About this file
This document is a set of clarification notes for a federal contract solicitation regarding a Network Video Management System (NVMS) purchase and installation. Key clarifications include: a server is required for the NVMS despite previous conflicting statements, storage requirements involve 25% additional capacity at each location with provisions for four future cameras, and laptops will serve as combination Network Video Recorder (NVR) and monitoring workstations at each entrance. Additional technical details address rack-mounted display requirements, RAID configuration (left to vendor discretion), and Power over Ethernet (PoE) specifications, with a minimum requirement of 30 watts per port. The solicitation emphasizes that award will be based on lowest price technically acceptable, relying on vendors' expertise to configure systems meeting FLETC's minimal technical requirements.

Item 1:
In response to Q&A Question 1, it is stated that no server is required. However, multiple sections of the SOW—specifically C 2.2, C 5.2, C 6.1, E 10.1, E 11.3, and E 11.6—explicitly reference a server.
Given that a server is necessary to operate the Network Video Management System (NVMS), this discrepancy requires resolution. Server is required. Connectivity to the FLETC Servers is not required.
On question 6. Section B 1.6 specifies a 25% additional storage requirement for future expansion, while Section C 3.1 states, “the Contractor shall include enough storage for an additional four (4) cameras for future expansion on each standalone system, maintaining the thirty (30) day minimum requirement.” Could you please clarify which requirement applies: 25% additional storage and/or the provision for four additional cameras? For all four locations. 25% additional storage at each location that would include 4 additional cameras.
Item 2:
This response does not address the question. Section B 1.6 mentions 25% additional storage for future expansion, while Section C 3.1 refers to storage for four additional cameras. We require clarification on the exact amount of additional storage needed. Specifically, is it 25% above the current storage for the four cameras, just the storage for the four additional cameras, or is it the storage for the original four cameras, the four additional cameras, and 25% above that total? When a google search is done for "information to calculate storage for IP camera system" and this is result: 25% above the current storage, and storage for four additional cameras in the future.
Item 3:
On question 18. Paragraph B.1.4 references a laptop. B.1.7 table references NVR installed in the rack but does not mention a laptop. Is the intent for the laptop to serve as a combination NVR and monitoring workstation? Yes Please clarify the purpose and location for the laptop computer at each entrance. Your answer, Laptop is for playback on videos for instructions. Correct. laptop to serve as a combination NVR and monitoring workstation at each location
If the laptops are intended to function as operator clients, we need clarification on how many will be connected to each system concurrently for video review and playback.1 Laptop per station. No connection to other stations.
Item 4:
Additionally, Section C 5.2 of the Statement of Work states: "The Contractor shall install a rack-mounted combination display, keyboard, and mouse at a usable height, at each rack location connected to the new NVMS Server for system configuration and administration."
Given this requirement, we seek clarification as to why a rack-mounted combination display, keyboard, and mouse are necessary if a 32” monitor is being used for viewing purposes. This appears to present a potential redundancy, and we respectfully request clarification to determine whether both are required, or if one serves as a substitute for the other, to ensure compliance with the intended system design and functional use. Both are required for training.
Item 5:
The solicitation documents make no mention of the required RAID configuration, which is a critical omission. The RAID level directly impacts the usable storage capacity and is therefore essential in accurately calculating the amount of raw storage needed to meet the stated storage requirements. We don’t have a RAID configuration, that is left up the vendor.
Item 6:
If 60 watts per port is required, the solution must support PoE++. However, if only 30 watts per port is needed, the reference to 60 watts should be updated accordingly. The standard of 802.3at will only do up to 30 watts, which you have stated in SOW but if you need 60 watts it must be the 802.3bt. The minimum requirement is 30 watts.
To further clarify, FLETC is relaying on the knowledge and expertise of potential vendors who are the subject matter experts to configure systems that meets FLETC minimal technical requirements. Award will be based on lowest price technically acceptable.
