Questions and Answers

1. Is there a specific requirement for assignment of vehicles to this opportunity? If so, please provide required quantity and suggested type (Sedan, SUV, 4X4, Pickup, etc)

Answer: See Statement of Work, Exhibit 10, Pages 159-213. There is no vehicle requirement for any of the lots.

2. Does the security force have dedicated office space in any of the buildings?

Answer: There is no guarantee that dedicated office space will be provided in any of the buildings.

3. Is non-firearms training allowed to be conducted on site at any of the buildings?

Answer: NWDTP classes can be conducted at Lot 1 (MD0766) and (MD1185), Lot 2 (MD0784), Lot 3 (DC0011), and Lot 5 (VA0301). This training must be coordinated through the COR and the stakeholders before scheduling any training. Lot #4 has 7 buildings with 3 screening posts;

Additional non-firearms training (ie. Basic and Refresher training) is not to be conducted on site.

4. Does the government have minimum experience or education requirements for supervisory personnel?

Answer: Yes. Supervisors are required to have the same qualifications as PSOs which can be found in the Statement of Work on page 68 of the RFP.

5. What are the minimum requirements to schedule the Government-Provided eight (8) hour block of Orientation Training, i.e. (minimum number of students, minimum notice period, approved training locations, etc.)?

Answer: Orientation Training will be addressed post award. Refer to pages 89-90 and pages 156- 157 of the RFP.See updated SOW 6.8.1.2 The Contractor shall schedule and coordinate Government-Provided training and testing with the COR and PSOPM. See updated SOW provided with Amendment 0007.

6. Is this the first time that this opportunity is being solicited as a Small Business set-aside?

Answer: No. The incumbent contracts were all solicited as Small Business set-asides.

7. Will incumbent PSOs who are not due for refresher training based on their previously completed training be required to be re-certified before assuming their posts under the new contract?

Answer: No, PSOs do not need to be re-certified before assuming their posts under the new contract.

8. With regards to the request for the Contractor to use an electronic time and attendance system that captures and records productive hours of a PSO while on post, please advise of the acceptable format for monthly reports to be prepared?

Answer: Refer to Section 9.3.2 of the Statement of Work.

9. Is the incumbent fully staffed at this time to fulfill all post requirements based on the seniority list provided?

Answer: This information is not necessary to submit a proposal in response to the RFP.

10. Is there a dedicated Site Supervisor to be assigned to this security program?

Answer: The vendor is responsible for supervision. The minimum supervision requirements for each LOT are identified on the applicable LOT post exhibit.

11. Are firearms stored on site or are officers issued take-home weapons?

Answer: All firearms are stored on site with exception of MD0195 under Lot 1 and MD1248 under Lot 4. There is no place to store the weapons at MD0195 and MD1248. PSOs are not issued take-home weapons.

12. LOT 1 - The Hours Per Day for the Roving Supervisor Positions (S1 & S2) do not correspond with the Start Time and End Time.

Answer: Supervisory hours can occur within the given timespan on the post exhibit. The number of hours indicated on the post exhibit for the supervisory posts is the minimum number of supervisor hours that the vendor must provide, as discussed in Section A. Field Level Supervision Command and Control of the Management Approach.

13. LOT 1 - Please confirm that the successful bidder is not required to possess a Top Secret and Top-Secret SCI clearance OR that the government is willing to sponsor the successful bidder.

Answer: There is no Secret or Top Secret security clearance requirement for Lot 1. This lot requires DHS Suitability. See 5.7.1 of the SOW.

14. LOT 1 -The Hours Per Day for the Roving Supervisor Positions (S1 & S2) at DC 0011 do not correspond with the Start Time and End Time. Please provide correct and updated Exhibit

15. LOT 1 - There are several “Patrol and Response” posts without a determination of whether PSO Break is Required (MD 0766 & MD 1185). Please provide response accordingly.

Answer: They are considered “self-relieving” posts.

16. LOT 1 - Bldg MD1185 Post 4 indicates 24 hrs for SSH, but the note section says Holidays. Are Sat and Sun required as well?

Answer: The post is required to be manned on Saturday, Sunday and Holidays (SSH).

17. LOT 1 - The last column of the table for MD0195 indicating the effective date for the wages and benefits is cut-off (not visible). Will the Government please advise bidders what the effective date is to properly bid the base period wages and benefits?

Answer: The effective date is December 1, 2018. Refers to page 405 of the RFP.

18. LOT 1 - Are the S-1 and S-2 Supervisor Posts currently covered under CBA 2014-6776 Rev. 5; as there are “Sergeant” positions listed in the CBA that covers MD0766 & MD1185?

Answer: The supervisor posts are not SCA covered positions because the personnel at those posts will be performing management and/or supervisory job duties. Therefore, no minimum wages or fringe benefits for the supervisor posts will be incorporated into an award resulting from this RFP. Furthermore, since supervisors are not SCA covered, they will not be subject to contract price adjustments under FAR 52.222-43. Offerors should therefore price the costs for supervisor posts accordingly, including escalation for any anticipated increases in costs for wages and fringe benefits. Refer to Contingency Pricing on Page 19 of the RFP.

The sergeant rates will not be incorporated into the contract. The only minimum wages and fringe benefits to be incorporated into the contract are those applicable to the Guard II (ie. PSO) DoL labor category.

22. LOT 1 - CBA 2014-6777 does not have current rates. Please provide the associated amendment or updated CBA agreement.

Answer: The rates in the Collective Bargaining Agreement provided in the RFP represent the current wage and fringe rates applicable.

Answer: See #22 above.

24. LOT 2 - Please provide the correct addresses for the site locations?

Refer to page 55 of the RFP and the revised SOW provided with Amendment 0007.

25. LOT 2 - Is the “S” Supervisor Post at building MD0784 (NOAA/NCWCP) currently covered under CBA 2017-10357? (There is a “Sergeant” positions listed in the CBA that covers this building.)

Answer: Refer to “Contingency Pricing” on page 19 of the RFP. Also, see the answer to question 18.

26. LOT 2 - Will the Government please confirm that building Supervisors also need to be trained to NWDTP X-Ray or Non-X-ray standards (all the Lot 2 buildings have X-Ray machines)?

Answer: Confirmed. See SOW Section 6.7.4.1.1.

Answer: The Patrol and Response posts are interior or exterior only. They are site specific. The two buildings are next door to each other therefore the PSO will walk across the parking lot to travel from one building to the other. There is no vehicle required.

28. LOT 2 - Will the Government please confirm the number of total contractor-provided radios required for buildings under Lot 2?

Answer: Refer to Exhibit 10 on page 178 of the RFP. Twenty eight radios are required.

29. LOT 3 -Can the Government confirm that there is a known expectation in Ordering Period 1 and beyond to add as much as 26,000 additional hours?

Answer: The solicitation is clear on its face. Reference page 18 of the RFP, Maximum Quantities Clause.

Answer: No.

31. LOT 3 - Please confirm the supervision required, Post Exhibit says 10 Hrs. M-F and 8 hours SSH.

35. For Lot #5, for VA 0822, what is the function of the supervisor being scheduled for only 1 hour per day on M-F?

Answer: The vendor should decide how utilize the supervisors to achieve the best performance within the times indicated.

36. Only Lot 5 requires the Contractor to provide weapons safes and clearing barrels. For the other 4 Lots there is no indication if these are required; in Lots 1-4 do PSOs carry their weapon to and from work?

Answer: Refer to Amendment 0007. The contractor must provide weapons safes and clearing barrels at all locations where weapons are stored. This includes all locations at all Lots with the exception of MD0195 under Lot 1 and MD1248 under Lot 4. The government will not provide safes or clearing barrels.

37. With regards to the Contract Manager position referenced in Item #11.2, Contract Manager of the SOW, does this refer to a Contract Manager for the overall program OR a Contract Manager for each lot? It would not be feasible to propose a Contract Manager for the entire program as there is no assurance that a single firm will be awarded all five lots. As an alternative, would the government suggest that we propose a dedicated Site Supervisor for each lot?

Answer: A Contract Manager is required for each Lot.

38. Please provide which posts require Holiday coverage for each Lot.

Answer: Any post identified on a post exhibit that has operating days listed as “SSH” or “7 Days” are required to be staffed on holidays.

39. With regards to the POC tab of each Post Exhibit, please clarify the significance of the referenced equipment and associated quantities.

Answer: Refer to Statement of Work Exhibit 10 for equipment requirements for each LOT. The POC tab for each post exhibit mentioned in Amendment 0007 has been deleted and revised Post Exhibits will be provided to vendors who submitted Non-Disclosure Agreements.

40. Is it the Government’s intent to award this contract to multiple companies, and then compete each task order between the winners?

Answer: No. This RFP will NOT result in a multiple award contract. Reference FAR 52.212-2 Evaluation on page 866 which states, “The Government intends to make award(s) by Lot. For each Lot, the Government intends to award a single award indefinite delivery indefinite quantity contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and non-price factors considered. The Government reserves the right to award multiple Lots under a contract for administrative convenience.

For example, the proposals submitted for Lot 1 will be evaluated in accordance with the terms of the RFP and the vendor whose proposal for Lot 1 that represents the best value to the Government will be the successful awardee to cover Lot 1. However, should this same vendor’s proposal submitted for Lot 2, be determined the best value to the Government for Lot 2; the Government may choose to award a single contract to this vendor to cover both Lots, where their offer was considered the best value to the Government.

41. What are the period of performance dates?

Answer: See Amendment 0007 for revised anticipated periods of performance for each LOT.

42. Are the incumbents trained to the standards set forth in this RFP?

Answer: No. NWDTP requirements were not part of the incumbent contracts.

43. What weapon is currently being used on this contract? Is this a platform change?

Answer: Refer to Exhibit 10 for each Lot beginning on page 115 of the RFP. PSOs on Lots 1,2,3 and 4 carry Smith & Wesson M&P .9mm. PSOs on Lot 5, 2070 Chain Bridge Road and 5275 Leesburg Pike carry the Smith and Wesson M&P .9mm as well. PSOs at the other sites under Lot 5 carry Glock 17 .9mm.

The platforms for the incumbent contracts are as follows:

Lot 1: 9mm Smith and Wesson M&P Lot 2: 9mm Smith and Wesson M&P Lot 3: Smith and Wesson 9mm M&P Lot 4: 9mm Smith and Wesson M&P Lot 5: VA0301, VA0316, VA0008 and VA0263 – 9mm Glock 17 VA0382, VA0822: 9mm Smith and Wesson M&P

Refer to SOW Section 14.4 Firearms, Ammunition and Intermediate Weapons.

44. Will the 3 incumbents be permitted to bid on the above captioned solicitation?

Answer: Yes, as long as they still meet the Small Business Size Standards for this RFP.

45. Can the Technical Proposal be submitted as either a Word or PDF document?

Answer: Yes.

46. Within Page Limitation, it states that Past Performance Questionnaires are excluded from page limits, which implies inclusion of PPQs. Should offeror-completed section of Past Performance Questionnaires be submitted in the Technical Proposal?

Answer: Past Performance Questionnaires are part of the Technical Submission however they are not subject to the page limitation. See page 868-870 of the RFP.

47. In order to offerors to include both a timeline and narrative for a 90-day transition, would the

Government change the page limitation from two to three?

Answer: No. There is a 2 page limit for Transition.

48. What is the anticipated Start Date for the Base Period in each of the Lots? This is important to pricing since many of the CBAs have effective dates that change at some point in 2019.

Answer: See Amendment 0007 for revised anticipated periods of performance for each LOT.

49. Most of the CBAs also require the provision of breaks and meal periods, but not necessarily in the same quantities or durations as SOW 12.1.2. Where a CBA speaks to break & meal period requirements – would the language in the CBA take precedence over the language in the

SOW?

Answer: See Amendment 0007. Refer to the Section 12.1.2 in the Statement of Work updated by this Amendment which replaces the Statement of Work originally included with the RFP.

50. If bidders are proposing on multiple Lots, does the Government prefer all technical and price proposal documents in (1) email, or a separate email submission for each “Lot” being proposed?

Answer: A separate E-mail for each Lot is preferable but not required. A separate Technical Proposal and separate pricing is required for each individual Lot. One Relevant Past Performance submission may be submitted for all lots.

51. For the Price Proposal, when responding to more than one Lot: will the Government please confirm if only (1) set of the below documents is required for the entire submission, or does the Government want a set of these documents for each Lot: Signed SF 1449, Acknowledged Amendments, Indirect Burden Rates, All Other Documents (Disclosure, Reps & Certs, etc.)

Answer: All documents, including those referenced, must be provided for each individual Lot, EXCEPT for the Relevant Past Performance submission. A separate price element spreadsheet is required for each individual lot. Only one set of Relevant Past Performance is required.

52. Would the Government please provide the historical TAS estimates for the locations on the

Lots?

Answer: Historical TAS estimates are not necessary to submit a proposal in response to the RFP.

Reference pages 21-22 of the RFP under the Temporary Additional Services paragraph which provides: The Government anticipates that approximately 2% of the maximum hours solicited under this requirement will be for temporary additional services.

53. When Supervisors are site-specific – are those supervisors to be priced/included und the

Supervisory CLIN – or under the CLIN for the specific Building they supervise?

Answer: All supervision is to be priced under the Supervisory CLIN.

54. Does the Contractor have to provide antennas or repeaters at the facilities where radios are required?

Answer: The vendor must ensure the radio system that they provide will function in the facility.

Refer to pages 167, 178, 189, 200 and 211 under Exhibit 10 of the RFP.

55. Do we submit one set of Past Performance overall, or do you want to receive a set with the technical for each lot?

Answer: Vendors may submit one set of Relevant Past Performance which will be evaluated for all lots. See the answer to question 51. One set of Relevant Past Performance is acceptable.

56. In reviewing the pricing forms, periods one to five are presented. We do not see a place to record pricing for transition. Please advise.

Answer: Transition costs are to be built into an offeror’s fully burdened hourly rate. There will be no separate billing for transition costs. Transition costs should be included under “Other Start-up/ Transition costs” on the Price Element Worksheets. Refer to page 872 of the solicitation as well as pages 838, 842, 846, 850 and 854 of Attachment 6.

57. Is the NWDTP Instructor Certification from FLETC a new FPS requirement for this work? When did the certification become a FPS requirement for guard services?

Answer: The NWDTP instructor certification from FLETC is a new government requirement for this RFP and is not currently included in any of the incumbent contracts.

58. Per the pre-proposal conference slides, both the award date and the start of full contract performance is December 1, 2018, which does not allow for up to the maximum 90 day transition period. Do you expect to submit a revised POP for full contract performance?

Answer: The anticipated start dates for each Lot are revised in Amendment 0007.

59. If the full contract performance changes after bid submittal will the government allow a base year price adjustment as many of the CBAs have different cycle dates other than 12/1/18, and will require blended base rates based on the number of months in each CBA cycle?

Answer: Only if a price adjustment is applicable pursuant to FAR 52.222-43. If the Period of Performance dates change and offeror’s pricing is impacted, the Government may request revised price proposals prior to award or allow for an REA to be submitted after award.

60. Are any M-F or M, T, Th, F, or W posts staffed on Holidays?

Answer: No. These posts are not staffed on Holidays.

61. Will the government provide storage space for weapons and ammunition on site?

Answer: Refer to the answer for question 2. All locations serviced by a PSO must have a location for a safe/ clearing barrel and all sites must have a clearing barrel that is contractor provided.

There is no guarantee that the Government will provide additional storage (ie. Weapons and ammunition) at all locations serviced by PSOs.

62. If the successor contractor uses the same weapons platform as the incumbent, will weapons qualifications under the incumbent be deemed adequate for the successor (until the next scheduled qualification) or will all PSO’s require recertification during transition?

Answer: Weapons must be assigned to PSOs by serial number. PSOs must qualify with the weapon they are issued. The current qualification achieved under the incumbent contract will only remain valid if the successor obtains the weapons and the provided weapon assigned to each PSO by serial number does not change. Refer to Sections 6.6.3.1 and 14.4.9.

63. Are the incumbent PSOs and supervisors trained to the NWDTP standards in this RFP, and therefore do not require any additional NWDTP training?

Answer: See answer to question 42.

64. Do the current NWDTP trainers require government certification at FLETC?

Answer: The NWDTP instructor certification from FLETC is a new requirement for this RFP and is not currently included in any of the incumbent contracts. The NWDTPI Certification is issued by

FLETC. If the Contractor’s instructor does not possess a FLETC Certification, they cannot train on

NWDTP.

65. Do the incumbent guard force currently possess PIV cards?

Answer: Yes.

66. Are the incumbent PSOs currently required to meet the same medical and physical requirements as established by this RFP?

Answer: No, the incumbent PSOs currently meet all of the medical and physical requirements established in the specific incumbent contracts. Refer to SOW Section 5.2.2 Pre-Employment Examinations.

67. What is the anticipated percentage of TAS hours by Lot?

Answer: Reference pages 21-22 of the RFP under the Temporary Additional Services paragraph which provides: The Government anticipates that approximately 2% of the maximum hours solicited under this requirement will be for the temporary additional services.

68. Does the Government intend to purchase all the hours on the Pricing Schedule or the hours listed on the post exhibit?

Answer: The solicitation is clear on its face. Reference RFP page 19 MAXIMUM QUANTITIES.

69. Will the Government allow an equitable adjustment if all costs are not recovered due to this significant difference in bid hours vs. purchased hours?

Answer: No. See also the answer to question 68.
