contain the remainder of questions and answers, 93-145. If there is any conflict between the solicitation and the information contained in the answers to questions, the solicitation controls:
Q1) Can the Government provide a timeline/deadline for completion? A bid good for today would not be good if delayed four years
(equipment and labor prices would change).
A1) The contractor must factor that risk into their quote.
Q2) Who decides when the work needs to be done and at what pace?
A2) The CCV replacement/installation portion of this requirement may be ordered under this resultant contract at any time during the Period of Performance (Reference FAR 52.216-18). See amendment 0003, the complete CCV upgrade/replacement portion of this requirement is required to be completed within 6 months once it has been ordered.
Q3) Will the Government consider establishing plug values for ODCs, Materials, and Travel, to normalize pricing amongst bidders?
A3) No, at this time the solicitation is clear on its face.
Q4) Can the government provide the execution timeline/deadline to replace Analog cameras?
A4) See Amendment 0003, The complete CCV upgrade/replacement portion of this requirement is required to be completed within 6 months once it has been initiated.
Q5) If the onsite TCM is contractor provided, will that need to be priced at the IDIQ level?
A5) Yes
Q6) If additional spare inventory is required throughout the life of the contract, how will government address the procurement of additional material on an FFP contract?
A6) For informational purposes FPS notes the incumbent contract includes a line item priced at
NOT-TO-EXCEED $60,000 annually for the cost of material related to maintenance. On average the expensed amount against this CLIN has been
$21,000 per year over the prior two FY's. In

response to this RFQ the Contractor’s price shall be inclusive of all the Contractor’s direct costs, indirect costs, and profit, and shall include all costs associated with providing the services described in the Statement of Work, and the Contractor’s technical approach. Note that this is historical information, and if it does not hold true it will not be grounds for adjustment.
Q7) Can the government provide a list of the number of afterhours service calls for the past year for RRB?
A7) Service call logs will be provided to the
Contractor upon the award.
Q8) Under which CLIN should the design costs be provided? Would the Government consider a new
CLIN be established for design efforts?
A8) The Government anticipates that design costs should be quoted in CLIN 0003 "Upgrade to new IP
Camera System", however, how the vendor proposes against schedule CLINs is at their discretion
(See RFQ 3. Price Submission Paragraph C).
Q9) How can the contractor-provided cost-proposal to upgrade the CCV system be established if a design for upgrading the system has yet to be established?
A9) The design of the new CCV system is a
Technical Approach evaluation factor contained in the solicitation (Solicitation Provisions FAR
52.212-2 -- Evaluation -- Commercial Items).
See Answer to Question #8 above.
Q10) What are the times we can do service call/repairs in the building?
