Vendor was inquiring about Personal Identification Verification Card (PIV).
Once a PSO is sponsored by HSPD-12, the Contract Manager will receive the attached Scheduling Tool which contains a link to schedule an appointment to be issued a PIV card with any DHS agency that provides this service. The CM/PSO can type in their zip code and the tool will identify what locations are available up to 100 miles away. For example, as per the screenshot, there are 3 locations near Las Vegas that can be utilized:

In what city or cities is Exhibit 9 Government Provided Training Conducted?
In what cities are the government issued credentials issued?
Exhibit 10 Communications Equipment (page 207/525) requires the contractor to provide 18 base stations and only 18 radios. Can FPS confirm the requirement for 18 “base stations” and which locations require the installation of these base stations? (There are only 11 locations that have multiple staff on duty at the same time, and only 3 locations with more than 3 radios in use simultaneously.)
Post Exhibit: NV 7678 at 6999 Sierra Center Parkway is listed as being in Las Vegas; Mapquest shows this address in Reno. Please clarify/confirm the city this address is located in?(NV 8000 at the same address is listed in Reno)
If 24 hours a day are required, 7 days a week, should not the total days be 365 and annual hours be 8,760 and not 6,000?
1(a) It appears that this same error was made on all posts with 7 operating days. Are we to rely on the hours per day times operating days in order to make any corrections necessary to the total days and annual hours?
Or will FPS make corrections and repost the Exhibit?
Collective Bargaining Agreement(s) do not list wage rates beyond 10/1/2021. Are there new agreement(s)?
Paragraph 5.2.2.1 (page 86) requires initial pre-employment physicals with follow- up every 5 years.
Are all incumbent staff considered current on their physicals?
The solicitation requires S&W .40 caliber firearms; is this the current firearm being used?
9 A. Information has been updated to reflect the correct total amount of days.
B. The current PE has been updated to reflect building NV7678 adrdress to be 4220 South Maryland Parkway, Las Vegas.

1. Post Exhibit Will FPS please review and clarify the below Post Exhibit items:
A. All posts whose operating days are “7 days” show “250” in the Total Days column. Shouldn’t the Total Days be 365 (every day of the year)?
B. Building NV7678 lists the address as 6999 Sierra Center Parkway Las Vegas. We could not locate this facility’s address in Google Maps. We see there is the same street address for Building NV8000 in Reno.
C. Could FPS provide an updated Post Exhibit that lists the tenant agencies for each of the facilities?
D. NV7796 building states “Potential hours for new facility” at 2324 W. Charleston Place, Las Vegas:
a. When does FPS anticipate service to start at this location?
b. Is this a new tenant in addition to the other posts or is one of the current tenants moving from a facility already listed on the Post Exhibit (possibly the FBI building which also requires TS clearances)?
Staffing We notice the CBA has had significant year-over-year increases and the seniority list reflects a lot of new hires in 2021 and 2022.
Question: Are there staffing or recruitment issues on the current contract that the incoming contractor should be aware of?
Exhibit 10.4 Communications Equipment Requirements, page 207.
A) For the Base Station quantity listed (18); Base Stations provide service for multiple radios – will FPS please confirm the quantity listed in the Exhibit?

• NV7612
B) The NV7796 (2324 W. Charleston Place, Las Vegas) is not on the list for PTS; will FPS please provide the number of tablets required?
SOW 6.7.2 NWDTP Instructors Is there an NWDTP certified Instructor on the contract?
TAS and ESS For informational purposes, what has been the annual TAS and ESS usage for the past 3 years?
SOW Exhibit 10.2 Firearms, General Questions A) Is a shotgun required at any of the facilities?
B) What handgun make, model, caliber is used by the incumbent officers?
4. SOW Exhibit 10.2 Firearms; checked box for Caliber 40 S&W During the past several years, most law enforcement and large security organizations have been transitioning from the 40 S&W platform as the duty weapon of choice for many practical reasons including ammunition cost and availability. They have determined the 9mm platform provides many practical officer benefits, readily available ammunition, and significant cost savings/avoidance. Also, they have seen a significant improvement in proficiency and commitment to train off duty. Question: Would the government consider allowing the use of the caliber 9mm platform?
Sow 6.10 Annual IRS Training Is this training applicable to any of the locations on this solicitation?
18 Yes, Incumbent PSOs currently standing post are fully qualified to stand post on the incumbent effort; however, if any training expires between now and when the new contract starts performance, there may be circumstances where the PSO is not fully qualified to stand post.
It will be the awardee’s responsibility to ensure PSOs are fully qualified to stand post on the new contract.

Is the incumbent workforce trained to the standards outlined in Section 6.0?
If the government is unwilling to include FAR 52.216-4 or -5 in the contract, would the Contracting Officer consider separating the direct labor rate from materials and other ODCs and including the materials and other ODCs on a separate cost- reimbursement CLIN?
Can the government confirm the last Contract Award amount and/ or provide the contract number?
Can the Government confirm that this is the same level of effort of the last/current contract?
Are TAMS currently implemented on the incumbent contract?
What is the make and model of the weapon on the current contract?
How do the post hours on this subject RFP compare to the incumbent contract?
Is the contract currently fully staffed?
Considering the economic uncertainty and inflation present in the labor market and material supply chain today there is serious doubt concerning price stability during the extended period of contract performance. The uncertainty is industry-wide and outside the contractor's control. The solicitation pricing instructions require the contractor to include both labor and associated material and other costs into one firm fixed labor rate, which increases the economic risk to the contractor even further. The market variables for labor and materials are too unstable to permit a reasonable division of risk between the Government and the contractor. Under the current economic circumstances, would the Contracting Officer consider including the clause at FAR 52.216-4, Economic Price Adjustment-Labor and Material, or the clause at FAR 52.216-5, Price Redetermination-Prospective, or an agency- prescribed clause as authorized in paragraph (a)(2) of FAR 16.203-4?
What handgun make, model, caliber, platform and brand is used by the incumbent PSOs?
Is TAMS implemented on the current contract? If no, when does the government anticipates the implementation of the TAMS?
Is the Post Tracking System (PTS) implemented on the current contract? If no, when does the government anticipates the implementation of the PTS?
Is the Post Tracking System currently implemented on the incumbent contract?
Please confirm the transition is a maximum of 120 days. The drop-down is still present in the SOW.
Can the Government confirm on average, historically, how much TAS they used annually over the past contract term of five years?
Can the Government confirm if there is a CBA(s) in place for any of the Supervisory positions?
If so can we obtain a copy of it?

35 Updated Exhibit 13 with column to associate CBA with post incorporated via AM0002.
See updated Exhibit 13 attached to AM0002.
36 An updated seniority listing with applicable CBA is included as part of AM0002. No full or part time information regarding PSO employees is available. In addition, full or part time status is subject to change depending on service demands.
Seniority list attached as part of AM0002.
37 Period of performance is 03/01/2024 – 02/28/2029. See correction to page 3 of RFP in Amendment 0002.
Please refer to Page 3 of the RFP Period of Performance 03/01/2024 thru 02/28/2029.
Updated attachment 6 to include the five individual ordering periods. The resulting contract will not have ‘Option Periods’. However, each year wage adjustments will be conducted.
Please refer to page 22 of 525 09. Deliveries or performance Term of Contract. Also see Pricing Schedule for ordering periods breakdowns. Revision to RFP via AM0002.
39 Whether an incumbent requires new physical or medical examinations is dependent on how long ago their current was issued. In accordance with SOW 5.2.2.1, Incumbent PSOs shall undergo a medical and physical examination every five (5) years to continue working on any FPS PSO contract.
SOW Section 5.2.2
40 The required clearance is required to be obtained prior to beginning of performance on the resulting contract, not at the time of proposal submission.
see Amendment 0002 which updates SOW section 5.8.4(a).
No font smaller than font 11 will be accepted.
42 The government cannot guarantee it will take 21 calendar or business days to process a PSO security adjudication. There exists a myriad of variables that may reduce or increase the process. Two years ago, the process was taking several months to complete due to Personnel Security Division (PSD) consolidating personnel and addressing regional backlogs. Since then, PSD has reduced the backlog and streamlined processes and procedures so 21 days to process a clearance is a reasonable goal, but it should not be misconstrued as a guarantee that the government can complete the process in that timeframe.
See answer to question 20. Also see column 3.
Post Tracking System (PTS) Will be active on the start of the period of performance.
45 The FBI will review the Visitor Access Request (VAR) and conduct a cursory name check on everyone submitted to ensure no derogatory information exists.
but they do not perform a complete/ in-depth investigation.

47 See response to Question 18 above. Staffing
On Page 2 of the RFP the period of performance is Period of Performance: 03/01/2024 to 02/28/2029 (The Pricing Schedule matches the 03/01/2024 to 02/28/2029 date range) but on page 3 it shows Period of Performance: 10/01/2023 to 09/30/2028 as the period of performance. Can the Government please advise on which POP we should use?
Attachment 06 only has the Base Period and no Option Periods listed. Is the Government only asking for a breakdown of pricing for the Base Period?
Will new medicals be required for all incumbents during transition?
According to section 5.8.4(a) of the solicitation's Security Clearance Requirements, "The Contractor shall possess a facility clearance that is equal to level for work on this contract as specified in Section
5.7.2 prior to submission of proposal or quote." (RFP 96 / 525). Would the Government confirm that proof of a TS FCL should be provided with the submission?

We request if we can obtain the Exhibit 13 – Post Exhibit in an Excel spreadsheet?
We request that the CBA associated with the Post be added as a column to the Exhibit 13 – Post Exhibit?
We request that on the seniority list the corresponding CBA be identified as well as if the employee is full time or part time?

The Statement of Work in Section 5.3.5 states: “Once a completed personnel security package has been received, the standard processing time is generally up to twenty‐one (21) calendar days, so long as there are no derogatory issues.” For planning purposes, what is the true average processing time for clearances in the last 12 months? If processing time consistently exceeds 60 days, will the Government consider allowing entry on duty with Quick-Checks?

Further, the work to be performed at each post involves similar effort, responsibilities, and duties, all falling within the scope of the standard armed PSO position. FPS is not purchasing any services outside the scope of Standard Armed PSO services at any location or post. Therefore, post specific wage and fringe benefit rates identified in a CBA based wage determination represent compensation for a level of service outside the scope of what FPS is purchasing under this contract. Therefore, post specific premiums will not create a right to a price adjustment.
NOTE: Nothing in this section prevents the contractor from paying standard armed PSOs more than the Standard Armed PSO rate. However, because the government is purchasing only Standard Armed PSO services no other rates will be incorporated into the contract as required minimum wages or fringe benefits. Therefore, no other rates will give rise to a price adjustment.
Notwithstanding the foregoing, FPS is purchasing the services of Top Secret (TS) cleared armed guards. The contractor will be eligible for an SCA price adjustment in accordance with FAR 52.222-43 for rates specific to TS guards contained in a Wage Determinations based on a CBA.
Notwithstanding the foregoing, this contract will be for Standard Armed PSO services at more than one geographic location. The geographic locations coved by this contract are
