About this file

This file is an Amendment 3 containing government responses to contractor questions regarding a federal construction and facilities renovation project at FLETC (Federal Law Enforcement Training Centers). The project encompasses multiple work scopes across modular buildings, with a six-month period of performance from September 30, 2026 to March 31, 2027.

The primary work includes HVAC replacement of 105 total units (57 at 3.5 ton, 8 at 3.0 ton, 39 at 4.0 ton, and 1 at 5.0 ton) with one-for-one replacement of existing PTAC units required; replacement of five sets of 6'0" x 7'0" steel double doors distributed across buildings BG0709 (2 sets), BG0711, BG0712, and BG0713 (1 set each); installation of ADA-compliant ramps including 4 new ramps and 1 modified ramp at buildings BG0711, BG0714, BG0774, BG0773, and BG0709; installation of approximately 6,000 square feet of 4-inch concrete for a bleacher area; flooring repairs with government-furnished carpet tile installation; replacement of a 12-foot diameter exterior marine-grade canopy fan; installation of 600 CFM minimum interior recirculating fans; and drain cleanout work. Mortise lock specifications are Precision Reliant series 5203CD x 703A with RHRB or LHRB handing. Handrails may be stainless steel or aluminum, 1-1/4 to 2 inches diameter. Preconstruction submittals required include Schedule, Products, Concrete Testing and Delivery Tickets Documentation, Daily Reports of Work Accomplished, Activity Hazard Analyses (AHAs), and HVAC certification. Performance and Payment Bonds per FAR 52.228-15 are required, liquidated damages do not apply, and no extended warranties are requested beyond manufacturer standard coverage. The contractor is responsible for refrigerant recovery and disposal of existing PTAC units, and all personnel must follow standard FLETC badging procedures. After-hours, weekend, and holiday work is permitted with advance government approval and coordination with the Contracting Officer's Representative (COR).
