About this file
This document is a Questions and Answers (Q&A) file for a federal construction contract solicitation at the TSA Academy located at FLETC. The work encompasses HVAC unit replacement, door and frame installation, recirculating ceiling fan installation, ADA ramp construction, bleacher apron concrete work, floor repairs, and drainage system maintenance across multiple modular buildings.
The contract requires replacement of 105 HVAC units in varying capacities (57 at 3.5 ton, 8 at 3.0 ton, 39 at 4.0 ton, 1 at 5.0 ton), all with coated coils, single-source heat pumps, and heat strips. New ADA-compliant digital programmable controls and thermostats must be installed at ADA-compliant heights. Installation of five sets of steel double doors (6'0" wide x 7'0" high, 16-gauge, insulated core, powder-coated finish) is required at specified buildings. The contract calls for installation of 134 interior recirculating ceiling fans (2x2-foot suspended ceiling tile fans, white) with wall-mounted controls at ADA-compliant heights; fan locations will be coordinated with the Government after HVAC installation to maximize airflow. Concrete work includes approximately 6,000 square feet of 4-inch air-entrained concrete (minimum 3000 psi) around canopy columns for the bleacher area with concrete break testing per ASTM C39. ADA ramp work (four new ramps and one modified ramp) is required at five buildings per 2010 ADA Standards. Additional scope includes soft floor spot repairs in two buildings (maximum 15 square feet per spot), replacement of four damaged trench drain grates with flush installation, and drain cleanout adjacent to the canopy area. On-site staffing requires a Superintendent, Safety Manager, and Quality Control Manager (Project Manager not required on-site); the Superintendent and Safety Manager positions may be dual-hatted. The proposal submission deadline is August 20, 2026, with a three-week extension granted following Government responses to questions. A bid guarantee of 10 percent of bid price or $200,000 (whichever is less) is required per FAR 52.228-1, to be included in the Price Proposal. This is issued as a commercial quote requiring the completed bid sheet (Attachment 1) with supporting documentation, project experience, and key personnel resumes submitted in separate technical and price proposal files via email. All contractors must be registered in SAM.gov; Representations and Certifications will be pulled from SAM.gov by the Government.
