Questions and Answers from: Request for Information 70RDND19I00000005: Posted on 19 Feb 2020
Design, Engineering, Construction, Integration, and Logistics for installation/relocation of Radiation Portal Monitors
Note: Any question received that the Government considers having proprietary information has been changed by the Government to make the question non-proprietary and more general in nature so that the question and response can be made available to all Offerors.
1.0 Objective: Suggest correcting the number of vectors. Five vectors mentioned in the second para-graph, with six in the numbered list to include railroad crossing.
Concur.
2.0 General Scope: Not all items are clearly included in the subsequent tasks – e.g. RDE Planning, (strategic and operational planning for RPMP) General Technical and Engineering.
Contractor will provide resources, on an as requested basis, to support strategic and operational planning of RPMP. Contractor will prepare plans pursuant to operational requirements and CWMD/CBP guidelines.
4.2 Ancillary Equipment for remote operations: Suggest this section be genericized to align with the level of detail in other sections and allow for additional or other equipment solutions to be specified at the task order level. Also suggest deleting “for remote operations” from the title.
Concur.
4.2 #4 Traffic Management Systems: PLCs and HMIs are described as contractor provided in this section and as “currently” GFE in 4.5. Please clarify the contractor’s role in developing and deploying PLCs and HMIs.
The Contractor will review the HMI and PLC configuration and make recommendations to optimize and/or recapitalize system design to meet specific remote operations HMI and PLC requirements. Contractor will develop HMI and PLC as a GOTS product to be deployed at the POEs.
4.2 #8 After Table 1: Requires list of all ancillary equipment and spare parts. Is this a master list for all potential ancillary equipment and all potential spare parts or will these lists vary by task order?
A potential ancillary master equipment list and potential spare parts list will be provided by CWMD. However, equipment list may vary depending on site survey requirements and site configuration.
4.8 Site Survey: There is no mention of stakeholder participation in site surveys. Are stakeholders involved in the Site Survey? Will the Contractor be required to provide logistical support for coordinating and/or hosting stakeholder meetings including CWMD, CBP, PNNL, and relevant site personnel? Are stakeholders expected to comment/input into design?
Stakeholders will be involved in the site survey. The Contractor will provide logistical support for coordinating and/or hosting site surveys and will be required to provide logistical support for coordinating stakeholder meetings on a case by case basis/as required.
4.9 Design Processes: Will consultation services be required when turning over designs to stakeholders’ architect/engineer (A/E)?
The selected Contractor will provide the RPM Design Input Guide, Technical Manual to the stakeholder A/E. The Contractor will still be responsible for reviewing and providing input for the RPM design portion that could affect the CONOPS.
4.11 Construction Management: Requires oversight of construction provided by others. Without privity of contract, how will direction/guidance/hold points be enforced?
The Office of Facility and Asset Management’s Project Manager (PM) is responsible for coordinating with the sponsors A/E and construction firm for hold points and other critical construction features of work. The Contractor shall participate in these hold points and ensure the design complies with RPM design standards.
4.12 Equipment Delivery and Installation: This suggests the government may deliver and install RPM systems, control and battery boxes, and associated supervisory and monitor computers while the contractor will acquire services, equipment and spares to support the installation. Potential conflict with 4.11, 4.18, 4.23.2, 4.23.3 and 4.25. Suggest rewording to clarify this is general approach to GFE and con-tractor acquired property.
Concur, either the RPM vendor or the Government will provide the RPM systems, control and battery boxes. The RPM systems, control and battery boxes and ancillary equipment will be installed by the Contractor.
4.13 Commissioning: This section indicates the contractor role is to ensure RPM vendor service and repair support during commissioning activities. General Scope section implies a contractor role in calibration, algorithms, and parameters. Please clarify contractor role during Commissioning.
PNNL will retain calibration through the base year and up to a designated time. CWMD will notify the Contractor when and if they will conduct the calibration task.
4.16 Decommissioning of Low Use/No Use Systems (LUNU): Will this be incorporated in a task order?
Yes, CWMD will determine when LUNU decommissioning will occur and place the requirement in task orders.
4.19 Technical data: Will CWMD provide guidance on what detailed information will be required to be stored in the configuration database in a subsequent task order? Will the database be required to contain any sensitive information?
Yes, the detailed information requirement for Configuration Management database will be provided in the Draft RFP. All database and reporting requirements will contain sensitive information. However, there will be no classified information will be associated with this contract.
4.24 Inspection, Testing and Turnover: Appears to duplicate/conflict with 4.13 Commissioning. References a Sustainability Program not mentioned elsewhere.
Concur, Section 4.24 should only address those actions that could take place prior to shipping RPMs from the warehouse to the deployment sites.
4.25 Warehouse: Suggest replacing square footage with a functional requirement to ensure proper storage of GFE should program needs expand or contract over time. Suggest removing “from decommissioned sites from CBP” to allow shipments to arrive from other locations (e.g. PNNL and vendors).
Concur, shipments may arrive from other locations such as RPM vendors. It is anticipated that the inventory and work space required to refurbish and prepare for shipping is between 150 four panel RPM systems.
6.2 Period of Performance: Can this be changed to a minimum 2-year base to allow for sufficient time for full performance after transition is complete?
No, the base period of performance will remain at one year.
6.4A Safeguarding Sensitive Information: Will requirements of NIST 800-60 be applied to program website (4.22) and other contract requirements?
The Contractor is required to implement information security standards defined by the NIST to safeguard sensitive information for the contract requirements.
6.4 Table of SOW Tasks: Where in Section 4 can we find “Solutions and scanning systems analyses and development”? Where in Section 4 can we find “Solutions Acquisition”? Where in Section 4 can we find “General Technical and Engineering Assistance”? Are there specific handling requirements for certain data?
These tasks refer to RPM system components that the Contractor may have to provide such as PLCs, and HMI. These examples are mentioned in Section 4.2.
