A. BACKGROUND

The following Statement of Work (SOW) and guidelines have been developed by the Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS) to mitigate threats and vulnerabilities pertaining to federal buildings and government leased spaces. The work to be accomplished for this project shall include the furnishing of all management, manpower, labor, supervision, equipment, materials, cabling, lifts and ladders, packaging and shipments, and permits and license costs required to complete the work detailed in this SOW.

B. PURPOSE

FPS has a requirement for services providing corrective and preventative maintenance of electronic security systems and the replacement, removal of an analog closed circuit video system and the consolidation of three (3) CCV head-ends into one (1) fully integrated head-end at the Ronald Reagan Building (RRB) located at 1300 Pennsylvania Avenue, NW, Washington, D.C within GSA leased space. The Government requires services that will offer a superior level of support through a team of responsive, highly skilled professionals. Contractor technicians shall be manufacturer certified to service and install all existing and new Closed Circuit Video (CCV) System(s); Access Control System (ACS); Intrusion Detection System (IDS); Video Intercom System (VIS); and Video Analytics (VA) electronic security systems within the GSA leased space, as well as any replacement/ upgrade to current electronic security systems. The existing electronic security systems manufactures are Vicon (CCV), MDI (ACS), Bosch, Radionics, Ademco (IDS), Aiphone (VIS), DMP, AMAG (IDS/ACS) and Agent VI

(VA).

B.1 Description of Existing Electronic Security Equipment

B1.1 CCV

RRB currently has three (3) separate Vicon CCV systems: 1) A Vicon analog system that consists of 150 cameras; with a head-end, control station and monitors. 2) A Vicon IP system for the child care center that consist of 17 cameras; a separate head-end and is tied into the control station and monitors of the analog CCV system. 3) A Vicon IP system that consist of 57 cameras; with a separate head-end and is tied into the control station and monitors of the analog CCV system.

B.1.2 The ACS is MDI with 525 readers and door position switches with door release devices.

Three work stations, and enrollment station.

B.1.3 The IDS System: 7 rooms with IDS devices; account summaries will be provided upon contract award.

B.1.4 The VIS System is Aiphone with four master stations and associated doors with sub-stations.

For Official Use Only (FOUO) 5

B.1.5 Upon award of the contract the current maintenance report and building drawings will be provided to the Contractor.

B.2 Description of New CCV System

B.2.1 Replace the 150 analog CCV cameras with Vicon compatible IP CCV cameras; based on technical advances where possible reduce the amount of cameras by replacing multiple analog cameras with one IP camera that has the capability to maintain the same field of view. The CCV cameras, in combination with the existing IP cameras, must assure all screening checkpoints, entrances/exits, lobbies, facility perimeter, parking areas, sensitive interior areas, pedestrian and vehicle entrances and other potential access points are effectively monitored.

B.2.2 Replace the encoders and digital video recorders (DVR) with network video recorders

(NVR).

B.2.3 Integrate all CCV components into one head-end.

a) All head-end equipment in support of replacing the analog CCV system will be installed in the same location as the current IP CCV systems head-end and integrated into that existing head-end equipment.

b) Move the Child Care Center IP CCV system head-end equipment to the same location as the IP CCV systems head-end and integrate it into that existing head-end equipment.

c) Use the existing head-end equipment for the IP CCV system and integrate all other CCV head-end equipment into one fully functional CCV system.

B.2.4 Upgrade the current control station, to include replacing the current monitors.

B.2.5 Replace the current Vicon VMS and VA to a Vicon compatible VMS and VA software that meets or exceeds Vicons’s Valerus VMS/VA capabilities.

B.2.6 Install one 32” video monitor in the FPS space adjacent to the command center.
