Request for Information # 70RDND19I00000005 – Attachment B
Attachment B: Lifecycle Support The Radiation Portal Monitor (RPM) is used by the Government as a component of a system of systems (e.g., the gates) installed at ports of entry (POE). A given POE may have multiple gates, each with multiple lanes and RPMs including Visual Information Systems, traffic controls, and programmable logic controllers to support radiological/nuclear scanning operations at POEs.
The vendor team will be expected to support the basic activities of deployment, operational support, maintenance, and training.
Deployment Support The Government is responsible for deployment of RPM systems to the field. A vendor and Government team are responsible for integrating the RPM into the system of systems at each gate.
As part of the deployment component of the contract, the Government may require vendors to:
• Provide engineering services including site survey, site design, site drawings, safety analysis, and environmental analysis.
• Transport, assemble, and install components of the systems at a given location.
• Support Government activities for permitting of the installation.
• Support port activities related to installation such as laying trenches, supports, conduit, traffic layouts, etc.
• Disassemble existing RPM systems.
• Transport/ship disassembled Government equipment to a Government depot.
• Conduct post-assembly functional testing of the system.
• Familiarize the operators on the proper use of the system.
• Provide minor mechanical work external to the system in the performance of any installation effort.
• Support integration of the RPM with third-party systems and Government-furnished hardware and software.
• Support Government activities to inform the port stakeholders of effects caused with configurational changes after installing the RPM.
• Provide as-built drawings and configuration information for each site after it has been accepted.
Operational Support The Government is responsible for operating the RPM at a POE for 15 to 20 years from the installation date.
During this period of time, it is expected that additional support may be required from the vendor team such as:
• Providing an annual configuration report that reflects all changes and the current equipment configurations for systems at given locations.
• Providing technical data for a system procured under the contract.
Additionally, during the lifecycle of the RPM, additional support may be requested from the vendor team under contract such as:
• Engineering services including failure analysis, root cause analysis, system operational anomaly analysis, retrofits, mechanical changes, electrical changes, and evaluation of potential or perceived safety hazards to personnel.
• Ad hoc reports to enable the Government to perform analysis, economic trade-off studies, budget impact analysis, etc.
• Provisioning replacement components as required by the Government.
• Retrofitting the system by conducting upgrades and enhancements to support service life extension programs.
• Emergency services to support the Government response to various emergency situation and natural disasters by supplying labor, sub-contract services, parts, equipment, supplies, packaging, transport, shipment, and materials for the emergency response.
• Corrective and replacement services to deal with loss, accidents, and acts of God.
Maintenance It is expected that the Government will initially contract for maintenance support with the vendor team. This contract will be rebid at pre-determined intervals. Service calls and work orders for the RPMs are provided by the Government help desk and operations center which operates 7:00 a.m. to 11:00 p.m. Eastern Standard Time (EST) Monday through Friday and 10:00 a.m. to 6:00 p.m. EST Saturday and Sunday.
The established maintenance activities of the vendor team under contract are:
• The vendor team will sustain and maintain each RPM to the contracted equipment operational availability (Aoe), which will be evaluated on a yearly basis by the Government.
o 𝐴𝐴𝑜𝑜𝑜𝑜 = 𝑀𝑀𝑜𝑜𝑀𝑀𝑀𝑀 𝑇𝑇𝑇𝑇𝑇𝑇𝑜𝑜 𝐵𝐵𝑜𝑜𝐵𝐵𝐵𝐵𝑜𝑜𝑜𝑜𝑀𝑀 𝑀𝑀𝑀𝑀𝑇𝑇𝑀𝑀𝐵𝐵𝑜𝑜𝑀𝑀𝑀𝑀𝑀𝑀𝑀𝑀𝑜𝑜 𝑀𝑀𝑜𝑜𝑀𝑀𝑀𝑀 𝑇𝑇𝑇𝑇𝑇𝑇𝑜𝑜 𝐵𝐵𝑜𝑜𝐵𝐵𝐵𝐵𝑜𝑜𝑜𝑜𝑀𝑀 𝑀𝑀𝑀𝑀𝑇𝑇𝑀𝑀𝐵𝐵𝑜𝑜𝑇𝑇𝑀𝑀𝑀𝑀𝑀𝑀𝑜𝑜+𝐴𝐴𝐴𝐴𝑜𝑜𝐴𝐴𝑀𝑀𝐴𝐴𝑜𝑜 𝑇𝑇𝑇𝑇𝐴𝐴𝑀𝑀 𝐴𝐴𝐴𝐴𝑜𝑜𝑇𝑇𝑀𝑀𝐴𝐴 𝑇𝑇𝑇𝑇𝑇𝑇𝑜𝑜
• The vendor team will sustain and maintain each gate, consisting of multiple RPM systems and multiple sets of peripheral systems, to the contracted site operational availability (Aos) of 95%. Aos is calculated by using data from work orders completed during each 720 hour reporting period.
o 𝐴𝐴𝑜𝑜𝐴𝐴 = 𝑇𝑇𝑜𝑜𝐵𝐵𝑀𝑀𝑇𝑇 𝐻𝐻𝑜𝑜𝑇𝑇𝐴𝐴𝐴𝐴−𝐷𝐷𝑜𝑜𝐵𝐵𝑀𝑀 𝑇𝑇𝑇𝑇𝑇𝑇𝑜𝑜
𝑇𝑇𝑜𝑜𝐵𝐵𝑀𝑀𝑇𝑇 𝐻𝐻𝑜𝑜𝑇𝑇𝐴𝐴𝐴𝐴
o The downtime measured includes logistics time, diagnostics time, fault isolation, waiting or administrative down time, and corrective maintenance downtime.
• The vendor team, when acting as the maintenance provider, will need to provide all the required support services (e.g., transportation), repair parts, test equipment, and supplies to maintain operation of the RPMs.
• The vendor team will be required to provide a work completion form for each work order assigned by the Government, including information such as description of the action, RPM failure, list of replaced Line Replaceable Units by part and logistics control number, and Government validation of the completed action.
• The vendor team will be required to dispose of all Original Equipment Manufacturer (OEM) damaged parts, assemblies, sub-assemblies, consumables, and lubricants unless otherwise directed to retain for failure analysis.
• The vendor team will be required to maintain inventory of all Government Furnished Property (GFP) currently at their site and be able to return GFP inventory upon demand.
• The vendor team will supply a schedule of planned preventive maintenance activities on a monthly basis to the Government.
• The vendor team will be required to coordinate with the Government before access to the ports for preventive maintenance activities.
• The vendor team, when receiving a work order for corrective maintenance, will be required to contact the site point of contact within 1 hour and report to the operations center that they have contacted the site.
• The vendor team will be expected to bring non-operational sites to at least conditional operation. Note: Conditional operation status applies when a deficiency exists, but the system is available to support the operations for which it was designed, to include safety considerations.
• The vendor team will be expected to bring a site out of conditional operation within 10 days of receiving the work order.
• The vendor team will be required to apply corrosion control techniques and measures to mitigate and correct corrosion of the system.
Training The vendor team will be expected to support the Government’s training activities, which are:
• To develop in-depth operational training for law enforcement personnel.
• To develop review level operational training for law enforcement personnel.
• To develop technical training for Government technical personnel.
• To supply OEM training on system repair and maintenance for third parties.
