The project encompasses comprehensive facility infrastructure improvements organized into eight tasks. Task 1 requires ADA-compliant ramp installation and modification at five buildings (BG0711, BG0714, BG0774, BG0773, BG0709) using minimum 3000 psi concrete, aluminum components, and stainless steel or aluminum handrails per 2010 ADA Standards and ACI 318-19. Task 2 mandates replacement of five sets of exterior glass doors with steel double doors (6'0" x 7'0") featuring tempered safety glass viewports, heavy-duty hardware, and ADA-compliant closers across buildings BG0709 (two sets), BG0711, BG0712, and BG0713. Task 3 involves one-for-one replacement of 105 wall-mounted PTAC units across seven buildings: 57 units at 3.5 ton, 8 units at 3.0 ton, 39 units at 4.0 ton, and 1 unit at 5.0 ton capacity, with coated coils, single-source heat pump, and heat strips; installers must be certified. Task 4 requires installation of 134 interior 2x2' ceiling tile fans with white color and wall-mounted ADA-compliant controls. Task 5 calls for replacement of one 12-foot diameter marine-grade outdoor canopy fan. Task 6 involves pouring approximately 6,000 square feet of 4-inch concrete for bleacher area with plastic rectangular access boxes for canopy leg drains (five total), broom finish, and accessible seating per ADA standards. Task 7 requires floor repairs for soft spots in buildings BG0713G and BG0711 using government-provided carpet tiles installed by the contractor. Task 8 entails cleaning trench drains adjacent to the canopy area using high-pressure water jets and hand tools.
Required deliverables include project schedule, product specifications, concrete testing and delivery documentation, daily work reports, AHAs, and HVAC certifications. The government mandates three on-site key personnel: Superintendent (experienced in renovation in occupied facilities), Safety Manager (with relevant safety certifications), and Quality Control Manager (experienced in quality control programs), with allowance for dual-hatting Superintendent and Safety Manager. Project Manager is not required on-site. Evaluation criteria for contractor selection include project experience (three relevant projects within five years demonstrating building renovation and major HVAC replacement experience), key personnel qualifications, past performance ratings from CPARS, and price.
