Question No: QUESTION RFP ANSWER
1 Do you have a list of the people on the call today? General The attendance sign-in sheet for the pre-proposal conference is for Government use only.
2 First and foremost, pending an award, does DHS sponsor clearances for the contracting company or must the contracting company already have one? We are a newer company and new to federal bidding. Our exec team are all combat veterans who previously have held secret and top secret clearances, however most are more than likely expired.
We would appreciate any Info directly relating to required clearances for this contract. Thank you.
SOW Sect. 5.7.2, pdf pg. 71- 72, SOW Sect. 5.8.4(b), pdf
pg. 74, and Proposal Submission Requirements, Para. 1, pdf pg. 443, The Government will sponsor the Contractor for a facility clearance, if contract performance requires access to classified information and the Contractor selected for award does not possess a facility security clearance that is equal to level for work on this contract as specified in Section 5.7.2. The facility clearance is required prior to contract performance.
3 Is it allowable / possible to get a copy of the slides? General The pre-proposal conference slides have been uploaded in Beta SAM.
4 Is the Post Tracking System (PTS) currently in use under the current contract or is this a new requirement?
Revised SOW Exhibit 10, pdf pg. 187 The Post Tracking System (PTS) is a new requirement. The Government anticipates for PTS to become active in the 4th quarter (July - September) of FY21. See revised Exhibit 10 Contractor-Provided Equipment, 6. Supplementary Equipment provided with Amendment 0002
5 On Exhibit 10, Contractor Provided Equipment, PTS Locations there are four (4) Building Numbers with PTS Systems that are not in the Post Exhibit. Should we have posts at these buildings? Below are the posts that are not in the Post Exhibit: 0012NM, NM0031, NM1464, and NM1645.
SOW Sect. 9.3.2, pdf pg. 97 The posts located at 0012NM, NM0031, NM1464, and NM1645 are TAS posts that will be required per the Post Exhibit, but will not require PTS devices. The PTS locations have been updated. See revised Exhibit 10 Contractor- Provided Equipment, 6. Supplementary Equipment provided with Amendment 0002
6 The Pre-Proposal slides stat that FPS changed Facility clearance level (FCL) from Top Secret to Secret. Do the three individuals with Top Secret clearance also only need Secret clearance now? Normally the FCL must match the highest clearance level on a contract.
SOW Sect. 5.7.2, pdf pg. 73 See revised Excel Attachment 1, Exhibit 13 – Post Exhibit provided with Amendment 0002 which revises the clearance level from Top Secret to Secret for the posts in building NM149.
7 The FAQ question 13 indicates a 20-page technical proposal page count but the Instructions to Offerors states 15 pages.
Which-page limit is correct?
Proposal Submission Requirement, Para. 4, pdf
pg. 444
Fifteen (15) page limit is correct. See revised Frequently Asked Questions provided with Amendment 0002 which corrects the technical page limit inconsistency.
8 The RFP, on page 444, Proposal Submission Requirements, states Offerors shall hold their offers valid for 120 days after the solicitation closing date. During the Bidder’s Conference Call it was stated that bid validity had to be 90 days. Can the Government please clarify how long an offeror is to keep their bid and pricing valid for?
Proposal Submission Requirement, Para. 6, pdf
pg. 444
The 90 days on the slides were incorrect. The correct number is 120 days per the RFP.

RFP: 70RFP420RE7000003 PSO Services in the State of New Mexico
Revised June 03, 2020 Amendment 0002
9 RFP, SOW Section 6.6.5 (Weapons Platform Training and Qualification), Section 6.6.5.1 states that platform weapons training/qualifications must occur “…this includes issuance of a new duty firearm” and Platform Training is 8 hours. If the same weapon make/model is issued, does the employee need to complete the 8 hours of Platform Training or do they need to just qualify with the new serial numbered weapon as it is the same weapon type?
SOW Sect. 6.6.4 and 6.6.5.1, pdf pg. 80
Per the SOW, the Weapons Platform training and qualification is required only if there is a change in the type of duty firearm with unlike platforms, i.e. revolver to semi-automatic. If the weapon platform is the same, and is the same make and model, only a qualification with the new duty weapon is required. See also SOW Section 6.6.4 for Transitional Weapon Training and Qualification for change in the model or caliber of the duty firearm with like platforms.
10 RFP SOW 9.1.19.1, Does the government intend for senior contractor personnel or supervisors to participate in the site Occupant Emergency Organization (OEO), in order to ensure OEP compliance and understanding? Or is it site specific?
SOW Sect. 9.8.19.1, pdf pg.
Vendors are not required to participate in any facility Occupant Emergency Organiztions. This is the responsibility of the Government.
11 Exhibit 8, Contractor-Provided Training, Firearms Qualification Course Shotgun, states that a specific post requirement must exist for PSOs to be armed with a shotgun.
Is there currently a post(s) that require a shotgun on post? If shotguns are to be used on the contract, can the government please specify the quantity of shotguns to be procured for the contract?
SOW Exhibit 8, pdf pg. 155 No, there are no shotguns currently on post. Shotguns are not required on this contract.
12 Exhibit 11, Government-Provided Equipment, page 193 of RFP, shows the government will furnish Motorola XTS 3000 and Motorola H18QCH9PW7AN radios (43 in quantity) for locations specified on page 194. However, the table on page 194 indicates the radios are Motorola XTS 5000. Can the Government please clarify which radio model is being used at these posts?
SOW Exhibit11, pdf pg.
193-194
Motorola XTS5000 is currently being used on the NM contract. See revised Exhibit 11, Government-Provided Equipment, 2. Other Government-Provided Equipment, provided with Amendment 0002 which corrects the inconsistency.
RFP: 70RFP420RE7000003 PSO Services in the State of New Mexico
13 Exhibit 10, page 187 of RFP, Supplementary Equipment, Post Tracking System, “the quantity of PTS tablets will be determined by the number of posts.” Page 189, shows a list of building numbers with the total number of PTS devices for each building number totaling, 102 total PTS. In the Attachment 1 – Post Exhibit, there are a total of 34 separate building locations for the posts. There are 43 locations listed in Exhibit 11 that have radio requirements. Are these 43 radio locations the same locations as to how many PTS systems are required? Is it the Government’s requirement to have 102 total PTS units (as specified on page 188 of the RFP), 34 (one for each building number location), or 43 where phones and radios are listed at locations specified in Exhibit 11? Or is the requirement one PTS system at each physical address? Some of the post requirements have more than one person working at the same location during the same time. Does each person need a PTS, or can PTS devices be shared at locations? Please clarify or confirm that 102 PTS devices are required.
SOW Exhibit 10, pdf pg.
187 -189
See revised Exhibit 10 to reflect new PTS count with data sheet. Additionally, a PTS device can be shared by multiple PSOs at the same location. So each PSO does not need a PTS device.
14 Similar to the PTS system clarification, Exhibit 10, page 185, states cellular telephones must be provided by the offeror at a quantity of “1 per post”. Is this one per each person working, or where there are multiple people working at one post location, is only one cellular phone needed for that location to be shared among the two or more people working at that post location?
SOW Exhibit 10, pdf pg.
The RFP is clear on its face, 1 cell phone per post.

Therefore, the Government is not involved in claims or litigation between CBA members and the incumbent company; and does not receive information pertaining to claims or litigation between the CBA members and the incumbent company.
16 In Exhibit 8 Contractor-Provided Training, a. Firearm Qualification Course (Handgun), it is stated that the minimum qualification score is two hundred out of two hundred-fifty.
