SET 3 OF 3
SUBMISSION OF QUESTIONS FOR SOLICITATION NO.: 70RFP418RE5000005
1. Can the Government confirm that all of the incumbent PSOs are up to date on all other training required by the SOW, ie 1st Aid/CPR/AED, OC, Baton, Firearms, refresher, etc.?
Please see Attachment 10 – “PSO Seniority List” for training certification dates.
2. Can the government please specify the PIV cards processing locations?
Please see the following link below for a listing of PIV Card Enrollment Station locations.
https://dhs.authentx.com/dhs/appointments/frm-centerlist.html
3. Will PIV cards be transferable to the new contractor?
Yes, the PSO is assigned the card, not the contractor.
4. Has the contractor staff been issued PIV cards?
Yes.
5. Are all incumbents required to have a new medical/PAT/drug test to meet the new SOW requirements prior to contract start?
Yes.
6. Will the Government please clarify if there are any additional stakeholder agency specific clearances or training/orientation required that is not noted in the solicitation and/or the E-1?
Attachment 2- “Post Exhibit” identifies the security clearance level for each post. All agency specific clearances and known training/orientation requirements are reflected in the RFP.
7. The current CBA language does not contain sick leave that satisfies the conditions of Executive Order 13706. Moreover, under 29 CFR 13.5(f)(2), offerors may not use their Service Contract Act obligations to satisfy the Executive Order requirements in any event. Please confirm that the requirement for 56 hours of sick leave is in addition to the successful offeror’s obligations under the CBA and Section 4(c) of the Service Contract Act.
Please see Terms and conditions Addendum to FAR 52.212‐4 C. Paid Sick Leave Under C.F.R. § 13.4(f).
8. Given the vast distances between posts across this contract, can the Government please provide an estimate of the number of hours, dollars or instances where incumbent PSOs were paid for travel to posts or training outside of their local community where travel pay was required?
This information is not available.
9. Usually the Government provides the list of attendees to the pre-bid conference so that small businesses can consider teaming arrangements and subcontracting opportunities. Will the Government publish the physical and telephonic attendee list for the pre-bid meeting held on May 24th, 2018 for IL, OH & MI?
We do not provide a list of attendees as this information is not needed to formulate a proposal. If the information is needed offerors may submit an official request under the Freedom of Information Act (FOIA).
10. In order to accurately price and allocate training time/resources during the transition, please provide the make and model of the current weapon in use by incumbents.
Smith and Wesson M & P .40, Law Enforcement model.
11. The CBAs have all expired as of 3/31/18. New or extended CBA’s would impact the pricing and operational plans for this contract that only the incumbent would know. Can the Government confirm that no new agreements, extensions or modifications have been agreed to by both parties and accepted by the Government?
Updated CBA’s for Local 206 (Battle Creek), Local 288 (Grand Rapids), Local 275 (Ann Arbor) and Local 289 (Detroit) are provided in Amendment 0003.
12. The Government has substantial small business subcontracting goals for this contract that cannot be met simply by purchasing uniforms and equipment from small business vendors. Therefore, it seems clear that the Government desires large businesses to use small businesses for post coverage as well. This adds substantial costs to a large business, based on efficiencies and economies of scale. Can the Government confirm that it expects all small business goals to be met each and every year of the contract or is it willing to consider the goals in the 5 year aggregate?
FAR 52.219‐9, Small Business Subcontracting Plan, requires prime contractors to submit an Individual Subcontracting Report (ISR) semi‐annually during contract performance. In accordance with FAR 19.705‐6, the CO must monitor prime contractor's compliance with its subcontracting plan by reviewing the ISR no later than 60 days after submission and assessing whether the prime contractor made a good faith effort to comply with its small business subcontracting plan.
