtained. Refer to section J.6 for photos of all equipment and camera locations.
B.2.5 The contractor is responsible for determining if a lift is needed for certain camera locations. If needed, it shall be included as a separate line item in their proposal. The contractor shall notify the FPS PM 24 hours in advance of the lift's arrival. The government is not responsible for the lift while on-site. The contractor is responsible for scheduling, delivery, and removal of the lift.
If a lift is later determined to be needed but was not included in the proposal, it will be at the contractor's expense. The contractor shall follow OSHA guidelines and provide their own safety equipment. There is no place to store a lift overnight.
DRAFT For Official Use Only (FOUO) 6
B.2.6 For the Government to maintain the full-Service Maintenance Agreement (SMA) for the VMS, servicing contractor must be currently certified in the American Dynamics Victor Unified VMS and Axis Communication cameras.
