1) Relevant Past Performance
2) Management Approach
3) Price
The technical evaluation factors listed below are listed in descending order of importance.
Relevant Past Performance Management Approach
The technical evaluation factors, when combined, are more important than price.
RFP #70RFP319RE3000003
Technical Proposal Past Performance Attachment 3 – PPP Summary Sheet Past Performance Questionnaires (PPQs) Management Approach Attachment 8 – Field Level Supervision Exhibit Quality Assurance Transition
Note #1 - In determining the rating for the past performance evaluation factor, the Government will give greater consideration to the contracts which the Government feels are most relevant to the current RFP in terms of scope, magnitude and complexity.
Relevant Past Performance Relevant Past Performance The Government reserves the right to obtain information from sources other than those identified by the Contractor. The Government will also consider the quality of the Contractor’s relevant past performance.
The Government reserves the right to evaluate submitted projects individually or in the aggregate in order to determine relevance and will do so consistently across all evaluated offers.
Relevant past performance:
Maximum of 3 projects Timeframe: within the past 3 years Scope: Armed PSO Services Complexity: Multiple, Geographically-dispersed Locations, Similar duties as SOW, etc.
Magnitude: minimum hours similar to the instant requirement References and Past Performance Questionnaires
Teaming Arrangements Reference FAR 9.6 Where teaming arrangement is proposed, an additional one (1) project for partner(s)/subcontractor(s) shall be submitted.
Provide a narrative and/or the actual teaming agreement if one exists.
Include the roles & responsibilities and the distribution of effort for each partner (by type and percentage) anticipated in performance.
Relevant Past Performance – Things to Remember Failure to submit a narrative/teaming arrangement could increase performance risk Be as specific as possible in describing roles, responsibilities, distribution of effort, etc. (Doesn’t count against Page Limitations) “Meaningful Involvement”
Meaningful Involvement - If the offeror submits a contract for evaluation as part of its past performance submission that was performed by an affiliate company of the prime contractor or subcontractor rather than by the prime or subcontractor (e.g., submitting a contract that was performed by a subsidiary, parent, or other affiliated company), a narrative shall be provided that details how the affiliate company that performed the submitted contract will have meaningful involvement in performance of this solicited requirement. This narrative shall address how knowledge, capabilities, and/or resources used to perform the submitted contract will also be used in performing the solicited requirement, such that the past performance can be attributed to that prime/ subcontractor. If the contractor fails to submit a narrative or if it lacks sufficient detail, the Agency may decline to consider the contract in the past performance evaluation. This narrative shall be excluded from the page count.
Management Approach Quality Assurance Field Level Supervision Field Level Supervision Exhibit at Attachment 8 (required) Narrative (at offeror’s discretion) – Enhance understanding of Supervision Exhibit, address methods, processes and procedures Quality Control What will be inspected, methods of inspection and frequency Discuss processes for addressing non-compliance issues Transition Outline significant transition steps Associated timeframes
Note #1 - Offerors provide management strategies and proposed solutions demonstrating how they will result in better value to the government.
Management Approach – Things to Remember All “shall” statement are required to be addressed in the offeror’s proposal Failure to address can be considered a deficiency Please ensure the Supervision narrative matches what is provided on the Field Level Supervision Exhibit
Price Proposal PSO Service will be priced as fixed hourly rates Contractors shall submit price proposal on the Pricing Schedule and include a detailed price breakdown for the unit prices.
Government suggests that the Contractor complete the ‘Price Element Breakdown’ (RFP Attachment 6).
Price Proposal Attachment 6 –PSO Sheet
Price (continued) Total evaluated price (Base + Options + 52.217-8) Prices may be evaluated for realism Minimum wage rates and fringe benefits CBA 2019-12193 apply Supervisors not considered service employees
Achieved Technical Ceiling Non-price factors, when combined, are more important than price. However, the Government contemplates the possibility that it may identify an offer(s) of such a high technical quality that it would not be in the Government’s interest to pay an additional price premium for any additional technical (non-price) advantage.
As a result, offerors are advised that the Government may not evaluate the technical proposals of all offerors under this RFP. The government will first review the total evaluated price of all proposals received. The technical proposals of those offerors whose pricing is determined by the Contracting Officer to be most competitive may be reviewed prior to, or instead of, other technical proposals received.
Achieved Technical Ceiling
Based on the initial review of these technical proposals, the government may not evaluate the technical proposals of other offerors, whose total evaluated pricing was higher than that of one already evaluated and already assigned the highest possible technical adjectival rating.
This would occur when the Contracting Officer determines that one or more of the technical proposals already reviewed is of such a level of quality that it would not be in the interest of the government to incur cost beyond the price of the technical proposals already reviewed.
Basis for Selection The Government will select the responsible Contractor whose proposal, in conforming to this RFP, provides the overall best value to meet the Government’s requirements, price and non-price factors considered. Only apparent successful contractors determined to be responsible pursuant to FAR 9.104-1 will be issued a contract.
