About this file
This document is an Amendment to a Solicitation for a Uniform, Equipment Issue, and Laundry Service contract for the Federal Law Enforcement Training Centers (FLETC) in Glynco, GA, issued by the Department of Homeland Security. The solicitation (70LGLY25RGLB00005) is set aside for 8(a) Small Business Program participants and includes an RFI (Request for Information) response addressing a question about past performance evaluation criteria.
The amendment clarifies that the evaluation criteria for Factor 3 - Past Performance will remain unchanged, requiring offerors to submit at least three contracts similar in type, scope, and complexity performed within the last five years. The Source Selection Evaluation Board determined that the five-year lookback period is a common standard for attracting competition among 8(a) participants. The solicitation allows offerors to provide past performance data from federal, state, local government, and commercial sources, with FAR regulations preventing unfavorable ratings based on limited past performance data.

Amendment 02 RFI Question and Response to Solicitation 70LGLY25RGLB00005 – Uniform, Equipment Issue, Laundry Service at FLETC Glynco, GA
Question: Factor 3, “Past Performance,” of the solicitation requires offerors to submit at least three contracts similar in type, scope, and complexity performed within the last five (5) years. As this solicitation is set aside for 8(a) business under the SBA’s 8(a) Business Development Program, we find that this 5-year look-back requirement is unduly restrictive on competition. Will the Agency consider changing the look-back period for past performance data to ten (10) years? If not, what is the Agency’s reason?
Response: The evaluation criteria in the Solicitation for Factor 3 – Past Performance, will remain unchanged.
This Solicitation was open to all Small Business 8(a) firms and the evaluation criteria was tailored to the Agency’s requirements after thorough market research. The Agency’s market research for this Solicitation yielded multiple interested vendors.
For this current Solicitation, the Source Selection Evaluation Board members agreed to have the relevant years for past performance set to five (5), which is a common standard to attract competition among 8(a) participants. Furthermore, the evaluation criteria in the Solicitation specifically allows for offerors to provide past performance data from sources outside of Federal contracts, including contracts with state organizations, local government, and commercial customers. Even if a contractor has limited past performance data within the range, FAR 15.305(a)(2)(iv) prohibits agencies from rating the contractor unfavorably based on a lack of past performance data.
